Proper Estimating Method for Environmental Preservation Cost in Road Projects (도로공사 환경보전비의 적정 산출 방안)

  • The current enforcement regulation of "Construction Technology Management Act" prescribes calculation standard of environmental preservation cost in construction site. According to this standard, environmental preservation cost is calculated by using the quantity-per-unit costing method or applied fixed rate on direct cost. However, when calculated by using the quantity-per-unit costing method it is few items to put in the budget according to standard of construction estimate and in the case of using the fixed rate on direct cost it is not considering various characteristics of the construction site. Therefore, it is needed a improvement plan of estimating method and management system for environmental preservation cost. In this study, it surveyed the actual state of the environmental preservation cost according to magnitude of project, site location, anti-pollution facilities and etc. over 38 road projects. The research reported in this paper environmental preservation cost was variously distributed over construction sites. Thus it needs to estimating method and management system to consider characteristics of construction site for environmental preservation cost.

A Study on Revising Construction Cost Calculation for Road Paving Maintenance Work (도로포장 유지보수 공사비산정기준 개정에 대한 연구)

  • Unlike new construction projects, road paving maintenance work shows large productivity discrepancies depending on the conditions of the worksite. The current construction cost calculation scheme, however, only provides daily construction volume categorized by work scope and scale: There are no detailed standards that can be implemented on various types of worksites. To develop standards that enable the calculation of appropriate construction costs by taking into account worksite conditions, the current study conducted on-site surveys and interviews. The on-site research and analysis revealed that location, construction width, the day's worksite lot, work scope, and construction objectives were found to cause differences in construction volume. In addition to the existing work scope and work scape variables, the current study added weight constants reflecting the daily work volume based on movement conditions at site and the size of the worksite lot. In this process, the current study found that even one type of construction project can have fifteen different levels of daily construction volume. Such detailed classification was deemed to enable the proper calculation of construction costs based on worksite conditions.

  • The maintenance and repair work of sidewalk block pavement is a construction that requires a large amount of budget to be invested every year. It is important to establish an appropriate standards for estimating construction cost to ensure proper budgeting and quality. In this study, the standards for estimating the cost of maintenance and construction work for sidewalk blocks that can be applied to the construction volume classified according to the site conditions, construction type, and equipment use differentiated from new construction was established. As a result, the daily construction volume was presented by reflecting excavator and truck as equipment in the combination of paver and common worker. The re-installation was applied by separating the construction volume of sections with general blocks and induction/raised blocks based on the installation of sidewalk blocks after demolition. Generally if block cutting is necessary, the precision construction conditions using a cutting machine were taken into consideration to secure the construction quality. In addition, it has been revised to apply classified construction volume into A and B-Type depending on the park and site conditions.

  • The object of this research is to develop a computerized algorithm of cost estimation method to forecast the total construction cost in the bidding stage by the historical and elemental work cost data. Traditional cost models to prepare Bill of Quantities in the korea construction industry since 1970 are not helpful to forecast the project total cost in the bidding stage because the BOQ is always constant data according to the design factors of a particular project. On the contrary, statistical models can provide cost quicker and more reliable than traditional ones if the collected cost data are sufficient enough to analyze the trends of the variables. The estimation system considers non-deterministic methods which referred to as the 'Monte Carlo simulation. The method interprets cost data to generate a probabilistic distribution for total costs from the deficient elemental experience cost distribution.

Improved Methods of Cost Sharing in Apartment Remodeling Projects (공동주택 리모델링 사업 분담금 산정의 문제점 및 개선방안)

  • The purpose of this study is to suggest the improved methods for cost sharing in apartment remodeling projects. Case studies on apartment remodeling projects with different plan type were analyzed and compared. Cost sharing estimated by 'proportional rate method' shows similar results estimated by 'return on investment method' in case of similar area ratio of existing plan to remodeling plan. Otherwise cost sharing estimated by 'proportional rate method' shows great differences comparing the results estimated by 'return on investment method'. Although return on 'proportional rate method' is widely used, it is not proper to estimate cost sharing when each householder's contribution for the project varies, such as considerable differences area ratio of existing plan to remodeling plan. Improved cost sharing method is needed taking into account project contribution and characteristics.

  • Korea government established a domestic quality management system under the Law for Construction Technology Management, which was revised in 1997. This Law prescribes that the owner has to assign quality management cost into the construction project budget However, there are some conflicts among internal regulations and prescriptions on the scope of quality management engineer's roles was not specific. In order to overcome these limitations, this research identifies proper scope of quality management engineer's roles and suggests an approach for an improved estimating guideline for construction quality management cost.

  • The purpose of this thesis is to provide an appropriate trade-off information for the conflicting interests caused by the various factors between building owner and contractor during selecting the contractor and performing the construction work, in which the construction was contracted by open bidding from the government or private organizations. In order to propose the legitimate evidence, the differences between the domestic contract sheet of drawing change and the process of drawing change and those of the foreign countries were compared and analysed. The number of construction ordered in Youngdong area in 2001 whose construction expenses are more than 100,000,000 won is 218 items and 147,005,000,000 won in total cost. Among them, the number of 218 items whose total cost amounts to 16,705,000,000 (11.36%) is in case of increase of construction expenses due to the drawing changes, and the number of 48 items whose total cost amounts to 2,009,000,000 won (1.37%) is the case of decrease. In conclusions, the contractor could have more benefits than the building owner in case they submit the detailed estimate sheet without eliminating the increasing expenses of construction. It is shown that the building owner's loss is increasing whenever the labor cost is higher than material cost. Therefore, this thesis proposes a proper standards for the harmonious compromise between the contractor and the building owner for the problems caused by the drawing changes when the contract agreement is occurred.

An Investigation on the Propriety of Ratio-Unit Price Method for Estimating Demolition Cost (해체 공사 원가분석을 통한 비율단가 적용방식의 적정성 검토)

  • A new and extendable highway should be planned and budgeted by estimating the total construction cost on the basis of the precise cost data. However, the demolition or disjointing cost could not reflect construction site condition sufficiently because it was simply estimated by multiplying the highway structure installation cost by the regular ratio($10\~70\%$) specified in the Korea Standard Estimate. The regular ratio for estimating of demolition and disjointing cost was calculated by not actual construction cost data but subjective experiences of field manager. Therefore, the reliance of the estimated demolition or disjointing cost has been declined. The primary objective of this study is to purpose the standard for estimating proper demolition or disjointing cost of relevant items through various site analysis and survey, and to investigate on the propriety of ratio-unit price method for estimating demolition and disjointing cost.

  • In today's construction, there has been an increase in the construction of high-rise buildings due to the need to maximize land usage. Framework affects not only the entire construction duration and cost, but also subsequency construction activities such as electrical, mechanical, and finishing works. Especially, proper formwork is a influential factor of productivity in the framwork of reinforced concrete construction. To that reason, a table form of system form is more frequently used than conventional form. However, an initial cost of the table form is high and a reused table form needs for workers to repair damaged table forms. Therefore, the goal of this study is to introduce euro-unit table form. The results from the application of euro-unit table form to high-rise residentia building construction are as follows : (1) The cost of producing table form reduced by 16%, and (2) The time of producing table form was slumped by 35%, and (3) The labor force needed for form work declined 21%.

Development of Standard Estimates for Garden Construction: Focused on Planting

  • Standard estimates are the numerical data of a unit quantity required for construction work such as the amount of materials, manpower, and the use of equipment required and are also a basis to calculate construction costs. Unfortunately, standard estimates for construction have also been used for garden construction these days as no standard estimates for garden construction have been developed or documented until now. As a result, many problems have arisen at garden construction sites since landscape construction and garden construction differ in terms of scope, size, design and construction methods. The purpose of this study was to develop standard estimates for garden construction for proper calculation of the cost of garden construction and to ensure gardens are created following appropriate construction processes. In order to develop standard estimates for garden construction, a preliminary survey was conducted on experts to understand current issues at first. After that, a questionnaire survey was done to examine problems of construction processes and ways of improvement, and on-site inspections were conducted utilizing CCTVs at construction sites to identify the actual amount of manpower required on site. Based on the results of the surveys and on-site inspections, a draft version of standard estimates for 5 types of planting work for garden construction was developed. Developing standard estimates for garden construction will serve as a stepping stone for the transparent and proper compensation for garden construction work, which will not only contribute to addressing issues between consumers and construction companies, but also to the stabilization of market economy and job creation.
