  • With the shift of cause of death from infection to chronic, the health expenditure has risen dramatically. To curb the increasing health expenditure, programs and campaigns to promote health were proposed and implemented. Most of them, however, were not successful in achieving satisfactory results. Customer Relationship Management has been gradually accepted as an innovative approach to health promotion. The objective of this research was to develop a Customer Relationship Management system for providing comprehensive health care services to the residents in the community. Detailed objectives were as follows: The first objective was the development of the CRM system for health promotion. The second objective was the satisfaction assessment for the health promotion program using the CRM system. The third was the proposal for the effective utilization of the CRM system. The development methodology of the CRM system was Rapid Warehouse Developing Method. As a CRM system equipment, a workstation with GIS of Windows 2000 was selected. SQL Server 2000 was used as a development tool and database. The subjects of study were diabetic mellitus patients, hypertension patients, and vaccin patients. The campaign channel of patients was an autocalling system. For the satisfaction assessment, a survey was performed. The main content of the survey was satisfaction level. The satisfaction level of the health promotion program using CRM system was 79.3%. In consideration of the above findings, we suggested ways of improving the Health Promotion Program by using CRM. • In order to efficiently promote a nation's National Spatial Data Infrastructure (NSDI) vision, it is important that a rational NSDI promotion system should be established. For such a NSDI promotion system, cooperation among the related organizations and the consistency of policies are crucial. In these regards, the main purpose of this research is to suggest a desirable model for the NSDI promotion system. Also, this study attempts to demonstrate problems and provide solutions in Korea NSDI promotion system. To accomplish this purpose, the literature reviews and content analysis were used. Following are the major findings of this research. First, a desirable NSDI promotion system should be consisted of the upper system (at the planning level) and the lower system (at the executive or implementing level). Second, the upper and lower system in NSDI promotion system should both be vertically connected and be horizontally connected. Third, the upper system should consist of the NSDI promotion committee, civil advisory committee, and sub-committee. Fourth, the lower system for the execution purposes of NSDI projects should consist of the NSDI top manager, in each central/local government, and professional support institute.

  • This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

  • The purpose of this study is to examine the status quo of the networking between health promotion and other programs conducted by public health centers(PHCs), and to develop concrete strategies for improving the efficiency of the health promotion programs at PHCs. Data were collected from a questionnaire survey for 246 PHCs nationwide and 96 questionnaire were returned(response rate of 39%). A focus group study was also conducted to compliment the detail of the networking system between health promotion and other programs at PHCs. The results revealed that the current networking between health promotion and other programs conducted by public health centers is not working well. Especially, the communication networking between health promotion and other programs at planning stage is poorer than the stages of implementation, performance, and evaluation. The main reasons of the poor networking have been caused by an inadequate organizational structure, inefficient information system, low level of motivation for networking among the staff of PHCs, and no concrete guidelines for networking. This study also suggested several strategies to facilitate the cooperation between health promotion and other programs.

  • This study postulates a partial mediation model(study model I) and a whole mediation model(study model II) to examine the effect on endogenous rural development of local innovation capability strengthening in the local industry promotion project, the establishment of promotion system, and the revitalization of local economy. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that in the partial mediation model, the local innovation capability strengthening had a significantly positive effect on the establishment of promotion system, the establishment of promotion system had a significant effect on the revitalization of local economy, and the revitalization of local economy had a significant effect on the endogenous rural development, while the establishment of promotion system and local innovation capability strengthening didn't have effect on the endogenous rural development. In the whole mediation model, the local innovation capability strengthening had a significant effect on the revitalization of local economy, the establishment of promotion system on the revitalization of local economy, and the revitalization of local economy on the endogenous rural development. According to the verifications of study model I and II, the endogenous rural development is achieved after the revitalization of local economy through the establishment of promotion system and the local innovation capability strengthening. From these results, this study presents suggestions, limits of study and directions in the future study.

  • This study tries to measure the direct and indirect effects of the Regional Strategic Industry (RSI) promotion projects in Chungbuk Province in Korea. In specific, it critically examines whether there exists policy consistency and connectivity between the hardware-oriented Stage I (2002~2007) and the software-centered Stage II (2008~2012) RSI promotion projects. Applying System Dynamics (SD) techniques, this study examines complex system characteristics of RSI promotion projects, all of which have been derived from the causal and stock-flow models and their simulated results. Major findings are as follows: Firstly, 'the continuous investment' is regarded as the most crucial policy leverage for the strategic industry promotion and regional economic growth. Secondly, without exceptions, the RSI promotion projects should switch their evaluation criteria to performance-oriented ones. Thirdly, in selecting their subprojects, the RSI promotion projects should pay due attention to evaluating technology value and marketability. Fourthly, it should put policy priority in strengthening cluster networking and interconnectivity among projects, inevitably supporting a selective number of virtuous network systems. Fifthly, auxiliary projects such as marketing, technology aid, and knowledge-based services should not be overlooked.
