국방과학기술 연구개발 우선순위설정에 관한 연구 (The Process of R&B Project-Priority Ordering in Defense Technology)

  • The aim of this paper is to show the process of R&D Project-Priority Ordering in the Defense Technology field. We propose specific methods (Delphi, Analytic Hierarchy Process (AHP), Scoring) to order the R&D Project-Priority. In general, to decide the priority of R&D projects most of researches depend on questionnaires which are surveyed by experts. However, it is criticized that this process cannot reflect the limitation of experience and knowledge of experts. In this process, we separate evaluators in two parts: the first is strategic experts, the second is technical experts. Evaluators can choose and evaluate the alternatives which they are familiar with, so we can obtain reliable results. Finally, based on our process of the R&D Project-Priority Ordering we formulate policy implications for managing the defense technology.

  • 이 연구는 교육복지우선지원사업을 복지국가 관점에서 바라보고 정책을 분석하는 데 그 목적이 있다. 이 사업의 지향점과 구체적인 내용이 무엇인지, 정권에 따라 이 사업의 강조점은 어떻게 달라지는지, 복지국가 관점에서 이 사업을 어떻게 평가할 것인지, 이 사업은 결과적으로 어떠한 유형의 복지국가에 기여할 것인지를 주요 연구 문제로 한다. 이를 위해 사업의 예산, 대상, 내용, 지향점, 전달체계 등 정책의 구조가 갖는 차원을 분석해 봄으로써 이 사업이 지향하는 복지국가 형태를 유추해 보았다. 이 사업은 국가 주도하에 진행되어 올해 법제화되면서 예산과 규모 면에서는 확대되었으나 여전히 선별적이고 계층화를 유발하는 사업의 형태를 띠고 있다. 특히 학업 향상과 성과를 강조하는 현 정부에서 이 사업의 지향점이 왜곡되고 있는 것은 아닌지 점검해야 할 것이다. 이를 위해 이 사업이 복지국가라는 큰 틀 속에서 바른 방향으로 자리매김하기 위해 나가야 할 방향에 대해 몇 가지 제언을 하였다.

공무원교육훈련정책의 상대적 중요도와 우선순위 분석: 계층의사결정방법(AHP)을 활용하여 (Analysis of Relative Importance and Priority of Civil Servant's Education Training Policy: Using Analytic Hierarchy Process (AHP) Method)

  • 본 연구는 공무원 교육훈련정책의 상대적 중요도와 우선순위 분석을 통해 공무원교육훈련정책의 방향성을 모색해보고자 전문가들을 대상으로 AHP 방법론을 적용한 실증적 분석을 실시하였다. 연구결과를 요약해 보면 다음과 같다. 첫째, 측정영역별 평가요소에 대한 상대적 우선순위를 보면, 교육훈련운영시스템, 교육훈련프로그램, 교육인프라, 교육훈련평가관리 중에서 교육훈련운영시스템이 가장 중요한 평가요소로 분석되었다. 둘째, 평가항목의 관점에서 보면, 교육훈련프로그램에서는 Acting Learning 교육프로그램, 교육훈련운영시스템에서는 교육훈련기관 예산확충, 교육훈련평가관리에서는 교육훈련과 인사제도 연계, 교육인프라에서는 교수요원 확보 등이 상대적으로 가장 중요한 우선순위로 평가되었다. 이러한 분석결과는 공무원 교육훈련정책을 경험적으로 설명하는데 기여할 것으로 판단된다.

철도건설 투자우선순위에 관한 연구 (A Study on Criteria for investment Priority of Railway Project)

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

Designing a Fuzzy Expert System with a Hybrid Approach to Select Operational Strategies in Project-Based Organizations with a Selected Competitive Priority

  • This research was conducted in order to solve the problem of selecting an operational strategy for projects in project-based organizations by designing a fuzzy expert system. In the current research, we first determined the contributing parameters in operational strategy of project-based organizations based on existing research literature and experts' opinion. Next, we divided them into two groups of model inputs and outputs and the rules governing them were determined by referring to research literature and educational instances. In order to integrate rules, the revised Ternary Grid (revised TG) and expert opinions were applied according to a hybrid algorithm. The Ultimate rules were provided in Fuzzy Inference System format (FIS). In this FIS, proper manufacturing decisions are recommended to the user based on selected competitive priority and also project properties. This paper is the first study in which rules and relations governing the parameters contributing operational strategy in project-based organizations are acquired in a guided integrated process and in the shape of an expert system. Using the decision support system presented in this research, managers of project-based organizations can easily become informed of proper manufacturing decisions in proportion with selected competitive priority and project properties; and also be ensured that theoretical background and past experiences are considered.

교육복지우선지원사업 성과지표 개발에 관한 연구 (A Study on Development of Performance Indicator for the Educational Welfare Priority Support Project)

  • 본 연구의 목적은 교육복지우선지원사업 성과지표 개발 연구의 연장선으로, 학교 현장에의 적용을 위해 내용타당도를 확보하는 것이다. 본 연구에 사용된 교육복지우선지원사업 성과지표(안)은 6개 대영역, 33개 하위영역, 233개 문항으로 구성되었다. 교육복지 분야 박사급 전문가 5인을 대상으로 2회의 전문가 회의를 실시하였고, 현장에서 5년 이상 근무한 교육복지사 99명을 대상으로 델파이조사를 실시하였다. 문항 선정 기준($CVR{\geq}.29$, $CVI{\geq}.80$, 수렴도<.50, 합의도${\geq}.05$, 안정도${\leq}.80$, $M{\geq}3.00$, SD<.80, 신뢰도${\geq}.6$)을 적용하여, 6개 대영역, 23개 하위영역, 93개 문항에 대해 타당성을 확보하였고, 이 중 신뢰도가 낮은 3문항을 제외하여 최종 90문항으로 확정하였다. 교육복지우선지원사업 성과지표가 현장에서 보다 유용하게 활용되기 위한 제언과 후속 연구를 제시하였다.

PROMETHEE 기법을 이용한 댐 직하류 하천정비사업 투자우선순위 결정 (Determination of Investment Priority for River Improvement Project at Downstream of Dams Using PROMETHEE)

  • 다양한 대안이 고려되는 SOC사업을 종합적으로 진행할 시 투입가능한 재원의 한계는 개별사업의 중요도를 바탕으로 한 투자우선순위를 필요로 한다. 특히, 댐 직하류 하천정비사업과 같이 내재된 가치가 복합적이고 판단기준이 다양한 경우 의사결정의 어려움에 직면할 수 있는데, 이는 다기준의사결정 기법을 활용함으로써 해결할 수 있다. 본 연구에서는 다기준의사결정 기법 가운데 다양한 대안을 고려할 수 있고, 투자우선순위 결정에서 장점이 있는 PROMETHEE을 활용하여 댐 직하류 하천정비사업 33개 대안에 대한 투자우선순위를 결정하였다. 이를 위해 댐 직하류 하천정비사업의 목적과 기능에 입각하여 7가지 세부 평가기준과 평가속성을 결정하였고, 평가기준별 가중치는 AHP 기법에서 제안하는 고유벡터법에 의해 산출하였다. 이를 바탕으로 PROMETHEE를 수행한 결과, 총 33개 대안 가운데 주암조절지댐, 운문댐, 용담댐 순으로 투자우선순위가 높은 것으로 나타났다. 본 연구에서 제시한 댐 직하류 하천정비사업의 투자우선순위는 향후 우선순위가 높은 대안을 대상으로 동시투자 혹은 단계적으로 투자하기 위한 의사결정자의 정책결정에 도움을 줄 것으로 판단된다.

정량적 평가지표를 활용한 도시재생 선도지역 사업효과 분석 - 천안시 선도지역을 사례로 - (An Analysis of the Urban Regeneration Priority Regions Project Using Quantitative Evaluation Indicators - In Case study of Cheonan Priority Regions -)

  • The purpose of the present study is to confirm, through quantitative indices, changes arising with the implementation of urban regeneration projects, with a specific focus on the case of Dongnam-gu, Cheonan, one of the 13 priority rgions in urban regeneration. By utilizing quantitative data including resident population, floating population, revenue, number of small business persons, number of startup companies, and number of licensed buildings, the study confirmed changes in Dongnam-gu and other urban regeneration areas. The study compared monitoring results and implemented project policies to confirm changes within the area as a result of project implementation. Additionally, resident perception toward business districts was surveyed to confirm changes in perception and opinion, and monitoring indices were used to confirm changes as a result of project implementation. Accordingly, the study presented a plan to carry out the assessment of urban regeneration projects, which can be employed as data for conducting future urban regeneration projects. Urban regeneration projects are carried out for the long-term. Therefore, based on monitoring and investigative data, they require constant policy suggestions and periodic monitoring in accordance with changes resulting from project implementation. With regards to the effective range of urban regeneration projects, the study confirmed the possibility of an effect not only in the area of project implementation but also in surrounding areas. However, because the study merely confirms changes in Dongnam-gu, Cheonan, additional research is necessary to ascertain assessment plans suitable to the different types and regional characteristics of urban regeneration projects.

Analysis of Quality Improvement Priority for Construction PMIS

  • As one of the key IT applications, the project management information system (PMIS) played a significant role in construction management processes in Korea. On increasing use of PMIS, regular quality assessment to identify user's requirements of PMIS is necessary. However, there have been rare research efforts for quality assessment for the construction PMIS. This paper aims to propose a priority index of quality improvement for construction PMIS using the importance and satisfaction measures and to verify the discrimination power of the priority index by comparing it with other quality improvement priority index. In addition, this paper discusses some possible ways of PMIS quality improvement. The analysis of quality improvement priority was based on a questionnaire responded by 253 PMIS users (construction managers and constructors). The methods of PMIS improvement were based on the interviews with eight experts. These findings would be the foundation of further researches on PMIS quality improvement. However, more efforts are required to enhance the priority index, in terms of reflecting weighted values of quality assessment factors.

계층 분석법을 적용한 부산시 건강도시 사업의 우선순위 설정 (Priority Setting for the Healthy City Program in Busan Using the Analytic Hierarchy Process)

  • Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.
