The aim of this paper is to show the process of R&D Project-Priority Ordering in the Defense Technology field. We propose specific methods (Delphi, Analytic Hierarchy Process (AHP), Scoring) to order the R&D Project-Priority. In general, to decide the priority of R&D projects most of researches depend on questionnaires which are surveyed by experts. However, it is criticized that this process cannot reflect the limitation of experience and knowledge of experts. In this process, we separate evaluators in two parts: the first is strategic experts, the second is technical experts. Evaluators can choose and evaluate the alternatives which they are familiar with, so we can obtain reliable results. Finally, based on our process of the R&D Project-Priority Ordering we formulate policy implications for managing the defense technology.
This research reviews the education welfare priority support project and analyzes its policy from the welfare-state perspective. This study evaluates the policy contents, overall procedures, and the changes in the perspectives of the project in accordance with the political power changes in the government, and illuminates future directions. For this, the research infers desirable typology of the welfare state, and analogizes the budget, the target population, key issues and delivery systems of the education welfare priority support project. Education welfare priority support project still remains to follow a selective and hierarchical business format, despite the legally stated initiatives, growing budget, and the expansion of the operation which has been governed by the policy makers. Particularly, the state of this project, and examine whether or not it has been distorted by the governmental emphasis on the educational outcomes and performance should continuously be examined as a future direction of the research. Finally, the study suggests several recommendations for the desirable anchorage of the project within the framework of being a prospective welfare state.
In an attempt to analyze the policy priority on civil servant's education training policy as human resource management in this study, a positive analysis with the experts using AHP method was conducted. Summarizing the outcome of the study; First, in terms of relative priority of the evaluation elements by sector, the education training operation system, among education training program, education training evaluation, and education infrastructure, was analyzed as the most important element. Second, as a result of analyzing the priority of detail sectors of civil servant's education training, Action learning education program was proved to be the top priority project education training program aspect and education training operation system was also evaluated as the top priority project in education training agency budget expansion aspect, education training and personnel administration link was evaluated as the top priority project education training evaluation, and trainer secure was proved to be the top priority education infrastructure. Such outcome of the project is expected to make commitment for evaluating the civil servant's education training policy.
Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.
This research was conducted in order to solve the problem of selecting an operational strategy for projects in project-based organizations by designing a fuzzy expert system. In the current research, we first determined the contributing parameters in operational strategy of project-based organizations based on existing research literature and experts' opinion. Next, we divided them into two groups of model inputs and outputs and the rules governing them were determined by referring to research literature and educational instances. In order to integrate rules, the revised Ternary Grid (revised TG) and expert opinions were applied according to a hybrid algorithm. The Ultimate rules were provided in Fuzzy Inference System format (FIS). In this FIS, proper manufacturing decisions are recommended to the user based on selected competitive priority and also project properties. This paper is the first study in which rules and relations governing the parameters contributing operational strategy in project-based organizations are acquired in a guided integrated process and in the shape of an expert system. Using the decision support system presented in this research, managers of project-based organizations can easily become informed of proper manufacturing decisions in proportion with selected competitive priority and project properties; and also be ensured that theoretical background and past experiences are considered.

The purpose of this study is to extend the research on the development of the performance indicators for the Education Welfare Priority Support Project and to secure the content validity for the application to the school site. The performance index of the Education Welfare Priority Support Project used in this study was originally consisted of 6 area, 33 sub-area, and 233 items. Two expert meetings were held for five doctoral professionals in the field of educational welfare. Delphi surveys were conducted for a group of 99 educational welfare workers who worked at the site for more than five years. The item selection criteria ($CVR{\geq}.29$, $CVI{\geq}.80$, convergence <.50, agreement ${\geq}.05$, stability ${\leq}.80$, $M{\geq}3.00$, SD <.80, reliability ${\geq}.6$) were applied. The 6 area, 23 sub-areas, and 93 items were verified and finally 90 items were selected from removing 3 items with low level of reliability. Providing suggestions and follow-up studies for the better use of the performance indicators for the Education Welfare Priority Support Project in the field.

Sometimes, there exist many alternatives for doing a SOC project. However, the limitation of the fund requires the determination of investment priority for the alternatives. This may be performed according to the degree of importance of individual alternatives. Especially, the river improvement project at the downstream of dams has complex and various values and this characteristics make it difficult decision-maker to do reasonable determination. This study aims to determine an investment priority of 33 alternatives in the river improvement project at the downstream of dams using PROMETHEE method which has advantages in determining the priority. In this study, we determined evaluation criteria and attributes by considering the functions and objectives of the river improvement project at the downstream of dams. The eigenvector method in AHP was used to estimate the relative importance of evaluation criterion. Based on the estimation, we determined investment priority of 33 alternatives by PROMETHEE method and the priority of alternatives was derived in the order of Juam regulation dam, Unmun dam, Yongdam dam and so on. The results of this study could provide a reasonable standard to the decision-maker for the determination of investment priority of alternatives.

The purpose of the present study is to confirm, through quantitative indices, changes arising with the implementation of urban regeneration projects, with a specific focus on the case of Dongnam-gu, Cheonan, one of the 13 priority rgions in urban regeneration. By utilizing quantitative data including resident population, floating population, revenue, number of small business persons, number of startup companies, and number of licensed buildings, the study confirmed changes in Dongnam-gu and other urban regeneration areas. The study compared monitoring results and implemented project policies to confirm changes within the area as a result of project implementation. Additionally, resident perception toward business districts was surveyed to confirm changes in perception and opinion, and monitoring indices were used to confirm changes as a result of project implementation. Accordingly, the study presented a plan to carry out the assessment of urban regeneration projects, which can be employed as data for conducting future urban regeneration projects. Urban regeneration projects are carried out for the long-term. Therefore, based on monitoring and investigative data, they require constant policy suggestions and periodic monitoring in accordance with changes resulting from project implementation. With regards to the effective range of urban regeneration projects, the study confirmed the possibility of an effect not only in the area of project implementation but also in surrounding areas. However, because the study merely confirms changes in Dongnam-gu, Cheonan, additional research is necessary to ascertain assessment plans suitable to the different types and regional characteristics of urban regeneration projects.

As one of the key IT applications, the project management information system (PMIS) played a significant role in construction management processes in Korea. On increasing use of PMIS, regular quality assessment to identify user's requirements of PMIS is necessary. However, there have been rare research efforts for quality assessment for the construction PMIS. This paper aims to propose a priority index of quality improvement for construction PMIS using the importance and satisfaction measures and to verify the discrimination power of the priority index by comparing it with other quality improvement priority index. In addition, this paper discusses some possible ways of PMIS quality improvement. The analysis of quality improvement priority was based on a questionnaire responded by 253 PMIS users (construction managers and constructors). The methods of PMIS improvement were based on the interviews with eight experts. These findings would be the foundation of further researches on PMIS quality improvement. However, more efforts are required to enhance the priority index, in terms of reflecting weighted values of quality assessment factors.
Objectives: Busan had the highest mortality and the shortest life expectancy at birth among 16 provinces in Korea in 2008 and there were considerable health inequalities within the region. This study was performed to build up a priority setting framework in Healthy City Busan project. Methods: Analytic hierarchy process was used to determine the relative priority weight for different strategic and program dimensions along with the consistency of response. An on-site workshop-based meeting (calculating importance) and online survey (calculating risk) were conducted to obtain data from 8 experts. Results: The results showed that in strategic criteria "active health promotion & diseases prevention" and "building infrastructure for the Health City project" were two most important factors. In program criteria, considering both importance and risk scores, "making a healthy community" and "building community health centers" in disadvantaged areas were a top priority group. In addition, "enacting an ordinance for the Healthy City", "building the infrastructure for health impact assessment" and "making health care safety net for vulnerable population" were also higher priorities group. Conclusions: Our findings suggest that the Healthy City project in Busan should be focused on strengthening health equity and building infrastructure for sustainability of the project.
