Measurement of Disaster Damage Reduction Effect of the Farm-customized Early Warning Service for Weather Risk Management in Korea (농장맞춤형 기상재해 조기경보서비스의 재해피해 경감효과 측정)

  • This study was conducted with the purpose of measuring the disaster damage reduction effect according to the provision of the early warning service ahead of the nationwide expansion. The damage reduction effect was measured using insurance data for 19 insured crops in areas that early warning services were provided during the period from 2017 to 2020. As a result of the measurement, it was analyzed that the early warning service had the effect of preventing or reducing disaster damage to farms. In particular, it was found that the disaster reduction effect was greater when disaster prevention facilities were equipped. The implications obtained from the results are as follows. First, by presenting subjectively experienced disaster reduction cases as numerical effects using insurance data with public confidence and objectivity, it can be used as basic data such as expansion of service area, discount of insurance premium with service adoption, and promotional materials for service subscription for early warning service. Second, in expanding and distributing early warning services, giving priority to areas or crops equipped with disaster prevention facilities can help increase the efficiency and effectiveness of the project.

Study on Policy Improvement Measures for Companies Residing in Industry-academia Convergence zone (산학융합지구 입주기업 정책 개선방안 연구)

  • The purpose of this study is to verify whether companies residing in industry-academic convergence zones designated by the government are achieving policy goals and to seek policy implications and directions for improvement through analysis. For the study, business activities targeting resident companies were divided into infrastructure, business content, management, and system aspects, and business performance indicators, resident company satisfaction surveys, and differences in sales increase between resident companies and non-resident companies were analyzed through t-test. Based on statistical analysis results, performance indicators, and corporate survey analysis results, we track joint industry-academia R&D projects to maximize the effectiveness for companies, develop and operate human resources management for teams, and provide financial support for ordinances of metropolitan local governments. Improvements such as stipulation, antenna facilities at the corporate research center, and improvement of the researcher's residential environment were suggested. This study is the first to quantitatively verify policy performance targeting companies residing in industry-academic convergence zones, a large-scale government project, and future follow-up research is needed, including analysis of policy effects based on various variables such as employment indicators and corporate financial indicators.

Rewetting Strategies for the Drained Tropical Peatlands in Indonesia (인도네시아의 배수된 열대 이탄지에 대한 재습지화 전략)

  • The tropical peatlands have been deforested and converted to agricultural and plantation areas in Indonesia. To manage water levels and increase the overall productivity of crops, canals have been constructed in tropical peatlands. The canals destructed the structure of the tropical peatlands, and increased the subsidence and fire hazard risks in the region. The Indonesian government enacted regulations and a moratorium on tropical peatlands, in order to reduce degradation. A practical method under the regulations of rewetting tropical peatlands was to permit a canal blocking. In this study, four canal blocking projects were investigated regarding their planning, construction priority, design, building material, construction, monitoring, time and costs associated with the canal blockings. In the protected areas, regulations restricted the development of the tropical peatlands areas that were noted as deeper than 3 m, and the administration stopped issuing new concessions for future work projects for this noted criteria of land use. A noted purpose of canal blockings in these areas was to effectuate the restoration of the lands in the region. The main considerations of the restoration efforts were to maintain a durability of the blockings, and to encourage the participation of the area stakeholders. In the case of a concession area, regulations were set into place to restrict clear-cutting and shifting cultivation, and to maintain groundwater level in the tropical peatland. The most significant priorities identified in the canal blocking project were the efficiency and cost-effectiveness of the project. Nevertheless, the drainage of tropical peatlands has been continued. On the basis of a literature review on regulations and rewetting methods in tropical peatlands of Indonesia, we discussed the improvements of the regulations, and adequate canal blockings to serve the function to rewet the tropical peatlands in Indonesia. Our results would help establishing an adequate direction and recommended guideline on viable rewetting methods for the restoration of drained tropical peatlands in Southeast Asia.

A Framework on 3D Object-Based Construction Information Management System for Work Productivity Analysis for Reinforced Concrete Work (철근콘크리트 공사의 작업 생산성 분석을 위한 3차원 객체 활용 정보관리 시스템 구축방안)

  • Despite the recognition of the need for productivity information and its importance, the feedback of productivity information is not well-established in the construction industry. Effective use of productivity information is required to improve the reliability of construction planning. However, in many cases, on-site productivity information is hardly management effectively, but rather it relies on the experience and/or intuition of project participants. Based on the literature review and expert interviews, the authors recognized that one of the possible solutions is to develop a systematic approach in dealing with productivity information of the construction job-sites. It is required that the new system should not be burdensome to users, purpose-oriented information management, easy-to follow information structure, real-time information feedback, and productivity-related factor recognition. Based on the preliminary investigations, this study proposed a framework for a novel system that facilitate the effective management of construction productivity information. This system has utilized Sketchup software which has good user accessibility by minimizing additional data input and related workload. The proposed system has been designed to input, process, and output the pertinent information through a four-stage process: preparation, input, processing, and output. The inputted construction information is classified into Task Breakdown Structure (TBS) and Material Breakdown Structure (MBS), which are constructed by referring to the contents of the standard specification of building construction, and converted into productivity information. In addition, the converted information is also graphically visualized on the screen, allowing the users to use the productivity information from the job-site. The productivity information management system proposed in this study has been pilot-tested in terms of practical applicability and information availability in the real construction project. Very positive results have been obtained from the usability and the applicability of the system and benefits are expected from the validity test of the system. If the proposed system is used in the planning stage in the construction, the productivity information and the continuous information is accumulated, the expected effectiveness of this study would be conceivably further enhanced.

  • The Yangsan Forest Management Station (YFMS) of Korean German Forest Management Project (KGFMP), working with the 6 legal villages of Uljugun, Kyongnam, led the forest owners in the area to organize the Forest Management Cooperative (FMC) voluntairily for improvement of private forest management and fostered it as a model from May 1975 to Apr. 1984. YFMS sent out FMC a forest manager as a forestry expert carrying out the leading extension program at the equal position with forest owners and gave FMC financial, administrative and technical assitances. During the 6 years from 1977 to 1982, 4 FMC were founded and are being operated democratically. 228 forest owners have taken the membership of their own free will and the forestland of the members covers 2,567 ha equivalent to 57% of the total private forest in the area. During the period the total area of the planting and tending is 4,185 ha, this means that a member executed 3.1 ha of forest operations per year in average, showing the high willingness on forest operations. In addition the joint works have resulted in the joint properties equivalent to 27 million Won and it will be an important foundation for operation of FMC which is a forest owners's cooperative organization for improvement of private forest management in this area. The total expenditure spent for the fostering of FMC amounted to 497,587 thousand Won and 58% of them were charged from KGFMP funds, 27% from the forest owners and 15% from public funds. The expenditure for investment was 273,104 thousand Won and 59% of the sum were appropriated as subsidies at the national level. The forest owners charged 43% of that and this means that each member invested approximately 100 thousand Won to his forestland per year in average. For the extension program 169,503 thousand Won were spent and it can be explained that 5,885 Won were spent per ha a year. The organization of FMC operated autonomously in a democratic way and the horizontal and leading extension system, which aspects the human rights, were very much effective in fostering the cooperative organization of forest owners for improvement of private forest management.

A MVC Framework for Visualizing Text Data (텍스트 데이터 시각화를 위한 MVC 프레임워크)

  • As the importance of big data and related technologies continues to grow in the industry, it has become highlighted to visualize results of processing and analyzing big data. Visualization of data delivers people effectiveness and clarity for understanding the result of analyzing. By the way, visualization has a role as the GUI (Graphical User Interface) that supports communications between people and analysis systems. Usually to make development and maintenance easier, these GUI parts should be loosely coupled from the parts of processing and analyzing data. And also to implement a loosely coupled architecture, it is necessary to adopt design patterns such as MVC (Model-View-Controller) which is designed for minimizing coupling between UI part and data processing part. On the other hand, big data can be classified as structured data and unstructured data. The visualization of structured data is relatively easy to unstructured data. For all that, as it has been spread out that the people utilize and analyze unstructured data, they usually develop the visualization system only for each project to overcome the limitation traditional visualization system for structured data. Furthermore, for text data which covers a huge part of unstructured data, visualization of data is more difficult. It results from the complexity of technology for analyzing text data as like linguistic analysis, text mining, social network analysis, and so on. And also those technologies are not standardized. This situation makes it more difficult to reuse the visualization system of a project to other projects. We assume that the reason is lack of commonality design of visualization system considering to expanse it to other system. In our research, we suggest a common information model for visualizing text data and propose a comprehensive and reusable framework, TexVizu, for visualizing text data. At first, we survey representative researches in text visualization era. And also we identify common elements for text visualization and common patterns among various cases of its. And then we review and analyze elements and patterns with three different viewpoints as structural viewpoint, interactive viewpoint, and semantic viewpoint. And then we design an integrated model of text data which represent elements for visualization. The structural viewpoint is for identifying structural element from various text documents as like title, author, body, and so on. The interactive viewpoint is for identifying the types of relations and interactions between text documents as like post, comment, reply and so on. The semantic viewpoint is for identifying semantic elements which extracted from analyzing text data linguistically and are represented as tags for classifying types of entity as like people, place or location, time, event and so on. After then we extract and choose common requirements for visualizing text data. The requirements are categorized as four types which are structure information, content information, relation information, trend information. Each type of requirements comprised with required visualization techniques, data and goal (what to know). These requirements are common and key requirement for design a framework which keep that a visualization system are loosely coupled from data processing or analyzing system. Finally we designed a common text visualization framework, TexVizu which is reusable and expansible for various visualization projects by collaborating with various Text Data Loader and Analytical Text Data Visualizer via common interfaces as like ITextDataLoader and IATDProvider. And also TexVisu is comprised with Analytical Text Data Model, Analytical Text Data Storage and Analytical Text Data Controller. In this framework, external components are the specifications of required interfaces for collaborating with this framework. As an experiment, we also adopt this framework into two text visualization systems as like a social opinion mining system and an online news analysis system.

A Plan to Strengthen the Role of Citizens as Co-Creators of Smart City Services - Focused on the Development of Function Issue Card Technology - (스마트도시서비스 공동창의자로서의 시민 역할 강화 방안 - 기능카드 기법 개발을 중심으로 -)

  • Lately, the Korean Government has gradually expanded participation by local residents who are users of the area in the smart city project for the construction of region specialization smart city service (hereinafter called "Smart Service") and the enhancement in the citizen's awareness. However, due to the lack of information on smart service-related technology, there has been a limitation in getting the specific opinion of citizens in the process of designing the Smart Service. In this study, reports made by 4 four local governments which were selected for implementation of 2019 "Smart Town Challenge Projects" were reviewed to diagnose the actualization level of the smart service suggested by citizens through the living lab. The analysis results show that though the smart service plan was established by using diverse design thinking methodology through the living lab, there was a limitation in having citizens design the specific functions of the smart service. So, this study suggests the function issue card technique which can be used by modulating and freely combining four elements such as information collection, processing, supplying method and technique of the smart service and the service contents. This function issue card technique was directly applied to the living lab of the smart city project to verify its effectiveness. It was found that through this technique, citizens can combine the functions and contents of the smart service to materialize smart services at the level of detailed functions. The function issue card technique suggested in this study is expected to contribute to the actualization of opinions for the role of citizens as co-creators in solving local problems in the citizen participation type smart city plan in the future, thus helping the design of the regional specialization smart service.

Analysis of Local Government Environmental Impact Assessment (EIA) Ordinances and Preparation of Consultation Guidelinesfor EIA - A Case of Incheon Metropolitan City - (지방자치단체 환경영향평가 조례 현황 분석과 협의 지침서 작성 방안 - 인천광역시 사례를 중심으로 -)

  • Local governments over a certain size in Republic of Korea may conduct Environmental Impact Assessment (EIA) considering regional characteristics if it is necessary, in accordance with Article 42 of the 「Environmental Impact Assessment Act」. However, it was investigated that the number of local government EIA operation in many local governments was less than initial expectations. In order to improve it, the status of ordinances and consultation guidelines which are different for each local government need to be compared, and the institutional issues forthe relevant local governments must be found considering regional characteristics. Furthermore, detailed regulation and guidance on the local government EIA procedure should be included in the consultation guidelines and related information need to be provided. In this study, focusing on the case of Incheon Metropolitan City, the status of local government EIA ordinances in metropolitan cities and provinces with a similar condition was investigated, and the types and scope of target projects were compared and analyzed. In addition, consultation guidelines forIncheon Metropolitan City were written, and improvements on the procedure flow and overall schedule designation derived from the process were presented. In the case of Incheon Metropolitan City, there were no detailed information officially announced regarding the regulations of the local government EIA ordinance and follow-up management, so the administrative system of the local government needed to be reinforced in this field. Meanwhile, considering the status of local environment and geography, some target project types were deemed necessary to be added: port construction projects, water resource development projects, railroad construction projects, and military facilities installation projects. The results of this study will provide useful information to local governments which want to improve their operation effectiveness by reorganizing the local government EIA system and preparing specific guidelines.

TACT Productivity Management for Finish Works of Residential Buildings using Productivity Achievement Ratio (PAR) (공동주택 마감공사 TACT 기법 생산성 관리 - Productivity Achievement Ratio를 활용한 생산성 관리 -)

  • To complete various types of finish works with higher quality in much less time, TACT, which was mostly used for high-rise buildings, has been adapted to meet the needs for systematic schedule management in construction sites. However, the effectiveness of adapting TACT has not been shown as expected due to the different perspectives on productivity from both general contractor and subcontractors based on unforeseen conditions according to the types of site. Furthermore, not enough theoretical backgrounds, empirical data, and systematic approaches to solve the fundamental problems caused by each participants' different views on productivity has produced obstacles for establishing effective solutions. Therefore, this research aims to analyze the possible main reasons for having different point of views regarding productivity among various participants of residential building sites using TACT based on literature review, site survey, and interviews. Also, case study was conducted to propose obtainable productivity (OP) regression equation and productivity achievement ratio (PAR) with reduction factors (RFs) and actual productivity (AP) data from an actual construction site. The proposed outcome may assist general contractors converting output management with PPC to productivity management with actual data using PAR. On the other hand, subcontractors would be able to estimate theory-based maximum productivity of construction sites with TACT by using OP. The PAR will enhance the communication between general and sub-contractors for their decision making process. Finally, the main RFs derived from PAR could be used as essential keys for productivity management to increase the economical and operational effectiveness of the construction project.

Deriving adoption strategies of deep learning open source framework through case studies (딥러닝 오픈소스 프레임워크의 사례연구를 통한 도입 전략 도출)

  • Many companies on information and communication technology make public their own developed AI technology, for example, Google's TensorFlow, Facebook's PyTorch, Microsoft's CNTK. By releasing deep learning open source software to the public, the relationship with the developer community and the artificial intelligence (AI) ecosystem can be strengthened, and users can perform experiment, implementation and improvement of it. Accordingly, the field of machine learning is growing rapidly, and developers are using and reproducing various learning algorithms in each field. Although various analysis of open source software has been made, there is a lack of studies to help develop or use deep learning open source software in the industry. This study thus attempts to derive a strategy for adopting the framework through case studies of a deep learning open source framework. Based on the technology-organization-environment (TOE) framework and literature review related to the adoption of open source software, we employed the case study framework that includes technological factors as perceived relative advantage, perceived compatibility, perceived complexity, and perceived trialability, organizational factors as management support and knowledge & expertise, and environmental factors as availability of technology skills and services, and platform long term viability. We conducted a case study analysis of three companies' adoption cases (two cases of success and one case of failure) and revealed that seven out of eight TOE factors and several factors regarding company, team and resource are significant for the adoption of deep learning open source framework. By organizing the case study analysis results, we provided five important success factors for adopting deep learning framework: the knowledge and expertise of developers in the team, hardware (GPU) environment, data enterprise cooperation system, deep learning framework platform, deep learning framework work tool service. In order for an organization to successfully adopt a deep learning open source framework, at the stage of using the framework, first, the hardware (GPU) environment for AI R&D group must support the knowledge and expertise of the developers in the team. Second, it is necessary to support the use of deep learning frameworks by research developers through collecting and managing data inside and outside the company with a data enterprise cooperation system. Third, deep learning research expertise must be supplemented through cooperation with researchers from academic institutions such as universities and research institutes. Satisfying three procedures in the stage of using the deep learning framework, companies will increase the number of deep learning research developers, the ability to use the deep learning framework, and the support of GPU resource. In the proliferation stage of the deep learning framework, fourth, a company makes the deep learning framework platform that improves the research efficiency and effectiveness of the developers, for example, the optimization of the hardware (GPU) environment automatically. Fifth, the deep learning framework tool service team complements the developers' expertise through sharing the information of the external deep learning open source framework community to the in-house community and activating developer retraining and seminars. To implement the identified five success factors, a step-by-step enterprise procedure for adoption of the deep learning framework was proposed: defining the project problem, confirming whether the deep learning methodology is the right method, confirming whether the deep learning framework is the right tool, using the deep learning framework by the enterprise, spreading the framework of the enterprise. The first three steps (i.e. defining the project problem, confirming whether the deep learning methodology is the right method, and confirming whether the deep learning framework is the right tool) are pre-considerations to adopt a deep learning open source framework. After the three pre-considerations steps are clear, next two steps (i.e. using the deep learning framework by the enterprise and spreading the framework of the enterprise) can be processed. In the fourth step, the knowledge and expertise of developers in the team are important in addition to hardware (GPU) environment and data enterprise cooperation system. In final step, five important factors are realized for a successful adoption of the deep learning open source framework. This study provides strategic implications for companies adopting or using deep learning framework according to the needs of each industry and business.
