Generating a project network of a specific construction project is very time consuming and difficult task in the field. To effectiviely automate and support the planning process, we design a case-based project planning expert system inspired by the fact a human expert project planner uses previous cases for planning a new project. A construction project case consist of its specific characteristics and the corresponding project network (i.e. project plan). Using frame based representation. we represent the project features affecting the progress network and the entities composing the project plan such as the buildings, construction methods, WBS (work breakdown structure), activities, and resources. The project planning process runs through most similar case retrieval, case adaptation, and user requirement satisfaction. We represent the construction domain knowledge for each procedure using constraints and rules. We develop the methodology for constraint-based case adaption. Case adaptation process mainly consist of activity generation/deletion and predecence constraint satisfaction, for which we develop the dynamic constraint generation method and connect user-level requirement representation the system-level network modification knowledge. The methodology is being applied to the prototype for apartment construction project planning.

건설공사는 복잡화, 다양화, 대형화되고 있으며 이러한 다변화된 건설 환경에 대응하기 위해 건설 선진국에서는 다양한 발주방식을 도입 적용해 오고 있다. 국내에서도 지속적으로 발주제도를 개선해 오고 있으며, 최근에는 공공건설공사의 발주방식을 보다 다양화하려는 취지에서 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입찰"을 새로 도입하였다. 하지만 이러한 정부의 노력과는 달리 몇몇 발주기관에서는 발주방식 선정기준 부계로 인해 공공건설공사에 있어서 획일적인 발주방식을 적용하고 있다. 이에 본 연구는 공공기관에서 기 발주된 건설공사 실태 및 현황분석과 설문조사를 통하여 발주방식 적용에 있어서의 문제점을 도출하고, 개선방안으로 발주기관이 객관적인 자료로 활용할 수 있는 사업유형별 발주방식 선정기준을 제시하고자 한다.

Project Management Information System (PMIS) is a special purpose information system that is created to provide useful information for project managers and participants to make effective and efficient decision making during projects. The use of PMIS is increasing in project based industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project management performance. However, it is unclear what are the difference of PMIS impacts between industries, and still need to be studied further. The purpose of this study is to compare the impact of PMIS on project management performance between industries. We assume that the effects of PMIS will be different depending on the industry types. Five hypotheses are established and tested by using statistical methods. Data were collected by using a survey questionnaire from those people who had experience of using PMIS in various project related industries such as construction, defense, manufacturing, software development and telecommunication. The survey questionnaire consists of 5 point scale items and were distributed through e-mails and google drive network. A total of 181 responses were collected, and 137 were used for analysis after excluding those responses with missing items. Statistical techniques such as factor analysis and multiple regression are used to analyze the data. Summarizing the results, it is found that the impacts of PMIS quality on the PM performance are different depending on the industry types where PMIS is used. System quality seems to be more important for improving the PM performance in construction industry while information quality seems more important for manufacturing industry. As for the ICT and R&D industries, PMIS seems to have relatively lesser impact compared to construction and manufacturing industries.

It seems that a primary concern of the project-based company, which provides a large scale product or service over long term period, is to run a successful project through systematic project process control and control costs. One of the typical project control methods is Earned Value Management System(EVMS) which analyses the precess through performance measurement. Even though the EVMS is a highly efficient tool in the managerial aspect, it cannot easily determine the Planned Value(PV), Actual Cost(AC), or Earned Value(EV) due to the indistinct criteria and extensive data. The accurate calculation of AC in particular, is the basic of project management, but most companies record direct personnel expenses or direct expenses only. Since they calculate indirect expenses based on the estimated ratio, it limits the systematic project management that reflects changes in profit and loss of a company. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to save time and effort, and also to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.

It is generally recommended to use EVM as an efficient means for measuring project performance and progress so that the EVMS user could manage his project successfully. In spite of it's favorable intention, most project participants think it as a heavy load or a sub practiced job with low responsibility. Especially in a weapon system R&D project, the manager should consider a possibility to change plans in the middle of the project because of uncertainty coming from properties of the R&D project. Even though there are lots of variables triggering unpredictable troubles in EVM application, EVM still could be a valuable project health indicator. In this paper we introduce a case study of EVM application for weapon system development project. Furthermore, we suggest several solutions for the issues occurring in utilizing EVM.

In order to improve the quality of life and support the successful living of the elderly people in rural community, the Senior Well-being Villages Project has been carried out by Rural Development Administration since 2005 in Korea. This timely project, however, produces good results with 582 villages so far, we must endeavor to upgrade it more effectively. This study is to find complementary way of improving the project, and the results of the study are summarized as follows. First of all, the sustainable and practical strategies of the health care for the rural elderly must be adopted. The elderly people's mutual care system can be a good option for improving the existing project. Secondly, the cooperative heath care system must combine with this project. In this regards, health cooperative federation system can be also a challenging option. The beneficially activity of rural elderly people, which is a component of this project, must be linked with rural social enterprise or community venture. The local experts or capable men of various fields including family, the aged problem, social welfare, and regional development, must be appointed, and the support system enables them to do their jobs actively in the Senior Well-being Villages Project as well as other community works.

A costal improvement project is designed for preventing disasters on the coast, improving costal environment, and promoting costal functions, so it is different from the one for developing coasts. However, the costal improvement project also affects the surrounding environment and it may damage the costal environment in some cases. In line with this, this study was carried out to provide the guideline to the review on environmental conditions, which should be performed in the stage of establishing the plan for a costal improvement project, so that the influence affecting marine environment can be reduced and more efficient coastal project can be planned. The costal improvement project is different in the degree of affecting the costal environment according to kinds, scales, and regions. Accordingly, in this study the state of the coastal improvement project and involved problems were analyzed. The prior environmental review system was divided into a seawall-installation project, a marine construction such as the installation of submerged breakwater and jetties, and a project for creating water-friendly coast including a park without marine landfill. The main items for reviewing these specific projects were presented.

아웃소싱 방식의 정보시스템 개발 프로젝트(SI 프로젝트)는 참여인력들의 만족도가 매우 낮은 것으로 알려져 있다. 이로 인해 잦은 전직과 이직, 프로젝트 참여 기피 등의 고질적인 문제가 발생하고, 프로젝트 성패에도 악영향을 미치고 있다. 참여인력들의 만족도 향상을 위해서는 프로젝트 참여만족도를 결정하는 요인들의 명확한 규명을 통한 개선이 필요하다. 프로젝트 참여만족도는 직무만족도의 일종으로 볼 수 있다. 선행연구에 의하면, 직무만족도는 직무특성과 무관한 급여, 보상, 명성 등의 일반 요인과 직무특성에 기인한 특화요인에 의하여 결정된다. 본 연구에서는 현업에서 프로젝트 참여만족도 측정에 널리 사용되는 PMI 설문에 기초하여, 정보시스템 개발 프로젝트의 특성에 기인하는 특화요인으로, 프로젝트 이행약정, 업무량과 업무시간, 프로젝트 통제, 조직내 의사소통, 조직간 의사소통, 방법론(프로세스) 영향도의 6가지 요인에 대하여 확인하고, 프로젝트 참여만족도 결정요인으로 적합한가에 대하여 66개 프로젝트에 참여한 390명의 데이터를 통해 검증했다. 연구 결과, 6개의 결정요인은 모두 프로젝트 참여만족도를 결정하는 요인으로 볼 수 있었다. 즉, 프로젝트 참여 인력들의 만족도는 프로젝트 이행약정과 프로젝트 통제, 의사소통, 프로젝트 방법론 등에 민감하게 반응하는 것으로 나타났다. 특히, 벤더 사(社) 참여인력 들의 만족도는 단순히 많은 업무량과 강한 업무강도 보다는 무리한 프로젝트 이행약정과 계획의 잦은 변경 및 불합리한 프로젝트 통제에 의하여 더욱 저해되는 것을 확인할 수 있었다. 따라서 참여자들의 프로젝트 참여 만족도를 신장시키고, 궁극적으로 프로젝트의 성과를 높이기 위해서는 단편적인 처방과 개선에서 벗어나 프로젝트 이행약정을 비롯한 프로젝트 특화요인들에 대한 종합적인 접근과 해결책이 필요할 것이다.

This study performed an economic analysis and tested the viability of a public computerization project to create a comprehensive information system for public e-procurement for small and medium-sized businesses (SMBs). The study found that the estimated costs of the project included 4.3 billion won to build the system and 710 million won per year to maintain the system once it is built. The project's estimated total benefits amounted to 6.66 billion won per year, including 5.871 billion won per year in increased convenience for SMBs that use the system, 406 million won per year in benefits for public institutions, and 383 million won per year in benefits for the institution "A" to adopt the system. We used the contingent valuation method (CVM) to estimate the benefits to SMBs, which would be the main participants of the project. The survey found that the SMBs were willing to pay an average fee of 170,136 won. we conducted an economic analysis by applying a 5.5% social discount rate over an analysis period of 10 years and found a benefit-cost ratio of 5.02 and a net present value of 40.201 billion won, which indicated a very high economic viability of the project. The results of this study can be an important reference when deciding whether to pursue computerization projects in the public sector.
