연구개발(R&D)과제 기획에서의 산업·기술정보 활용방안 (A Study on a Method to Use Industrial and Technical Information in Process of R&D Project Planning)

  • 특허와 같은 지적재산권, 과학데이터와 같은 1차 정보 등의 산업기술정보에 대한 동향 및 발전방향에 대한 명확한 분석을 기반으로 실질적인 R&D 과제기획에서 산업기술정보의 활용은 R&D 과제에 투여되는 예산 및 기회비용의 절감을 위한 중요한 기반이 될 수 있다. 본 연구에서는 연구개발기획과정에서 산업기술정보의 수집 및 분석의 중요성에 대해 알아보고 이를 활용하는 방안에 대해 알아보고자 한다. 이를 위해 먼저 기획의 정의 및 필요성을 알아보고, 연구과제 기획을 위한 산업기술정보 유형에 대해 알아보고자 한다. 다음으로 연구개발 기획과정에서 이러한 산업기술정보 활용의 중요성에 대해 분석하고, 이를 이용해 성공한 국내외 사례에 대해 알아보고자 한다. 마지막으로 연구기획을 위해 활용되는 산업기술정보 분석기법을 분석하고, 연구기획을 위해 도서관이 할 수 있는 역할에 대해 제안하고자 한다.

  • 본 논문은 디자인 프로젝트 관리의 리엔지니어링으로서 프로젝트의 기획, 조직, 일정, 그리고 제어하는 통합적인 어플리케이션 소프트웨어 개발의 기초모델을 설정하고, 이를 토대로 프로젝트 관리 시스템의 연구/개발을 목표로 삼고 있다. 프로젝트의 성과, 소요기간, 소요예산, 그리고 소요자원 등을 관리하는 과정이 프로젝트 매니지먼트 기술의 근간을 이루는 것으로, 디자인 프로젝트 상의 수많은 정보를 적시에 효율적으로 처리함으로써 프로젝트를 성공으로 이끌 수 있게 된다. 한편, 디자인프로젝트의 관리를 집단의사결정에 의해 처리함으로써 신뢰도와 합리성의 제고는 물론, 이를 통한 사기앙양이 기대된다. 따라서, 여기에서 야기되는 의사집합의 곤란, 시간손실, 구성원의 갈등 등의 프로젝트 관리에서 비롯되는 부수적인 문제도 전자의 기본적인 관리요소와 함께 통합하여 디자인 프로젝트 관리 시스템(DPMS)을 연구/개발하였다. DPMS 시스템은 디자인 프로젝트의 선정과 디자인 프로젝트의 기획/실행관리/ 평가로 주요 모듈을 설정함으로써 프로젝트 매니저는 해당 프로젝트 과업(Task)과 활동(Activity)에 대한 팀의 운용을 융통성 있게 관리할 수 있게 된다. 이와 더불어 프로젝트 관리를 On-Line DBMS 시스템 환경 상에 운용되도록 하여 정보의 재생산성, 운용의 동시성, 그리고 보안성 등을 도모하였다.

  • 건설 프로젝트 관리를 위한 정보시스템을 적용하고 있는 건설기업의 경우, 그 특성에 맞는 적절한 정보시스템 계획 방법이 필요하다. 건설관리 업무를 분석하여 업무의 특성을 파악하고, 정보기술적 측면을 함께 고려함으로써 정보시스템 계획이 이루어져야 한다. 따라서 본 연구에서는 업무의 특성에 따른 정보시스템화의 효과와 정보기술 적용의 가능성에 따른 기회를 분석하여 최종적으로 정보시스템화 기대가치를 평가하기 위한 모델을 제시하고자 한다. 정보시스템화 기대가치 평가 모델은 단위업무와 전보의 두 가지 관점에서 정보시스템화에 대한 기회와 효과를 평가하는 과정으로, 건설관리 업무의 정보시스템 계획을 위한 의사결정에 활용될 수 있다.

조경계획.설계 기술용역의 수행실태에 관한 조사연구 (A Study on the Practices of Landscape Planning & Design Services in Korea)

  • This study is designed to analyze the trends of professional services in Landscape Architecture during the past 5 years(1987-1991) in Korea. The data were collected from 1,117 projects from 56 engineering and landscape architecture firms. The findings are summarized as follows: 1) The projects have been increased annually by 19 percent in numbers and by 47 percent in money terms. 2) The main sources of projects are local governments and corporations. However the private sector comprise 31 percent in projects number and 46 percent in money terms. 3) The public park and tourism site development comprise a half of the projects. Recently recreational forest, golf, amusement and large housing site development have increased very rapidly. 4) In terms of workscope they are devided by 'complex' project which include extensive engineering works and 'simple' project which contain mostly planting design. The former include receational project with average 5 or 6 months contract period, and the later include housing and building site design with 2 or 3 months period. 5) Two types of consulting firms are typical. One is comprehensive engineering firms with urban planning section and few landscape section. The other is specialized professional firms with urban planning or landscape architecture. 50 percent of the project was done by comhensive engineering firms and 60 percent was done by urban planning section. The implication of these findings are broad: Firstly, We have to meet the demands in private secter mostly in recreation and leisure related projects. Secondly, landscape architects and project managers need more professional skills and coordination ability to deal with 'complex' projects. Thirdly, to enhance the quality of professional services it is required to have enough work time and higher service fee through legal and institutional enforcements.

농촌생활환경정비 대상 시설항목의 선정: 정책적 제안 (The Policy Proposal for Selecting Facility-stems of Rural Living Environment Renewal Program)

  • The problem of outdated and surplus facility-items in existing Rural Living Environment Renewal Program(RLERP) makes this study focus on restricting the range of facility sorts for the purpose of coㅁins with the changing rural living environment. In the four aspects of plan establishment, project implementation, comprehensiveness and linkage between programs, this study made an analysis of the existing RLERP that has 4-stage hierarchy, namely, Gun(county), Myun(primary administrative district), village and project site level Firstly, Myun and upper level policy programs fulfill the comprehensiveness and planning aspects, but have defects in the implementation and linkage aspects. Secondly, the village level programs satisfies more or less the four condition, but give rise to the problems of equity between the project target village and the non-target, and of generalization of the planning method applying to a specific village. At last, project level programs, controlled by several ministries, have defects in comprehensiveness and linkage aspects, exposing the sectoralism of central government. Above all, the existing RLERP has so many facility items, which have led to inefficient investment till now. Therefore, it's necessary that the environmental facilities should be selected(simultaneously reduced ), referring to following 5 criteria. (1) Exception of facilities relating to agricultural production. (2) Confined to public facilities to be constructed by government support. (3) Common-use facilities located in small town and below level area. (4) Consideration of not only the present need but also the future need of rural residents. (5) Reflection of a regional difference of mountain, plane and suburban area. Just 13 kinds of living environmental facilities are finally selected as the result of the selecting work, which can be an new alternative for RLERP. Concludingly, the selected facility items should be integrated into a designated project site by the prepared plan in order to enhance the efficiency of RLERP, investment and also to satisfy the four analytic aspects mentioned above.

A Prototype of Distributed Simulation for Facility Restoration Operation Analysis through Incorporation of Immediate Damage Assessment

  • To rapidly recover ceased functionality of a facility after a catastrophic seismic event, critical decisions on facility repair works are made within a limited period of time. However, prolonged damage assessment of facilities, due to massive damage in the surrounding region and the complicated damage judgment procedures, may impede restoration planning. To assist reliable structural damage estimation without a deep knowledge and rapid interactive analysis among facility damage and restoration operations during the approximate restoration project planning phase, we developed a prototype of distributed facility restoration simulations through the use of high-level architecture (HLA) (IEEE 1516). The simulation prototype, in which three different simulations (including a seismic data retrieval technique, a structural response simulator, and a restoration simulation module) interact with each other, enables immediate damage estimation by promptly detecting earthquake intensity and the restoration operation analysis according to estimated damage. By conducting case simulations and experiments, research outcomes provide key insights into post-disaster restoration planning, including the extent to which facility damage varies according to disaster severity, facility location, and structures. Additional insights arise regarding the extent to which different facility damage patterns impact a project's performance, especially when facility damage is hard to estimate by observation. In particular, an understanding of required type and amount of repair activities (e.g., demolition works, structural reinforcement, frame installation, or finishing works) is expected to support project managers in approximate work scheduling or resource procurement plans.

한국 사회의 근대화 기획자 가족정치 : 가족계획사업을 중심으로 (Modernization Project of Korean Society and Family Politics: on the Basis of Family Planning Programs)

  • 본 논문은 60년대 이후 한국 가족의 구조적 변동을 가져온 핵심 요인으로 가족계획사업을 통한 국가의 가족정치(family politics) 과정을 주목하였다. 국가의 용의주도한 기획 아래 가족의 '계획'이 이루어졌으며, '계획합리성(plan rationality)'에 의해 인위적이고 강압적으로 새로운 가족이 만들어진 것이다 가족계획사업의 진행과정에서 국가의 가족정치는 매우 다양하게 나타났다. 사업의 정당성 확보를 위해 근대 가족의 이미지를 동원하는가 하면, 사업의 효율적인 추진을 위해 미시적 감시망 속에 가족을 묶어두기도 했다. 소자녀가족에 대한 경제적 사회적 지원을 통해 근대 핵가족을 유도하기도 했으며, 의료적 기술을 통해 강압적인 구조변동을 이끌기도 했다. 이에 따라 사업 이후 40년 동안 우리 가족은 규모의 축소와 구성의 단순화, 전반적인 근대적 가족행동 및 가치의 증가를 경험하게 되었다. 사업을 통해 국가는 가족을 공적 영역으로 끌어내고. 근대화 기획에 걸맞는 가족 유형과 규범을 만들어 갔다. 그러나 그 과정에서 나타난 가족 문제는 아주 심각하다. 그럼에도 국가는 다시 신자유추의 정치담론을 통해 가족을 국가복지의 대리인이 될 것을 강요하고 있다. '가족을 통한 복지'로 국가복지의 취약성을 대신하려 한다. 가족은 복지의 대상이지 복지의 주체가 아니다. 국가의 가족정치는 바로 이러한 복지 대상으로서 가족을 만들어 가는 노력으로 바뀌어져야 한다.

Strategies for Acceleration of Damaged Area Restoration Project in the Development Restriction Zone

  • The purpose of this study is to derive institutional improvement methods for promoting the Damaged Area Restoration Project in greenbelts. The current status of greenbelts in Gyeonggi-do, where greenbelts are extensively distributed was analyzed, and the relevant laws and regulations were reviewed to suggest measures to promote the restoration project. The area of damaged areas within greenbelts in Gyeonggi-do was 6,121,024 m2, accounting for about 0.52% of the total area of greenbelts, and more than 80% was found to be located in Namyangju (55.49%), Hanam (16.48%), and Siheung (8.68%). Various measures to improve the policy were examined as follows: reducing the minimum size of the restoration project area; adjusting baseline of recognizing range of damaged areas; introducing the right of claim for land sale; allowing long-term unexecuted urban parks to be replaced as alternative sites for parks and green spaces; simplifying administrative procedures; and allowing public participation. All of them are expected to promote the restoration project within greenbelts. In results, when the minimum size of area for the restoration project was reduced from 10,000 m2 into 5,000 m2, 3,000 m2 and 2,000 m2, the ratio of the number of combinable lots to the total number of lots increased from 4.4% to 18.8%, 38.8%, and 55.9% respectively in Namyangju. Morever, when the recognizable ranges of the restoration project were extended to the structures obtaining building permit as of March 30, 2016 and obtaining use approvals before December, 2017, the number of applicable lots increased by 5.1% and 9.2% respectively.

농촌마을종합개발사업 내용분석과 시사점 -'04-'07년 사업대상지 사업을 중심으로 - (Contents Analysis on the Rural Village Development Projects: With Focus on Project Regions during 2004-2007)

  • The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

국방 R&D프로젝트의 일정-비용분석모델의 연구 (A study on a schedule-cost analysis model for defense R&D project planning)

  • R'||'&'||'D project management is a process of decisions concerned with the achievement of goals of objectives. Especially, defense R'||'&'||'D project planning is the key in the successfull management of defense development. The defense project managers are constantly having to perform "what if\ulcorner" exercise, such as what if the project is extended out for an additional cost\ulcorner In this reserch, we developed a schedule-cost analysis model based upon Critical Path Method(CPM) and Venture Evaluation and Review Technique(VERT) for schedule-cost trade off analysis defense R'||'&'||'D projects. In the first step, a deterministic model is developed as a heuristic which deterministic model is developed as a heuristic which determines the schedule extension and reduction cost as a function desired schedule. In the second step, a stochastic network simulation model is developed to analyse the project risk (sucess and failure). The expected time and cost can be determined for desired schedule under the assumptions of stochastic arc data (time and cost) with a various precedence relationships. This model provides the defense R'||'&'||'D managers with an estimated and expected cost for curtailing or extending a project a given amount of time. The effectiveness and efficiency of the proposed methods, a heuristic and stochastic networks simulations, have been demonstrated through examples.
