Analysis on the Characteristics of Traditional Markets in an Old Town Center - focusing Gongju Sanseong market and middle eastern shopping district - (구도심 재래시장의 특성 분석 연구 -공주 산성시장 및 중동상점가를 중심으로-)

  • The Gongju Sanseong Traditional Market, the subject of this study, was formed in the early 1900's, and along with the development of Gongju, it has been constantly changed and expanded up until now. The Sanseong Traditional Market located in Gongju, the Korea's representative historic city, exhibits merits in the aspects as a city based on the symbolic significance of the city where it is located and historical characteristics; however, it also presents some problems as well in consideration of user convenience and accessibility. Thereupon, this study conducted literature review on traditional markets, field research with a field trip, and a survey in order to analyze the spatial characteristics of the market environment and grope for the methods of activation. The conclusion suggested through this is as written below: First, the changes of types regarding spatial use according to the modernization project of traditional markets are essential, so about the spatial use according to the spatial changes, it is needed to distribute it balancedly considering the central space of the market. Second, with the understanding of the spatial types of traditional markets, it is needed to build a plan for alternation in the types of physical space based on that. Third, it is necessary to suggest the methods of integrated spatial use among standing markets and 5-day markets. In particular, through the approaches from the aspects of architectural and urban design and through reasonable spatial planning, a systematic approach considering the convenience of the users and merchants using it as their living space should be prioritized. And lastly, it is needed to reorganize the space according to the physical and non-physical methods in order to figure out the methods of activating traditional markets in agricultural areas and minor cities. With the complex approaches above, we can grope for the methods of activating traditional markets.

A Case Study on the Operation and Management Simulation of Pension Insurance House in Later Life : In the Case of Muju Rural Village (노후연금보험주택의 운영과 관리 시뮬레이션 사례연구 : 무주군의 전원마을 모델을 중심으로)

  • The purpose of this study was to resolve the issues of inferior housing environment and the population decrease in rural community by improving the environment and attracting urban inhabitants. A simulation on the costs and the local programs was operated from a point of view that Pension Insurance House with Long-term Lease and a plan for the program in connection with local resources should be accompanied to attract urban inhabitants. The study was carried out through mainly documents analysis and specialists' opinions. The simulation results are as follows. Firstly, the pre-existing rural housing development projects have only emphasized the hardware, while underestimated the post-management with operating programs. The software should be underlined when Pension Insurance House is developed. Secondly, as a result of the simulation on construction expenditure and the operating and maintenance cost for 30 years, about 82.3 million Wons are necessary residential expenses for 15 years per unit. Thirdly, in case of MUJU County, it has made the most of its pre-existing institutions. It's medical institutions provide medical care system with health education, facilities related leisure and culture offer recreational programs and the local community center and its program of each town helps new habitants adopt to the rural life. Additionally, the employment project of a local welfare center allow people living in a rural community to continue their careers with their talents and interests through local class programs for a life worth living. Lastly, guide for getting information of rural life, local community gathering and preliminary education should be carried out to reduce expectant tenants' incompatibility and assist them settle down early. The community program expansion is also required at the local government level.

Proper Estimating Method for Environmental Preservation Cost in Road Projects (도로공사 환경보전비의 적정 산출 방안)

  • The current enforcement regulation of "Construction Technology Management Act" prescribes calculation standard of environmental preservation cost in construction site. According to this standard, environmental preservation cost is calculated by using the quantity-per-unit costing method or applied fixed rate on direct cost. However, when calculated by using the quantity-per-unit costing method it is few items to put in the budget according to standard of construction estimate and in the case of using the fixed rate on direct cost it is not considering various characteristics of the construction site. Therefore, it is needed a improvement plan of estimating method and management system for environmental preservation cost. In this study, it surveyed the actual state of the environmental preservation cost according to magnitude of project, site location, anti-pollution facilities and etc. over 38 road projects. The research reported in this paper environmental preservation cost was variously distributed over construction sites. Thus it needs to estimating method and management system to consider characteristics of construction site for environmental preservation cost.

A Performance Evaluation of Governmental Funding Projects for IT Small and Medium-Sized Enterprises and Venture Business Using DEA/AR-I (DEA/AR-I을 활용한 IT 중소.벤처기업 정부자금지원정책 성과평가)

  • It is necessary to establish a systematic framework where the performance of governmental funding projects can be evaluated just-in-time as well as objectively regarding IT small and medium-sized enterprises and venture business. In this study, a framework is proposed for the performance evaluation using Data Envelopment Analysis (DEA) and a case study is illustrated with an empirical dataset. Especially, in order to enhance the reliability of optimal solutions, a DEA/AR-I revised model is developed by adding Acceptance Region (AR) Type I constraints into the DEA basic model. Based on the procedure and the models, it is considered that an 'efficiency score' can be calculated as a guideline for conducting successive performance evaluation processes fast. As for major governmental funding projects with respect to 'IT SMERP 2010 Plan', performance evaluations are discussed concerning between projects as well as between corporate entities within each project.

  • The purpose of this study is to prepare a plan for the development of an ecological audit program that can be applied to the elementary school curriculum for sustainability education. School ecological audits enable students or groups of students to identify and solve the school's environmental problems on their own, thereby fostering sustainable decision-making and attitudes. As a result of the study through literature research, an ecological audit project learning program applicable to the elementary school curriculum was developed. The developed program is aimed at 6th graders and is composed of 16 steps reflecting the procedural and ecological processes of the ecological audit. In order to settle the developed program in the school site and improve the school sustainability of the developed program, it is necessary to introduce a school environment management system that can periodically monitor the school environment, strengthen the capacity of school teachers, and provide a professional certification system outside the school. In addition, with this bottom-up policy-making system, students can expect to spread a sustainable school culture through environmental education activities.

  • This Study starts from a recognition that the architecture is based on the process demanded by substantial needs as well as pure theoretical logic system. So this study aims at proposing another point of view differentiating process and principle of architecture from pure theoretical logic system in the creative process of the Governor's Palace by analyzing drawings in chronological order. Even though the Governor's Palace had not been built because of discord between authorities of India and Le Corbusier, it is undoubtedly one of the best proposals which contains very concepts and ideas of later Le Corbusier's architectural intentions. In the first design stage, overall conception of the building was carried out in the sketches and drawings till Jan, 1954 and in the second stage, the elaboration of the project was pursued till Mar. 1995. The scheme tends to begin too large and general in character, becoming tighter and more complex under pressure from the client and adjustments required by the design process itself. For example, scale reduction, division and development of internal circulation system and applying his early 'Five Points'. So new solutions are searched by oscillating between compromise modifications and radically different solutions in contracting the first ideas. From all these, it is concluded that the early doctrine (Five Points) are adjusted and extended towards another stage by the use of restricted pilotis, the concept of fenetre en longueur transformed into a sub stricture of facade, sustained concept of le plan libre, les toits jardins extended towards concept of the urban area. And these formal intentions of the Governor's Place has been carried through other contemporary projects like Mill Owner's Association in 1954 and Villa Shodan in 1952.

An Evaluation of Accountable Care Organization in USA and Policy Implications for Korean Health Care System (미국의 책임의료조직(Accountable Care Organization) 운영현황 분석과 국내 의료정책에서 정책적 함의 평가)

  • Background: As a reform plan of health care system, Accountable Care Organization (ACO) has became an object of attention in the United States after Patient Protection and Affordable Care Act was enacted. ACO is a group of various health care providers and provide coordinated care to its assigned beneficiaries. If ACOs improve the quality level and reduce the cost of care, they can get financial incentives. Under the discussion for a quite long time and demonstration projects, ACO has been established. We aimed to analysis and discuss the history, policy mechanism, contents, status and outcomes of ACO. Also, we intended to suggest political implication Korean health care system with regard to ACO. Methods: We searched the articles related ACO in PubMed and selected several available papers about ACO. Total 56 studies were reviewed and categorized three parts; demonstration projects for formation of ACO, policy mechanism and agenda, empirical results of ACO performance. Results: As a result, establishment of ACO was successful partly in the US. It seems to be due to various project and pilot test for verification in the long time. The empirical effect of ACO was also identified in a few study but it needs more evidences to judge its positive effect. Conclusion: In Korea, there are arguments for the application of ACO. However it is difficult to implement a ACO by different political conditions between Korean and US. Nevertheless ACO proposed us the necessity of paradigm shift in our health policy and could be significant to national policy orientation in the future.

  • The Impact Mitigation Regulation was first introduced in Germany with an intention to avoid or reduce the natural ecology and landscape infringement as much as possible according to the development project. The system has is an advantage of being able to efficiently operate the linkage policy of land planning and environment planning to prevent the excessive development of the national land and to continue to manage it. This study applied the German natural impact mitigation system by revising and supplementing it according to the domestic situation with a biotope map of Juam-dong, Gwacheon City, as a case study area. Spatial analysis was conducted of biotope maps, landscape maps, and NDVI maps to suggest a plan to derive and preserve the areas excellent in an ecological and environmental value. It was confirmed the Impact Mitigation Regulation could be used as a policy link of the land-environment policy that minimizes the degree of the damage that cannot help occurring necessarily in the development of the national land and to manage that damage from the planning stage.

A Basic Study for Development of Communication System on Web Based Collaborative design Environment (웹기반 협조적 설계환경에 있어서 커뮤니케이션 미디어 개발을 위한 기초적 연구)

  • The investment scale of design project has been increased rapidly following the recent social and economical demand. The demand of user has been changed variously together with social background like the increase of interest for the high level information oriented society and environment. In addition, it is necessary for the experts like coordinator, architect, color expert, and light designer to collaborate in the interior design process. The expertise diverse areas should be related closely and collaboratively for the smooth processing. It is necessary for the design environment to be changed in order to exchange the information effectively within the proposed period by the variety fields' experts. It is a collaborative design in the design studio that the multi-members collect the related data, suggest the idea, and discuss closely, which makes a decision for the new design concept and design plan in the fixed time. It is necessary to make a new kind of communication media concept in the design process, where the multi-members participate, and the collaborative design is processed in physically simultaneous space or in the far distance such as it is done above. In this paper, it is investigated for the communication for the design and creative behavior to explain the collaborative work in the process of design. The characteristics of collaborative design and demand design environment are summarized in the background of this kind of the creative behavior concept. Especially, the communication media for increasing the process effectiveness is explained and the concept for the development of web based collaborative design system is summarized.

The suggestion of tunneling information and detail requirements for EPB shield machine design (토압식 쉴드TBM 장비설계를 위한 설계항목과 세부 요구사양의 구성에 관한 제안)

  • Recently, tunneling projects using shield TBM are increasing in Korea, but the information of client for machine design and manufacturing considering the characteristics of the tunneling phase is not formal, and it is difficult to optimized machine for suitable tunneling works. This paper suggest as for reference the required terms that can be used in Korea on the design items and detailed requirements for ordering of EPB shield TBM based on overseas case study. It would be hope that the TBM user can request the overall tunneling plan and required machine specification when ordering TBM, and the TBM supplier can design and manufacturing that is clear condition and suitable machine for the successful project, so that there are no residential civil complaints and for safe tunneling as well, shield TBM tunneling method will be activated.
