The impact of the global financial crisis, which began in the United States in 2007, had a major impact on the domestic shipping and shipbuilding industries. In this regard, the domestic shipyard has established an order-taking strategy in several ways as an alternative to lowering the amount of construction of commercial vessels due to deterioration of the shipping industry, and selected industrial sector was the offshore plant sector. However, the domestic shipyard has under performed the offshore plant in order to just increase sales and secure work without any risk analysis for EPC contracts. As a result, the shipyard has been charged more than the initial contract price with the offshore plant contractor, or the shipyard has become a legal issue requiring payment of liquidated damages due to delays in delivery of the product. The main legal disputes are caused by the thorough risk analysis and the inexperience of process control that can occur during offshore plant construction. and In particular, there is no sufficient review of the unequivocal provisions in the contract as an element of risk management. There is no human resource to review these contractual clauses. Therefore, this study identifies the existence of specific risks that could lead to delays in offshore plant construction, and examined the existence of any unequivocal clauses in contracts for offshore plant construction. and also discussed how the toxic clause applies to the actual parties and how the concrete risk factors in the construction contracts are transferred and expressed by referring to the interviews with the project manager of the domestic shipyard and the previous research. As a result, This paper examined the legal liability of the contracting parties regarding delayed delivery of the products due to the offshore plant construction contract. And to improve the domestic shipbuilding industry.
In this study, we reviewed the main strategies and contents of the work style innovation promoted by the Moon Jae-in government, and analyzed the contents and success factors of the work innovation based on the case of a specific local government. In particular, this study analyzes the case of innovation in the way of working through simplification of work, and the local governments, which were the subject of the study, received excellent evaluation in the government innovation evaluation of the Ministry of Public Administration and Security in 2019. In this study, we conducted in-depth interviews with employees of local governments to examine the problems, achievements, and success factors related to business simplification. First, it was found that it is very important to form consensus so that the members of the organization can participate in the change in order to simplify the task. Second, incentives, such as HR, were needed to induce active participation of members in the innovation project called Simplification of Work. Third, in order to induce and support organizational change, it was found that the interest and support of middle managers and directors were the most important factors. The results of this study will help to prepare the policy for innovation in the public sector's working style.
Even though there have been so much practical interests in industry, the relevant empirical researches are not sufficient. In this study, we try to identify the problems of matrix organization structure in the semiconductor industry and make suggestions for improvements. Also, we try to find out whether there are differences in the perceptions of the problems among ranks and teams. This study was conducted to the researchers in the matrix organization structure of the H-corp. research institute. The problems we found are as follows. The researchers agreed that the matrix organization structure is appropriate when highly professional members for the development of next-generation semiconductors are participated in the projects. They showed strong wills to participate and succeed in projects. However, the researchers felt that the equipments and manpowers were not enough and too much tasks and workloads were assigned to both the managers and members Also, in an open ended question, the researchers pointed out the problems of the matrix organization structure such as 'weak project manager's authority', 'communication and teamwork issues', 'non-obvious work priorities', 'compensation and benefit system', 'lack of research manpower and equipment'. From the strengths and weaknesses of the matrix organization structure of the semiconductor industry, we provide some suggestions for improvements.

This study analyzes the plan to increase the social value of the KRC (Korea Rural Community Corporation). For this aim, this study examines the current status of participation in the KRC business and the social value, targeting the farmers among the external stakeholders and derived the main characteristics and important projects of the KRC using network analysis. As a result of network analysis, the rural water management business was found to be the most important business in most regions (Rural Water Development Business 0.805, Agricultural and Fishery Production Base Maintenance Business 0.758, Farmland Banking Business 0.762, Regional Development Business 0.643). On the other hand, in the case of Jeju, the agricultural production base improvement business and the regional development project were found to be the most important projects of KRC due to the unique characteristics of the region. The results of this kind of analysis differ in the importance between KRC business by region, and it is necessary to carefully review the local conditions in order to enhance social value through KRC business in the future. However, since the value of degree centrality between each business is different for each region, efforts to increase the value of KRC's social value, while accounting for local conditions, are needed.
The purpose of this study was to categorize conflict resolution by exploring the conflict experiences of the elderly who participate in jobs for the elderly to create an elderly-friendly village. This study applied grounded theory, a qualitative research method, For data collection, a FGI was conducted by sampling 5 elderly job participants in ◯◯-dong, ◯◯-gu, Seoul. The data were analyzed according to the paradigm model of Strauss & Corbin(1998). As a result of the analysis, causal conditions were social, economic, psychological and physical motivations for participation and contextual conditions were economic difficulties, social disconnection, and differences in life experiences influenced the initiation of conflict. The core phenomena were conflict initiated by 'the difference between experience and role' and 'the difference in psychosocial relationship skills', and the intervention condition were the activation of interpersonal relationships through communication to resolve the conflict, social integration through the use of capabilities, It appeared as a regular social activities. The interaction strategy emerged as a strategy for resolving conflict for senior citizen jobs through education, mutual support for building trust, and successful senior-friendly village program operation. The consequences, it was found that job conflicts for the elderly were alleviated by finding one's life, activating community exchanges, increasing a sense of achievement, and growing a sense of community. In conclusion, the conflict resolution types for senior citizens were classified into educational solution type, mutual support solution type, and success experience solution type.

Currently, in the field of community service, it is expected that the demand will further increase in the future by enabling the form of providing various types of services. However, the local community service investment project is an abstract Although the structure for fair competition was created by introducing a market mechanism derived from the action or principle of psychology that affects human behavior in the field, systematic management and monitoring of the quality of social services is insufficient. The purpose of this study is to find out the relationship between service selection factors and service quality in order to improve the quality of social services in the consumer's way to meet these environmental needs, and to utilize the research results for quality improvement. The research model to be used in this paper measures the five element areas of service satisfaction such as reliability, responsiveness, empathy, certainty, and tangibility, which are used to measure the quality of local community service investment projects. In addition, we are various strategic implications that can induce the quality improvement of local community service investment projects are presented by finding the main factors of the four research hypotheses of this study and utilizing the results.

As natural disasters have been increasing due to climate change, sustainable solutions are in need to alleviate the degree of drought hazard, assess and project the drought influence based on future climate change scenarios. In assessing drought risk, socio-economic factors of the region must be considered along with meteorological factors. This study categorized drought hazard, exposure, and vulnerability as three major components of drought risk according to the Intergovernmental panel on Climate Change (IPCC) risk assessment framework, and selected indices for each component to quantify the drought risk in South Korea according to the mid-size basins. Combinations of climate scenarios (Representative Concentration Pathway; RCP 2.6 and RCP 8.5) and socio-economic scenarios (Shared Socio-economic Pathways; SSP 1, SSP2 and SSP3) for the near future (2030-2050) ant the far future (2080-2099) were utilized in drought risk analysis, and results were compared with the historical data (1986-2005). In general, the drought risks for all scenarios shows large increases as time proceeds to the far furture. In addition, we analyzed the rank of drought hazard, exposure, vulnerability for drought risk, and each of their contribution. The results showed that the drought hazard is the most contributing component to the increase of drought risk in future and each basin shows varying contributing components. Finally, we suggested countermeasures for each basin according to future climate change scenarios, and thus this study provides made the basis for establishing drought management measures.

Objectives : The purpose of this study is to identify the effect of office workers' stress level and stress vulnerability on heart rate variability (HRV), confirm the significance of objective stress indicators obtained through subjective stress and heart rate variability devices, and examine their effectiveness as an integrated stress measurement tool in community mental health projects. Methods : From June to July in 2020, 929 workers participated in the stress management and mental health promotion project carried out by K hospital, and their recorded database was used for study analysis with their agreements. Multiple linear regression analysis was performed to find out the effects of general stress level, and stress vulnerability on heart rate variability. Results : All general characteristics were found to have a significant effect on SDNN (ln), RMSSD (ln), LF (ln), and HF (ln), but work experience did not significantly affect RMSSD (ln). Stress level and stress vulnerability did not significantly affect heart rate variability, but stress perception, a sub-factor of stress level, was found to have a significant effect on RMSSD (ln) (β=0.118, p=0.023). Conclusions : In this study, stress perception, a sub-factor of stress level, was found to be a factor affecting RMSSD (ln). This indicates an association with the activity of parasympathetic nerves in stressful situations, and more follow-up studies are needed to use it as a direct indicator of chronic stress and integrated stress in the community mental health field.
Background: We are necessarily considering changes in the parasite infection rate and methods in Korea from 1970 to the present from the perspective of natural healing. Purposes: This study was to investigate how the difference in the rate of reduction in infection rate has changed and progressed to the present. Methods: A literature review was conducted. Results: Until the 1970s, Korea had one of the highest parasite infection rates. The Parasitic Disease Prevention Act was enacted to control the infection rate in 1966. From 1969, the nationwide national parasite management project was conducted for all students twice a year to treat all parasitic eggs until 1995. In addition, the government commissioned the Korean Association for Parasite Eradication (KAPE) to conduct a national parasite infection survey eight times, from 1971 to 2012, every two years. As a result, the overall egg positive rate of parasite was 84.3% in 1971 but decreased to 2.6% in 2012. In addition, Ascaris lumbricoides, Paragonimus westermani, Taenia spp., and intestinal protozoa were significantly reduced nationwide. Conclusions: Successful control in Korea is judged to have achieved a successful effect by systematically managing national economic growth, social consensus on parasite eradication, improved professional parasite prevention guidelines, and supply of effective anthelminthics.
