A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making (데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

A Study of Developing Graduate Student Team Project-based Learning Program in the Science and Technology Field Applying Metaverse Technology (메타버스를 활용한 이공계 대학원생 팀 프로젝트 기반 교육 프로그램 개발 사례 연구)

  • This study aims to develop and apply a metaverse-based instructional design model for the education in science and technology. It analyzed the concept and characteristics of metaverse, existing non-contact education models, and major teaching strategies systematically. Based on the prior researches, an instructional design model using metaverse is developed that presents metaverse-related teaching strategies and design principles for the before-, during-, and after-lesson phases. Then, this model was applied to a project-based learning program, conducted a perception survey on instructors and learners, and revised the metaverse instructional design model based on the results of the survey. In the Metaverse Instructional Design Model, before-lesson phase is a physical and psychological preparation stage for class participation, which includes familiarization with the Metaverse learning environment, formation of expectations for education, and self-directed pre-learning. During the lesson, to effectively deliver the lesson content, it is necessary to build confidence in the learning environment, promote learning participation, provide reference materials, perform team projects and provide feedback, digest learning content, and transfer learning content. The after-lesson phase provides strategies for ongoing interaction between learners and mentors. This study introduces a new instructional design model that utilizes metaverse and shows the potential of metaverse-based education in science and technology. It also has important implications in that it provides practical guidelines for the effective design and implementation of metaverse-based education.

A Study to Extract Sustainable Planning Characteristics of Future Skyscraper from Competition Awarded Housing Projects (초고층 미래주택 공모전 수상작에서 나타난 지속가능 계획특성 추출 연구)

  • Purpose: The purpose of the study was to extract the sustainable characteristics of skyscraper housing design. Method: The method of the study was literature survey and content analysis techniques, and the target cases were 8 skyscraper housing design projects awarded from eVolo Skyscraper international competition. The sustainable features for analysis were categorized into social, cultural, economical and ecological sustainability and total 26 elements. Result: As a result, important elements were extracted, and profiles of elements in the projects were delineated, out of 26 design elements: 'Aesthetics', 'Climate Change', 'Resource Using Efficiency', 'Technical Innovation', 'local Employment' were shown dominant. While 8 projects showed the whole range of 26 elements, even though the project what by now is still an important problem for skyscraper, the result gives an insight into future sustainable skyscraper housing design.

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

  • In this thesis, for the assessment of software development process for project complexity and project size : one of digital watermarking algorithm is selected and examined. Digital watermarking provides a solution to illegal copying of digital contents and has many other useful applications, including web broadcast monitoring, transaction tracking, authentication, copy control and device control. This thesis focused on the method for customizing software development path, considering the project environments and characteristics. The selection standard of software development path is composed of process items, based on the ISO/IEC 15721 Information Technology Guide for ISO/IEC 12207 (Software Life Cycle Process) and ISO/IEC 15504 Information technology - Process assessment. To evaluate the algorithm, a system for selecting development path, which reflected algorithm, was examined.

  • Alternative project delivery methods including design-build and CM at Risk have evolved as a means of meeting owner's diverse needs and implementing project efficiently with limited budget and time in more competitive construction environment. It is time to consider adopting alternative project delivery methods, especially CM at Risk, for domestic construction industry to enhance competitiveness and to provide various options for owners so that they can select more appropriate project delivery methods for the facility being planned. This research report derives suggestions from investigating how CM at Risk has been evolved in the US construction market. Besides the analysis of CM at Risk market in the US construction industry, the characteristics of companies whose market share are in Top 100, the type of facility usually built by this method were investigated. Based on the analysis of CM at Risk in the US, the prepositions in adopting CM at Risk to domestic construction industry and the possibility of adopting this method have been identified.

  • Ubiquitous City is emerging as a new paradigm in future city development. U-City is nationwide project for future strategy to implement sustainable city environment and solve several issues in urban area. And as worldwide leading role on future city research, there are lots of U-City related researches in Government and Industry sector. However, it has raised unsustainable development concerns that indiscriminate promotion and visibility for long-term effects because it is not conducted an assessment. Thus, to overcome these problems and in order to develop a more stable U-City project, need to a fundamental consideration about U-City evaluation. This study is to provide the evaluation framework for Ubiquitous City(U-City). The framework is consisted of evaluation dimensions derived from characteristics of U-City development project. From this research, we expect it helps U-City development to be inspected and managed.

A Study on the Healing Environment with Architectural Spatial Composition in Healthcare Facilities - Focused on the Space Analysis of Sou Fujimoto's Healthcare Projects (의료시설 내 건축공간구성을 통한 치유환경 조성에 관한 연구 - 소우 후지모토 의료시설 사례들의 공간분석을 중심으로)

  • Purpose: The analysis of spatial composition is required for the creation of healing environment in healthcare facilities. This study has been accomplished to provide basic data for the planning and design of hospital architecture. Methods: Literature review of healing environment and investigation on characteristics of spatial composition in healthcare facilities have been conducted. The architectural plans of four Sou Fujimoto's healthcare projects have been analyzed with space syntax. Results: The result of this research can be summarized as followed. First of all, the healing environments are consisted with architectural composition in addition to physical and psychological factors for healing environment. The second one is that the characteristics of spatial composition in Sou Fujimoto's healthcare projects are different private/public/corridor relationships in program configuration, loop or one direction circulation, combined or independent corridor with program, and radical or linear connection in spatial connection methods. The third one is that the characteristics of spatial composition in selected cases through space syntax are high variation on integration, low variation on connectivity, and high distribution in main circulation on ERAM(3). Implications: In addition to the specific spatial composition in healthcare facilities of the architect's project, it is necessary to analyze the relationship with other factors and facilities to develop the planning of hospital architecture.

Risk Influencing Factors in Performance of River Disaster Prevention Project (하천재해예방사업의 성과에 미치는 리스크 영향요인)

  • The characteristics of the construction project involved various stakeholders' involvement from the planning stage until completion of the object, which caused the uncertainty to increase. Successful construction projects require risk analysis and appropriate responses. Therefore, this study aimed to confirm the influence of risk management factors on the success of river disaster prevention construction in construction projects and the effect of moderating communication between stakeholders involved in the construction process. The Delphi method was used to derive the risk management factors of the construction process. The survey used a snow ball sampling method. For analysis, SPSS Statistic 20 and SmartPLS 2.0 were used. As a result of the study, the impact of risk management factors on project performance was found to be large in the order of time risk, quality risk, cost risk, safety risk, and construction environment risk. In addition, the impact of the communication moderating effect was large in the order of cost risk, quality risk, construction environment risk, time risk, and safety risk. In this study, it was confirmed that communication between stakeholders related to river disaster prevention work has a moderating effect that changes the ranking of impacts on project performance. This shows the importance of communication in the construction process of river disaster prevention works. This study has important significance in that it identifies the importance of risk management factors and communication in river disaster prevention works.
