Improvement of Construction Management System in Public Construction Projects - Focused on the Total Project Cost Management Guidelines - (공공 건설사업의 효율적 건설사업관리수행을 위한 제도개선방안 - 총사업비관리지침을 중심으로 -)

  • In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

  • Construction contactors must continuously seek to improve their cash flows, which reside at the heart of their financial success. They require careful planning, analysis, and optimization to avoid the risk of bankruptcy, remain profitable, and secure long-term growth. Sources of cash include bank loans and retained earnings, which are conceptually similar in that they both incur a cost of capital. Financial management therefore requires accurate yet customizable modeling capabilities that can quantify all expenses, including said cost of capital. However, currently existing cash flow models in construction engineering and management have strongly simplified the manner in which interest is assessed, which may even lead to overstating it at a disadvantage to contractors. The variable nature of cash balances, especially in the early phases of construction projects, contribute to this challenging issue. This research therefore extends a new cash flow model with an accurate interest calculation. It utilizes singularity functions, so called because of their ability to flexibly model changes across any number of different ranges. The interest function is continuous for activity costs of any duration and allows the realistic case that activities may begin between integer time periods, which are often calendar months. Such fractional interest calculation has hitherto been lacking from the literature. It also provides insights into the self-referential behavior of compound interest for variable cash balances. The contribution of this study is twofold; augmenting the corpus of financial analysis theory with a new interest formula, whose strengths include its generic nature and that it can be evaluated at any fractional value of time, and providing construction managers with a tool to help improve and fine-tune the financial performance of their projects.

THE TREND OF CONSTRUCTION COST INDICES AND THEIR APPLICATIONS

  • Construction Cost Indices are values for measuring fluctuations in direct construction costs which include material costs, labor costs, and equipment costs for construction operations. In Korea, Korea Institute of Construction Technology (KICT) has been assessing and announcing these indices since January, 2004. The main goals of this paper are to look over the calculation process for those indices and then present the trend in construction costs according to the types of facilities with the past construction cost index data. Also, this paper traces the origin of the occurrence of significant changes on those indices through the further analysis of the trend. In addition, this paper shows the practicality of the indices and the way how to put them to practical use. An alternative estimate method using the indices is suggested for compensating the changes of construction costs caused by price fluctuations.

  • An architectural pre-design, which is conducted prior to the architecture design, supports fundamental configuration during the entire AEC project by predicting the cost, demand, etc., of the building, and is therefore gaining importance. In particular, the massing calculation of the pre-design phase should be prioritized, as it is fundamental to architectural outline. However, most architects depend on only their experience and intuition while conceptualizing an integrated framework of design conditions, including the building code and requirements for the massing calculation of the object. Therefore, many difficulties arise in terms of performing appropriate tasks. Thus, the purpose of this study is to implement a knowledge-based BIM for explicitly representing the design knowledge, which is the basis of decision making for an architect while performing the massing calculation. In particular, the 3D knowledge relevant to a project can be provided and accumulated in the massing calculation by the BIM system; this facilitates an integral understanding. Consequently, the approximate result of massing calculation in 3D BIM environment, through both the knowledge-based BIM template and plug-in, can be swiftly provided to the architect. In addition, the architect can invent various alternatives, estimate resulting costs, and reuse the accumulated knowledge in future BIM design processes.

  • In multiple apartment construction project, BCWS is a critical management factor and has a great influence on the success of the project. Due to the many apartment buildings & facilities which produce numerous activities, there are several problems in making out a time schedule of work as well as production and management of precise BCWS from the allocation of resources. In this study, actual condition survey was executed in terms of the calculation and the management of BCWS. This study propose better solutions for efficient calculation of BCWS through the analysis of the problems and standard schedule & progress curves.

  • Recently the diversification of construction market and the continuous reduction of construction amount are raising the need of alternative delivery method in the construction industry. The foreign advanced companies actively adopted the CM at Risk delivery method where they perform the service of agent CM in the design phase, and agree GMP(Guaranteed Maximum Price) with the client at the time of 50~80% completion of design. Even in Korea they began to apply that method to pilot projects. In CM at Risk, through the early participation of builder, the level of design completion can be improved and the change order and construction period delay can be minimized. On the other hand, GMP is usually calculated when the design is about 80% complete, so there is uncertainty in the construction cost. Therefore, in this research, the increased amounts of construction cost are analyzed in a number of public construction projects, and GMP calculation process is proposed using the analysis results and CBR(Case-Based Reasoning) technique to reduce the construction cost increase in the construction phase.

  • Earned Value Management System(EVMS) is a highly efficient tool in the project management, but it cannot easily determine the Actual Cost due to the indistinct criteria and extensive data. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

  • In this study, The matrix method was used with common category concept according to the construction project control system. For the purpose of systematic resource management planning, it should be established on accomplished EVM data for clearing the ordering point according to the attribute procurement analysis. Resource management was presented by connecting the material requirement calculation method and the attribute of procurement method based on the EVM, suggested through analyzing process-data modeling using integrated schedule, cost and material.

Calculation of the target revenue water ratio of local waterworks considering economic feasibility (경제성을 고려한 지방상수도 목표 유수율 산정)

  • As an advanced study on the method of calculating the target revenue water ratio of local waterworks through the leakage component analysis method proposed by Kim et al. (2022), this study developed a model to calculate the achievable revenue water ratio within the specified project cost, the required project cost to achieve the specified target revenue water ratio, and the economically appropriate target revenue water ratio level by considering the leakage reduction cost and leakage reduction benefit for each revenue water ratio improvement strategy, and conducted an applicability evaluation of the developed model using actual field data. The procedure for calculating the target revenue water ratio of local waterworks considering economics proposed in this study consists of three stages: physical data linkage model construction, leakage component analysis, and economic analysis, and the applicability was evaluated for Zone H with branch type and the Zone M network type. As a result of the application, it was calculated that approximately 32.5 billion won would be required to achieve the target revenue water ratio of 70% in the Zone H, and approximately KRW 10.5 billion would be required to achieve the target revenue water ratio of 75% in the Zone M. If the business scale of Zones H and M was corrected to 10,000 m3/day of water usage, the required project cost for a 1% improvement in the revenue water ratio of Zone H was calculated to be 0.7642 billion won and 0.4715 billion won for Zone M.

A Study on the Maintenance Cost Estimation Model for Application Software by Considering Risks (위험을 고려한 응용소프트웨어의 유지관리비용 산정모델에 관한 연구)

  • Software is more diverse and complex and the level of importance for the maintenance of application software to securely operate software is also gradually increasing in proportion. The calculation method for maintenance cost of application software applied in Korea public enterprises is involved in the range of 10 to 15% of development cost, depending on the Software Project Cost Estimation Guide. Moreover, as most software maintenance cost estimation procedures do not take into consideration of the risk factors related of maintenance, it can be seen as a main cause for the occurrence of maintenance related accidents. This study proposes a maintenance cost estimate model that takes into consideration of the risks related to the software maintenance activities to improve and resolve issues arising from the estimation of maintenance cost. In doing so, maintenance risk factors are analyzed and a risk index is derived through the analysis of risk levels based on the risk factors. Based on such analysis, a maintenance cost estimate method which reflects the maintenance risk index was established.
