A Qualitative Study on Steering of Education Accreditation: With Case Study on Korean Medicine Education (학문분야별 평가인증제 운영에 관한 질적 사례 연구: 한의학을 중심으로)

  • Objectives: The purpose of this article is to develop steering of program accreditation system in Korean Medicine Education through meta-evaluation. For this study, the subjects of our research were categorized as the accreditation criteria and system, results and effects, tasks for improvement on Korean Medicine Education. Methods: We conducted Focus Group Interview on 102 full-time professors with experience of participating on accreditation of Korean Medicine Education from 12 college of Korean Medicine Education and we analyzed it by thematic analysis. Results: The accreditation criteria and program evaluation system of Korean Medicine were listed as 'Confusion about the goals of program evaluation', 'High hurdles on accreditation', 'obsession to success cases', 'Small college complaints about applying the same criteria', 'Dilemma of quantitative and qualitative evaluation'. The results and effects of program evaluation in Korean Medicine Education were listed as 'Establishment of base infrastructure for basic medical education', 'Benchmarking and exchanging opinions through evaluation certification', 'Resistance to documents and document-based evaluation', and 'Double-sided of evaluation certification'. As for the tasks for further improvement, the following list is suggested. 'Actively promote evaluation certification', 'Simplification and standardization of forms', 'Requesting for activating about Evaluation committee', 'Need for consulting before regular evaluation'. Conclusion: It is necessary to upgrade the accreditation system and make efforts to improve the issues discovered for better Korean Medicine Education.

The necessity for the Korean Dental Hygiene Education Accreditation System (한국 치위생학 교육 평가인증제도의 필요성)

  • The increasing cross-border mobility of dental school or dental hygiene students, educators, practitioners, programs and providers takes challenges for existing national quality assurance and accreditation frameworks and bodies, as well as for the systems for recognizing foreign qualifications. The new dental hygiene accreditation system was introduced to encourage the improvement of dental hygiene programs, to ensure the quality of education and, most of all, to establish an internationally compatible system of evaluation and accreditation. The accreditation procedure takes 1 year to complete. The result of the accreditation is released after evaluation via self-study report, site visit, preliminary draft report, responses from the institution and the results from the conciliation and review committees. The result from the accreditation procedure is either 'accreditation' or 'no accreditation'. Accredited schools receive one of several statuses following the evaluation. These are next general review, interim report and interim visit or suspension. Dental healthcare quality is not improved instantaneously, but instead gradually through continuous communication within the dental field. For this accreditation system to be successful, the following are essential: the accreditation agency should adopt hygiene education accreditation; it needs to become financially independent and managed efficiently; the autonomy and regulations surrounding the system need to be balanced; the professionalism of the system is ensured; and the dental field which includes not only dental program, but also hygiene program, needs to play an active role in the operation of the system.

A Study on computer engineering graduates' perception of CAC(Computing Accreditation Committee) evaluation (컴퓨터·정보(공)학 분야 졸업생의 CAC 인증성과 인식에 관한 연구)

  • There's been few research to study the effects of CAC(Computing Accreditation Committee) evaluation, since start of CAC accreditation 10 years ago. The purpose of this paper is to find what computer engineering graduates perceive the effects of CAC accreditation and to suggest how CAC accreditation process can be improved. The research findings through survey are followings; First, computer engineering graduates' undergraduate education satisfaction is not high enough(3.28). Second, the computer engineering graduates don't recognize CAC accreditation necessary. Third, graduates who work in company chose design courses as the most helpful, while graduates who study in graduate school pursuing further career in master or doctor program chose major subjects. Lastly, graduates from accredited program do not think their completion of accreditation program influence their employment. Strategic approaches to make higher effectiveness of CAC accreditation system are suggested. First, improvement of curriculum and instruction method in CAC accredited program is required to satisfy the needs of students and industry. Second, efforts to inform students of understandings and necessity of accreditation are highly recommended. Third, industrial sector needs to understand CAC accreditation and give graduates from accredited program more incentives. Lastly, government support like Seoul Accord Activation Project should last for a while.

Analysis of the Higher Education Evaluation Accreditation System in Taiwan (대만 고등교육평가체제의 분석)

  • This study intends to understand deeply the higher education evaluation accreditation system in Taiwan. Taiwan established newly the Higher Education Evaluation & Accreditation Council in 2005, an independent organization with the exclusive responsibility to execute evaluation. Three kinds of evaluation have been accomplished, including University Program Evaluation which assesses whole university management, Academic Fields Evaluation and Performance Evaluation which compare the superiority and inferiority among universities. The Accreditation system is applied only to Academic Fields Evaluation. For evaluation, each university presents a self-evaluation report, undergoes an visiting evaluation, makes out an evaluation report and lastly is notified of the result. The evaluation is divided into three results : pass, waiting observation and non-pass. According to an announcement in June 2008, the rate of non-pass universities reached the 15.7%. The non-pass universities are supposed to receive the disadvantaged in the admission number limit and take the following evaluation in the following year. Debates still exists concerning the eliminatory nature of the system and the announcement of achievement rankings through evaluation results. Other problems include the improvement of quality of evaluation committee members and the irrational evaluation standards. These problems will be meaningful for the development of the korean higher evaluation system.

The Present Situation and Future Direction of the Korean Dental Education Accreditation System: Present and Future (한국 치의학 교육 평가인증제도의 현황과 발전방향)

  • The Korean Institute of Dental Education and Evaluation (KIDEE) was established in 2007 to provide the quality assurance in dental education. The KIDEE has been recognized by The Ministry of Education from Jan. 2015 for 5 years. KIDEE had accredited basic dental education programs of all 11 Korean dental schools. The dental accreditation system was introduced to encourage the improvement for dental schools, to ensure the quality of dental practice and most of all, to establish an internationally compatible system of evaluation and accreditation. The accreditation system in Korea is supported by voluntary service of many dental professionals and contribute to improve the quality of dental education program in all institutions. The accreditation by KIDEE let the students and the dentists be taught with assured education program and the all Koreans be cared by the qualified dentists. A quality education system thus provides a sufficient number of qualified dental health professionals to meet the workforce needs of the nation. Ultimately, this should result in quality oral health care for the public. Finally, by specifying the competencies of graduates, the standards will define the scope of dental practice. This may serve to define the profession of dentistry and differentiate it from other health professions, or to differentiate among the specialties in dentistry in the case of advanced dental education programs.

Framework for Course-Embedded Outcomes Assessment: A Case Study of Architecture & Building Engineering Program at KSNU (교과기반 학습성과 평가시스템 개발: 군산대학교 공학인 건축공학심화프로그램 사례 연구)

  • Kunsan National University obtained accreditation for its Architecture & Building Engineering Program from the Accreditation Board for Engineering Education in Korea (ABEEK) in 2004 and has offered an ABEEK-accredited degree pathway ever since. Then, in 2018, the university introduced the course-embedded outcomes assessment system as per ABEEK's KEC2015 accreditation criteria. One year into its implementation, the new system allows the measurement and assessment of 10 program outcomes covering 19 curricular modules and 1 non-curricular licensing examination. The system incorporates the four areas of specialization within architectural engineering as well as the three course categories of the math, science, and computer; liberal arts; and engineering core modules under the accreditation scheme. It also takes the students' academic years into account, especially for the mandatory modules offered to all students. Its rubric clarifies the performance criteria, performance level, assessment tools, objectives, and modules. The 2018 course-embedded outcomes assessment system is an ever-evolving structure with regular CQI: Continuous Quality Improvements along the circular process of system establishment → implementation → evaluation as per the virtuous cycle model required for an accredited engineering program.

Challenges in Korea Hospital Accreditation: Focused on Post-Accreditation Management System (국내 의료기관 인증제의 과제: 사후관리 중심으로)

  • Objectives: The post-accreditation management system should be systematic in order to ensure that the accredited hospital continues to strive for patient safety and quality improvement during the accreditation period. In this study, we compare the post-accreditation management system in four countries (the U.S., Australia, Japan, and Korea) and provide suggestions for improving the post-accreditation management system in Korea. Results: All four countries had the post-accreditation management system, and the basic structure of the system in Korea was similar to that of others. However, there were differences in the practical operation processes and the use of the results. In the operation process, Korea's monitoring relies on voluntary reporting by accredited hospitals. In terms of results utilization, analytical feedback to data submitted by the acrredited hospital is not provided in Korea. Conclusions: It is necessary to establish a continuous monitoring system for post-accreditation changes and provide feedback to accredited hospitals. It is also necessary to perform a survey without advance notice and establish a firm legal basis for monitoring.

  • This study was implemented for the purpose of analyzing the effects of Engineering Education Accreditation. Now, 15 years has passed adopting the engineering education system. We need to analyze the effect that this system has changed on the ground of engineering education, and it cultivated the human resource. In order to achieve the purpose of this study, the survey were done on the professors, graduates, and workers. The results and conclusions of this study are summarized as follows: First, it is urgent need to change the system of accreditation, and to get the public trust on assessment. Second, it is necessary to make circumstance that engineering education accreditation is advertised to the industries, and the industry can join the development, consulting, evaluation of curriculum. Third, government needs to make the policy that gives the incentive to the industries, if they give some merits to the accreditation graduates. Fourth, certificate of program graduate is desired to spread the accreditation proliferation. Fifth, government should systemize that accreditation program can get advantage to be selected for the public finance business(e.g. BK, LINC).. It will impact the quality Improvement and accountability of engineering programs.

A Study on the Evaluation of Environmental Quality required in the Accreditation Program for Mental Health Facilities - Focus on the Mental Institutions Assessment of KOIHA (정신보건시설인증제에서 요구되는 시설환경 평가에 관한 연구 - 의료기관평가인증원의 정신의료기관평가를 중심으로)

  • Purpose: According to the trend of the global burden of disease, in the future our society is expected to face with gradually increasing problems related to mental health and the demand for the various types of quality mental health facilities. This study investigates whether the accreditation of Mental health facilities serves as a building evaluation tool, and contribute to environmental welfare of the mentally ill. Methods: The facility assessment items related to architectural design are extracted through the analysis about the accreditation program of KOIHA. Extracted items should review if they comply with the relevant regulations, and establish building design standard. Results: This study shows that the accreditation of KOIHA can certify psychiatric hospitals meet the legal requirements, the minimum standard of facilities. But it is not the evaluation of environmental quality. It is difficult to assess the quality of facility in terms of architectural design, because it has no specific standards or the level of assessment. Implications: The accreditation for mental health facilities should be able to provide the right and opportunity to choose a more quality facility for the customer. The introduction of a certification system for the evaluation of environmental quality is required in order to overcome the limitations of the accreditation of KOIHA. Development of design guidelines for mental health facilities that are the basis for certification should be also followed.

A Study on the Development of Program Outcomes Assessment System using Reflection Journal (성찰저널을 활용한 프로그램 학습성과 평가체계 개발)

  • The main purpose of this study was to develop a program outcomes assessment tool using reflection journal. Reflection journal has recently come to gain more attention from school as an alternative assessment tool. Although numerous studies reconfirmed the educational importance and value of reflection journal as an assessment tool, research on the assessment tool of the engineering accreditation, based on education view is scarce. After literature reviews about the case studies on the program outcomes assessment, this study, to analyse the current assessment tools, and then, examined the educational implications of reflection journal as a program outcomes assessment tool. This study suggested the assessment tool using reflection journal for PO6 (teamwork) and PO11 (engineering ethics), one of the most important assessment items in engineering accreditation. In this study, we used the performance criteria, assessment criteria, rubric, and closed the loop to measure the teamwork and engineering ethics. The result of this study is significant in terms of guiding the future evaluation system development for program outcomes.
