A Study on a Product Safety Management Program Based on Risk Management Standards (리스크 관리규격에 기초한 제품안전 경영 프로그램에 대한 연구)

  • This study proposed a method to apply risk management standards to a product safety management program and reviewed cases where a risk management cycle is applied to the product safety management program. Comparing the four product safety management programs suggested by several authors yielded common features of the risk management cycle: (1) organization for product safety, (2) risk identification, (3) risk evaluation, (4) risk treatment, (5) monitoring/communication, and (6) documentation. A Japan company(Ricoh)'s case showed that the risk management cycle to treat product liability risks can be used as a successful product safety management program.

  • Despite manufacturers' effort to provide safe and reliable products, a number of product-related accidents occur all over the world resulting in much damage to property, personal injury and even loss of life. Considerable evidence indicates that some accidents arise from user negligence, but most are due to the design, manufacture, and distribution of unreasonably dangerous products when compared to their use. As a result, a tremendous number of product liability lawsuits have been filed, many times causing huge amount of financial damages to manufacturers. Furthermore, with increasing government regulation and growing power of consumer lobbies, manufacturers might be more exposed to product liability claims in the future than now. The objectives of this study are twofold: to provide a framework of future research on product liability and safety and to introduce a product safety policy. To accomplish these objectives, previous studies on product liability and safety were reviewed thoroughly. The product safety policy consists of two parts: (1) an engineering design strategy for reducing product-related risks and (2) a management program for a product liability loss prevention plan. The policy is essential to preventing manufacturers' liability exposure as well as designing a safer product.

  • One aspect of customer dissatisfaction, safety or more correctly, the lack of product safety has received Particular attention in courts and in legislatures, especially in the developed countries. Therefore, many companies have always regarded safety elements as an essential part of product manufacturing. In this paper, the case study on the product safety of infant cosmetics manufactured by a small-medium enterprise is presented We have focused our study on safety level and control system of product safety, also analyzed the product defects caused by mixing process and all departments. It is found that the product defects( Complaints, Enquiries ) is considerably decreased. These results could be used to deal with a product recall which companies hope never happens to them

  • Product Liability(PL) is a legal policy to deal with global competition by improving domestic industrial competitive power and to reduce the cost of defect products. The purpose of this paper is to address the state of the art solutions to dispute on PL, in reality of a frequent occurrence of global product exchange focussing on product safety that is one of the most important functions of PL and to improve solution of the product safety and reliability responsive to PL. To minimize PL exposure, manufacturers should reflect comprehensive product safety and reliability concepts in establishing PL prevention policies. PL prevention policies are composed of administration system, product safety management system, and total quality management system in respect of prevention, safety, and defence.

  • Product liability(PL) is the producer's compensation to customers for damage incurred by product defects. This paper studies on the organizational culture, promotion process, system construction, system level, product safety review, product safety assurance, system operation, and its effectiveness and necessity of recognition for the PL system of small and medium-sized firms in Gangwon-Do province. The results show that the firms have product safety regulations, but the number of firms which its employees understand the regulations is less than the number of firms which do not understand. Also the number of firms which is preparing PL prevention and insurance, and counterplan for accidents seems to be not in large numbers.

  • Recently, there is a rise of accident by some defective products, especially it reported that a serious fact is a defect of design causing some problem since execute a product liability(PL), people who use products have been able to bo remunerated for a damage to those defects, so responsibilities of companies are rising more and more. Therefore, companies that are obligated to manufacture a safety product, and should make preparation for PL. For solving the problem, even though manufacturers tried to make a safety product ay mixed ways, it is seldom that its safety is considered from planning a design. This thesis has suggested a way aimed at improving a safety of products through considering a stage of a plan, by searching and analyzing the design-process in to each steps.

A Study on the Development of Evaluation Indicators for Product Safety and Air Supply Agencies (제품안전유공기관 평가지표개발에 관한 연구)

  • The primary goal of this study is to develop proper indicators for evaluating and selecting an organization that contributes product safety in his industry. The indicators of product safety include input, process, and output in the sequences of product safety activities and systems. The indicators are proposed by the side of measurable and unmeasurable index. In detail, the indicators are consist of 3 parts - product safe management, efforts for product safety and the performance of product safety. The indicators are itemized by size of enterprise (large, medium and small size) due to the difference of their system and management capability of product safety. To get the indicators reasonably, the opinions of experts and VOC of the industrial field are considered. And the indicators are also divided by job position and level(an executive vs. worker). The items of indicators are 20 and the score is 200, that are the same whichever the case may be. The indicators are useful tools for selecting a person who serves the development of product safety in his industry.

  • A defect on the product safety display is defined by a failure to prevent the damage caused by the inappropriate explanation, direction, and caution to warn the users of the related risks. In other words, it lacks the sufficient instructions or caution for proper use and is unable to furnish the possible danger of the product and the instructions to deal with it. The defect is the responsibility of the manufacturers who are supposed to provide the adequate information so as to prevent injuries of the users. However, in order to prove the product safety display defective, there should be a comprehensive consideration in many different ways such as social norms (such as property and expectation of the product), usage form, indication of the expected risk, and awareness of consumer about the harm and possibility of avoidance of danger. The purpose of this research is to propose the content and types of standardized indication of safety in the industrial product by collecting and analyzing domestic safety information.

Product Safety Activities for Preventing Human Errors Related with Consumer Products (소비자 제품과 관련된 휴먼에러의 예방을 위한 제품안전활동)

  • Consumer products are produced on the premise that consumers can use their products safely and effectively no matter how serious human errors they may make. However, different careers and educational experiences of them may induce diverse human errors when they want to use them. In that sense, not a few policies to reduce human errors may show some implications for human error prevention and industrial design of consumer products. In this paper, producers' safety efforts required by Product Liability(PL) Act were reviewed in view of human error prevention, and legal aspects of manufacturers' responsibility for consumer products were discussed in relation to Product Liability Act. Then, principal approaches for them were introduced under the title of System Safety Precedence. After that, major key points for preventing human errors related with consumer products - such as ergonomic design and effective labeling - were discussed with reference to ISO standards. Therefore, it was shown that all the efforts required by PL Act would be correspondent to human error prevention in the whole manufacturing processes if understood by ergonomists. To make a conclusion, it could be said that, for human error prevention, the principle of System Safety Precedence would be indispensable, and that all the efforts for preventing human errors should be systematically organized in Product Safety Management Systems.

Study on Experience of Industrial Accidents and Awareness Level for Beauty Product Safety of Beauty Industry Employee (미용업 종사자의 사고재해 경험 및 사용제품의 안전 인식도에 관한 연구)

  • This study compared data regarding industrial accidents and awareness level for beauty product safety for four main parts of beauty industry such as hair-care, nail-care, skin-care, and make-up. Major risk factors in beauty industry are dust, musculoskeletal disorders, and organic solvent of beauty product in order of percentage. The specific types of industrial accidents in beauty industry are mainly associated with musculoskeletal system such as cuts, sprain, and varicose vein. They are mainly compensated by personal budget. The awareness levels of chemical and heavy metal containment for beauty product by beauty industry employee were 77.2% and 59.1% respectively. Most employee confirmed only important items of labelling requirement of beauty product. Also, most employee did not understand MSDS(Materila Safety Data) for chemicals used in beauty industry. Only 38.1% of beauty industry employee has had safety education while most employee (73.6%) realized that they needed safety education. Also, safety education supervised by KOSHA(Korea Occupational Safety and Health Agency) was the most preferred. This study would be good basis for safe and healthy working environment of beauty industry employee.
