The contractor management for the effective defense project is essential factor in the modern defense acquisition project. The occurrence of Improper Businessman causes the reason in which defense acquisition project is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

We consider a product recovery system that a single product is stocked in order to meet a demand from customers who may return products after usage. This paper addresses a problem of when to release a procurement process to replenish serviceable inventory and how many new products to procure. The structure of the optimal procurement policy is examined and numerically identified as a monotonic threshold curve. A numerical procedure is presented to jointly find the optimal procurement order size, optimal procurement policy, and optimal discounted profit. Sensitivity analysis also indicates that these optimal performance measurements have monotonic properties with respect to system parameters.

최근 건설 산업은 정보화를 바탕으로 하여 체계적인 시스템의 도입을 추구하고 있다. 그 중에서 자원 조달관리의 경우 건축공사에서 비용과 품질에 직접적으로 관계되는 중요한 부분이다 또한 비용 및 일정과 불가분의 관계가 있어 이를 효율적으로 연계시키는 것은 매우 중요하다. 따라서 본 연구에서는 조달 자원의 다양한 분류 및 활용을 위하여 액티비티와 내역을 연계시킨 기초자료를 구축하였다. 또한 각각의 액티비티에 할당된 일위대가 세부품목을 연계하였다. 그리고 기준 시점에서 조달되어야하는 각종 자원 및 정보를 다양한 형태로 분류 가공하여 활용할 수 있는 액티비티별 소요자원 조달계획 모델을 제안하였다. 이때 제안된 소요자원 조달계획 모델은 기존의 수동적인 조달관리에서 발생하는 다양한 문제점을 파악하여 수정 및 보완할 수 있는 부가적 기능을 제공함으로써 그 활용성이 증대할 것으로 사료된다.

The research assesses the impact of a digital procurement (e-purjee) system for sugarcane growers in Bangladesh. The system itself is simple, transmitting purchase orders to local farmers via SMS text notification. It replaces a traditional paper-based system fraught with low reliability and delivery delays. Applying expected value theory, and using decision tree representations to depict growers' decision-making complexity in an information-asymmetric environment, we compute outcomes for the strategies and sub-strategies of ICT vs. traditional paper-based order management from the sugarcane growers' perspective. The study results show that the digital procurement system outperforms the paper-based system by tangibly reducing growers' economic losses. The digital system also appears to benefit growers non-monetarily, because of reduced uncertainty and a higher level of perceived fairness. Sugarcane growers appear to value the non-monetary benefits even higher than the economic advantages of the e-purjee system.

국내 건설산업에서 건설사업관리(CM)의 활성화 논의가 활발하게 진행되고 있는 가운데 최근 민간 및 공공부문에서 CM사업이 점차 증가하고 있는 추세이다. 공공부문의 CM사업은 강제사항이 아닌 임의사항인데도 불구하고 증가 추세를 보이고 있다는 것은 주목할 만한 특징이다. 공공부문 중 특히 지방자치단체 CM사업이 중앙정부에 비해 활발하게 발주되고 있으며, 본 연구의 목적은 최근 7년간 발주된 지자체 CM사례를 채택 동기의 관점에서 분석하여 주요 특징과 시사점을 도출하는 것이다. 지자체 사례를 중심으로 CM채택 동기에 대한 분석을 통해 특징과 시사점을 도출하는 것은 공공 발주자 CM수요의 특징을 이해하고 공공부문에서 CM활성화의 방향성을 모색한다는 측면에서 중요한 의의를 지닌다.

최근 건설업의 불황에도 불구하고 고유가에 힘입어 해외 플랜트 시장 특히, 중동의 플랜트 시장은 크게 호황을 이루고 있다. 이는 고유가를 바탕으로 한 중동의 여러 국가에서 대규모프로젝트를 계속적으로 발주를 하고 있어 국내 건설사들은 이러한 플랜트 수주를 통하여 건설 불황을 타개하려 하고 있다. 현재에는 플랜트 시장이 전반적으로 호황을 이루기에 국내 건설사들이 해외 수주를 하는데 있어 큰 어려움을 겪지는 않고 있으나, 고부가가치이며 수익성이 높고 고도의 기술력이 요구되는 원천기술은 선진 엔지니어링 회사에서 과점 형태로 시장을 점유하고 있어 우리와 같은 후발 주자들은 단시간 내에 그 대열에 합류하기란 큰 어려움이 예상된다. 따라서 본 연구에서는 국내 기업의 경쟁력을 강화시키기 위한 방안으로써 플랜트 공사 구매조달 시 담당자의 지식 및 업무능력 범위 내에서 업무가 수행되는 것을 시스템화하여 모든 구매조달 관련자가 선진 수준에서 업무를 수행할 수 있도록 하는 구매조달 시스템과 이에 연계해서 자원 운영을 최적화 효과를 얻을 수 있도록 현장 내 자재 관리 시스템을 구축을 제시하려 한다.

Based on the innovation literature, this study has identified nine variables under three categories (technological, environmental, and organizational contexts) and evaluated their influence on e-marketplace adoption and diffusion within organizations. We have also assessed whether level of e-marketplace diffusion is related to the procurement performance of the purchasing organizations.

최근 도심지 고층건축공사가 증가하면서 건설자원의 효율적인 관리가 중요시되고 있으나 현재 국내 건설현장에서 건설자재의 공급에 대한 많은 문제점을 가지고 있다. 공정과 연계되지 못한 자재의 조달 및 양중은 현장 내 재고 증가 및 작업지연을 유발하면, 복잡한 정보전달 체계는 관련 작업의 의사결정의 지연의 원인으로 작용하여 결과적으로 공사기간에 절대적인 영향을 미치고 있다. 따라서 공정진행을 고려한 조달 및 양중작업에서 각 공사담당자간의 효율적인 정좌전달 체계의 구축은 효과적인 공사수행을 위해 필수적이다. 본 연구에서는 사례조사를 통해 건설자재의 조달 및 양중작업의 문제점을 분석하여 가치흐름분석을 통해 구체적인 낭비요소를 추출한 뒤, 공사참여자간의 의사소통 체계를 구축 및 양중계획 업무흐름 개선방안을 제시하였다. 개선방안은 web을 기반으로 한 조달 및 양중시스템의 전반적인 체계로서 활용될 것이다.

Resource procurement is an important management area because cost of resource covers 40％ of total construction project cost and resource delivery has direct relationship with project performance. Integration of cost provides various potentials for effective and efficient project control. This study investigates the usefulness of time in resource procurement management focused on materials. These days, construction projects have characterized manufacture because of industrialization and component. Therefore, application of systematic resource planning has been requested in the construction. There are many companies conducting procurement of resource on the web by applying MRP, ERP etc. in the construction. However, in applying them in the construction yet, there is obstruction. MRP has the character doing its function under accurate cost prediction of resource. But prediction of resource is difficult in industry mechanism of the construction. If accurate cost prediction of resource is possible in the construction, it will be expected to reduce cost of procurement of resource substantially by applying successful resource planning model in the manufacture. On the basis of recent current, the purpose of study is to present procurement of resource system that period observance of construction and minimization of stock is possible by reflecting accurate lead-time to apply proactive thought to be able to cope with alteration of construction schedule efficiently in analyzing resource planning of the construction site.
