  • Procurement and lifting scheduling of modules and resources in modular construction, where modules that are manufactured from factory are delivered and assembled on site, is a crucial factor that determines the efficiency of the whole construction. However, previous studies have barely acknowledged the significance of resource procurement process and lifting of modules in modular construction. Therefore, this research aims to derive factors that are in need of improvement for successful implementation of procurement and lifting efficiency, and visualize them according to their importance and performance on improvement through IPA(Important Performance Analysis).

  • As e-Commerce and national public procurement have been enabled, needs of supplier management and evaluation system for national public procurement has been growing. Enterprises have constructed and operated supplier relationship management system, in order to automate and increase their supply chain processes by managing the strategic assessment of relationships with external partners. Recently, PPS(Public Procurement Service) in Korea is introducing the concept of SRM to ensure the fairness of public procurement and to strengthen the competitiveness of the national public procurement and public procurement. For this purpose, it is necessary to establish supplier evaluation management and decision support process to allow a transparent supplier selection. In this paper, we present an evaluation method for transparent and objective public procurement. We also present a method for purchase decision support.

  • As a recent global trend, the majority of mega-size plant projects are delivered through EPC (Engineering, Procurement and Construction) contracts, where a single contract is awarded for engineering, procurement, and construction. Under this contracting mechanism, it is challenging for contractors to carry out the projects under traditional project management processes used in design-bid-build projects. A new EPC Plant, the POSCO Special Steel Plant in Changwon, was built successfully at the beginning of 2012 and it is currently in full-scale production. The project has encountered a number of major difficulties however, with some technical and managerial issues through its development process. As summarized in this paper, the authors (as project participants with the contractor) investigated it as a post construction analysis and recorded the Lessons-learned for future project management improvement.

  • Recently, the construction industry has been pursuing the rationalization of its various systems through informatization. Procurement is a highly important element of the construction process, as it is directly related to the cost and quality of a construction project. In addition, procurement management of resources is in an indivisible relation, so that it is significant to link each other effectively. This study proposed construction activity and basic data connected to cost summary work for the categorization and utilization of resources. This study connected that activity to detailed items of material and labor cost, and proposed a procurement planning model of resources by activity that can utilize all resources and information. In addition, this model can classify resources and information by various forms. We found that the utilization of this procurement planning model will be higher because it can grasp various problems that occur in the passive procurement and provide additional functions that can be modified.

  • The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.

  • The aim of this paper is to investigate how the public procurement policy exerts an effect upon the technology innovation of the firm and to make alternative proposals how to reinforce the effect. Although the pubic procurement process based on its monopsonic idiosyncrasy implies the means to lead the firms' supply function, the present system has contributed a little to accelerate the technology innovation. In fact, the system is lacking of the evaluation capability referring to the technological computer among the bidding films. So as to reinforce the function of technology innovation of the public procurement policy, it is necessary to improve the procurement institutions, in particular bidding and contract system. Finally, the paper propose, on the on hand, to enlarge the application range of the total bidding system in order to apply more strictly the technology evaluation standards on bidding, and on the other hand, to multiply the competitive proposal and the incentive contract type.

  • Inadequate cost management has widely been recognized as one of the most problematic areas in the Korean construction industry as many believes that public cost references are not reasonably reflecting the market conditions. 'Total Project Cost Management Guideline' developed by Ministry of Economy and Finance(MOEF) to govern public budget control has been identified as one of the main reasons for this problem. This study attempts to thoroughly review 'Total Project Cost Management Guideline' itself and quantitatively analyze the impact of it on project cost during procurement process. Different procurement methods are considered including turnkey & alternative, private contract, qualification examination, and lowest price bidding system in this quantitative impact analysis of 'Total Project Cost Management Guideline'. Analysis results shows that this governmental process works mainly as a constant cost-cutting tool throughout the procurement process.

  • This paper tried to find how the characteristics of purchasing items would have influence on the relational e-procurement. The characteristics of purchasing items include the importance and the complexity of purchasing items. In order to define these characteristics, this paper reviewed various literatures about purchasing strategies. The empirical analysis through the multi-nominal logistic regression shows that the importance of items has influence on relational e-procurement, while the complexity of purchasing process has little influence. And also, the relational e-procurement through EDI as a long term buying relationship is being converted toward the exchange through purchasing sites.

  • Since the year of 2003, the overseas plant market has grown by an average of 6% per year. It is because of the increase of oil-money, economic growth of BRICs, and the result of heavy competition among the countries which demands a great amount of resources for the purpose of resource securing. Such a situation is expected to be continued for a while. The procurement is one of critical functions for successful completion of a plant project. For effective procurement, it is required to manage vendor's information efficiently. But most of the vendor management systems deal with simple general information and performance data about vendors. In this sense, this paper proposes a vendor management system which can be used within a decision-making system. The system uses existing DB and makes the close relationship with the vendors. This paper will also reduce risks and difficulties in the process of selecting the proper vendors and will increase efficiency of procurement process in electronic bidding between companies.

  • The purpose of this study is to propose a new process model for architects and suppliers in AEC(Architectural, Engineering and Construction) industry, which comes from its utilization of a distributed database. Information used by participants of this process is not held in one singular application sewer, but in tile databases of multiple participants. This study addresses the problem of coping with dynamic information changes that architects face when designing with increasingly time-sensitive product information from multiple suppliers. It also describes the new distributed architecture for design representation, and outlines a corresponding process model to address the needs architectural designers during design and procurement phases. The feasibility of the process was tested in a prototype system that combines existing technologies, which allows for an objects transfer from the Web to the CAD application.
