This study aims to investigate the effects of e-purchasing on increasing transparency, expanding market access, and the efficiency of the government procurement process. This study also investigates how transparency of the procurement process, improved market access and the efficiency of the procurement process in e-purchasing will decrease the level of fraudulent government procurement in Indonesia. The questionnaires were distributed to the Procurement Service Units (ULP) of Local Governments through email. There are currently 542 ULPs in Indonesia based on the data of the Government Procurement Policy Institute (LKPP). However, only 520 ULPs had their email addresses traced, 120 ULP returned the questionnaires and the response rate is lower than it was expected. The data research was analyzed by a structural equation model (SEM) by using WarpPLS 7.0. The results reveal that the e-purchasing effect on the transparency, the expansion of market access, and the efficiency of the government procurement process. The other findings show the negative effect between efficiency in government procurement and fraud in government procurement. The findings of this study suggest that efficiency in the process of government procurement will minimize fraud in government procurement. However, transparency in government procurement and the expansion of market access was not sufficient to minimize fraud in government procurement.

This paper deals with the collaborative procurement process in a two-echelon supply chain that a manufacturing company and a contractor are connected through the information system. The real time information about inventory and production processing becomes available through this information system. We raise two issues related to the collaborative procurement process. First, we propose a VMI(Vendor-Managed Inventory) type of the procurement policy which focuses on the cost minimization for the total supply chain rather than individual companies. Second, based on the simulation study, we demonstrate that a collaborative procurement process is more cost-effective over classical procurement processes such as (Q, r). The result obtained in this paper can be applied to the quantitative evaluation of the cost saving effect when companies build the information sharing based, collaborative procurement system.

국제 고유가에 힘입어 최근 중동의 산유국 중심으로 신규 사업 잘주가 이어지고 있다. 플랜트 산업은 엔지니어링(Engineering)과 조달(Procurement), 시공(Construction)이 융합된 복합산업(EPC)으로 고부가가치 산업이다. 또한 조달부문이 전체 사업비 규모의 70% 이상을 차지하므로 구매조달의 성패가 사업의 성패로까지 이어진다. 그러나 해외에서 다양한 사업참여 주체에 의해 수행되는 사업특성 상 구매조달 업무흐름 전체를 파악하고 원활히 사업을 수행하기란 어려운 실정이다. 따라서 최근 구매 및 조달 업무의 합리화를 통한 이윤창출 노력이 이어지고 있다. 본 연구에서는 해외 프로젝트를 수행하는 국내 주요 건설회사의 기존 구매조달 업무프로세스를 조사${\cdot}$분석하여 적정프로세스를 도출하였다. 또한 업무 프로세스상의 정보 및 문서의 입출력 정보를 분석하였다. 본 연구의 결과는 향후 해외 사업에 참여하게 되는 신규 업체의 인력 교육과 실무 활용에 이해를 도울 수 있는 자료로 활용될 수 있을 것으로 기대하며, 구매조달 업무 시스템 개발을 위한 자료로 활용될 수 있을 것이다.

Nowadays many enterprises build e-procurement systems. An e-procurement is a Web-based procurement process and its functionalities are considered important in the B2B e-commerce. Buyers should select competent suppliers for a successful e-procurement. Therefore, this study proposes a method using the analytic hierarchy process(AHP) for building a Web-based supplier selection system. In detail, the purpose of this study is (1) to review methods previously used when buyers selecting suppliers and to extract important selection criteria： (2) to explain extended AHP method adopted by this study among supplier selection methods： (3) to describe the supplier selection steps using extended AHP ： and (4) to propose a decision support system embedding the methodology described above. The proposed system comprises of three phase： first phase is to evaluate suppliers on enterprise level： second phase to evaluate them on each transaction level： third phase to post-evaluate them.

In the plant industry, the share of equipment accounts for 45 ~ 75%, which is very high. It is a traditional plant centered on processes and reactions like petroleum and chemical plants. Renewable energy generation plants such as wind power generation and solar power generation are equipment-centric plants. Equipment-centric plants are very important not only in the EPC phase but also in the operation and management phase. The procurement of equipment for plant operation and management can be divided into make and buy. Make is a method of producing equipment itself, and buy is a method of procuring equipment from the outside. The procurement method of the equipment directly affects the plant operation and management cost. In this study, the decision making of equipment procurement method for plant operation and management is defined as 4 phase. Each phase is selection of procurement decision-making objects, technology strategy perspective, finance perspective, and production perspective. In detail, we defined selection process of procurement decision-making objects and technology strategy perspective process. We will contribute to the enhancement of the competitiveness of the plant operation and management area by carrying out researches on the process and application examples of financial and production perspectives in the future.

In the plant EPC project, the procurement work can be considered as the most important part that affects the success or failure of project as it has the closest mutual influence in every execution process of the project. Procurement takes up generally 60% ~ 70% of the entire project budget and the current trend of plant EPC project becoming larger in scale and a variety of process technology being applied. So, it is needed to identify the risks that are expected to occur according to the stages of procurement work, namely, proposal stage, manufacturer selection and purchasing agreement stage, expediting the process management of manufacturer stage, inspection stage and logistics & transportation stage. The management of observation and control of the risks should be performed with the response techniques which are 'avoid',' transfer'and' mitigate'.

방대한 규모와 복잡한 프로세스로 구성된 공공조달의 혁신성과를 평가하기란 매우 어려운 문제이다. 기존의 프로세스 혁신 평가는 주로 설문 및 인터뷰, 그리고 운영데이터를 분석한 정성적, 또는 통계적인 정량적 방법들이었다. 이에 본 연구에서는 공공조달 프로세스를 복잡계로 보고 이에 대한 시뮬레이션 방법으로 멀티에이전트시스템(MAS)을 이용하여 공공조달 프로세스 혁신효과 평가모델을 개발하였다. 그리고, 개발된 MAS 기반의 공공조달 혁신평가 모델을 우리나라 조달청의 G2B(나라장터, KONEPS) 시스템에 적용하여 혁신효과를 평가하였다. MAS 시뮬레이션 도구는 Northwestern University에서 개발된 Netlogo Version 4.1.3을 사용하였고, 모델링에서는 에이전트 정의, 에이전트 행동특성 정의, 에이전트 관계 정의의 세단계로 진행하였다. 첫째, 에이전트 정의에서는 에이전트가 될 대상을 선정하고, 에이전트가 가진 속성과 변수들을 정의하였다. 둘째, 행동특성 정의에서는 각 에이전트의 행동계획 및 자원할당을 설정하였고, 셋째, 관계정의 단계에서는 상태변화에 따른 행동 규칙을 설정하였다. 또한 프로세스 혁신의 목적에 맞는 성과를 측정하기 위하여 혁신 효과평가항목을 선정하였고, 데이터는 조달청의 협조를 통해 DB 데이터와 설문데이터를 활용하였다. 이를 통해 프로세스 전체 및 프로세스별 절감시간과 업무량의 절감율을 측정하였다. 실험결과 전체 프로세스의 효율성이 증대되었으며 '평균 업무처리 건수'의 절감율이 92.7%, '평균 업무처리 시간'의 절감율이 95.4%로 나타났다. 즉 공공조달분야는 G2B 시스템 도입을 통해 프로세스 혁신을 추진한 결과 매우 높은 효율성이 제고된 것으로 분석되었다. 또한 본 연구를 통해 '계약'과 관련한 업무프로세스에서 추가적인 개선이 이루어질 경우 프로세스 혁신효과가 더욱 향상될 수 있는 것으로 분석되었다. 본 연구는 MAS를 이용하여 프로세스 개선효과에 대한 평가모델을 제시하고 분석했다는데 의의가 있다.

국내의 SOC 사업은 효과적 인 사업운영이 이루어질 수 있는 업무추진 절차와 체계가 미비하여 사업수행 과정에서 많은 문제점들이 도출되고 있다. 따라서 SOC사업 전 단계의 기능별로 업무절차를 정형화하고 시스템적으로 체계화하여 효과적인 사업관리가 이루어질 수 있는 기반 구축이 절실하다. 본 연구는 SOC 사업의 조달관리 단계를 중심으로 기존의 프로세스를 규명하고 문제점들을 도출하는 것을 주 목적으로 하고 있으며, 향후 연구를 위해 효과적 인 조달관리 프로세스 모델을 구축하기 위한 기본 방향을 제시하였다. 이를 통해 효율적인 SOC 사업 추진을 위한 기반을 마련할 수 있도록 하고 관련 업무와의 연계를 통해 통합된 관리체계를 구축할 수 있도록 한다. 본 연구에서는 기존의 조달관리 프로세스를 인천국제공항의 사례를 중심으로 조사하여 IDEFO 모델링 기법을 이용하여 분석하였으며, 설문 및 면담조사를 수행하여 현행 조달관리 프로세스에 대한 문제점을 도출하여 체계적인 조달관리 프로세스 모델 구축을 위한 방향을 제시하였다.

This paper empirically examined the relationships between the characteristics of purchasing items and the effective e-procurement strategies. We found that the importance of items has influence on the effective e-procurement, while the complexity of purchasing process has little influence. This fact exhibits the automation of transactional process has little influence on carrying out e-procurement. We also found, companies prefer the horizontal e-marketplace to the vertical e-marketplace. In addition, companies want to purchase through the e-bidding or reverse auction for lower prices.

The purpose of this study would like to investigate the critical success factors of the e-procurement which means on-line purchase of goods and services for organizations. This action represents one of the largest expense items in a firm's cost structure. In order to draw CSFs of e-procurement system, we have surveyed questionnaire to the related firms. The basic variables used in this survey are taken from many precedent researches in relation to the e-procurement. On the other hand, the research data is collected from companies which had used the MRO e-marketplace. Through factor analysis of those data, four-factor resulted as follows: (1) factor one suggests the rationalization of the firm's management of its suppliers; (2) factor two calls for redesigning affected business processes and influencing end-user/employee procurement-related behaviors; (3) factor three refers to carefully orchestrating an e-procurement technology planning process with one's suppliers and using intelligence in designing the software and mining the data it produces; and (4) factor four relates to selecting an e-procurement solution and/or simultaneously participating in a number of electronic environments supporting e-procurement. In conclusion, these four factors are regarded as critical success factors for the application of e-procurement system and then suppliers should take care the effective planning of e-procurement structure.
