This study suggests an imported coal procurement model that simultaneously considers the risk factors of coal price, ocean freight rate and foreign exchange rate. In addition, it quantitatively analyses the superiority of this model compared to the previous one m terms of procurement cost saving and stabilization. According to the empirical results, a separate hedging could stabilize the procurement cost flow, but this is not the end of story. That is, a complex hedging would reduce the standard deviations of cost flow. Thus, one could improve hedging effects by fully considering the inherent variance-covariance relationship among coal price, ocean freight rate and foreign exchange.

This article analyzes the effects of regulation that restrict the conglomerate firms to participate in the public procurement of software. The regulation was implemented in 2013, and this article analyzes five years of firm performance before and after 2013 through DID (difference-in-difference method). In particular, this article analyzes how restrictions on conglomerate firms' participation in public software procurement affect middle and small firms performance. As a result, small-size firms achieve relatively positive results in private sector revenues compared to mid-size firms. However, there was no significant difference between the mid-size and small-size firms in profit margin. This study implies that the new policy is needed to improve the small and medium-size firms revenues on the private market by leveraging the public procurement market which restricted the conglomerate firms to participate. This can be done by complementing the regulation in line with servitization paradigm.

Resource procurement is an important management area because cost of resource covers 40％ of total construction project cost and resource delivery has direct relationship with project performance. Integration of cost provides various potentials for effective and efficient project control. This study investigates the usefulness of time in resource procurement management focused on materials. These days, construction projects have characterized manufacture because of industrialization and component. Therefore, application of systematic resource planning has been requested in the construction. There are many companies conducting procurement of resource on the web by applying MRP, ERP etc. in the construction. However, in applying them in the construction yet, there is obstruction. MRP has the character doing its function under accurate cost prediction of resource. But prediction of resource is difficult in industry mechanism of the construction. If accurate cost prediction of resource is possible in the construction, it will be expected to reduce cost of procurement of resource substantially by applying successful resource planning model in the manufacture. On the basis of recent current, the purpose of study is to present procurement of resource system that period observance of construction and minimization of stock is possible by reflecting accurate lead-time to apply proactive thought to be able to cope with alteration of construction schedule efficiently in analyzing resource planning of the construction site.

This paper tried to find how the characteristics of purchasing items would have influence on the relational e-procurement. The characteristics of purchasing items include the importance and the complexity of purchasing items. In order to define these characteristics, this paper reviewed various literatures about purchasing strategies. The empirical analysis through the multi-nominal logistic regression shows that the importance of items has influence on relational e-procurement, while the complexity of purchasing process has little influence. And also, the relational e-procurement through EDI as a long term buying relationship is being converted toward the exchange through purchasing sites.

Improving long-term performance in highway projects is an imperative goal for public administrations. Project delivery and procurement methods might provide an opportunity to align design and construction processes with this goal. Previous studies have explored whether project delivery methods impact the long-term performance of highway projects. However, these studies did not focus specifically on how core elements within the procurement might relate to long-term performance. Thus, this research aims to fill this gap by exploring to what extent and how long-term evaluation criteria are considered in design-build best-value procurement of highway projects. To this end, content analysis was conducted on 100 projects procured between 2009 and 2019 by 19 DOTs across the U.S. The analysis of 365 evaluation criteria found that (1) roughly 11% of them related to long-term performance. (2) The weight given to these criteria in the overall technical proposal was lower than 30%. (3) Sixty-five percent (65%) of long-term evaluation criteria focused on design while 15% related to materials and technology, respectively. The results of this study are a first steppingstone to initiate a deep exploration of the relationship between procurement practices and actual project performance. Currently, with sustainability and life cycle assessments being top concerns in infrastructure projects, this line of research might be of particular interest to DOTs and highway agencies across the U.S. and worldwide.

The Taiwan government agencies have been promoting e-commerce for the construction industry with several initiatives since 2000. The development of standards for the procurement information exchange among government agencies, construction firms, and suppliers for the construction industry is one of the major initiatives and begins to produce tangible results. This paper reviews the effort for developing the information exchange standards and compares the development strategies used in different segments in the supply chain. Lessons learned during the development course are also discussed.

In automobile company it is needed to establish the collaborative relationship between the assembly company and the part manufacturing company. In this paper we established the improvement for the procurement logistics and logistics in assembly company and thus we derived the near optimal procurement cycle through the simple EXCEL simulation and the improved inventory management method for H automobile company in CHINA. At this time we adopted the pull manufacturing process instead of push manufacturing process. We resulted that the manufacturing activity of both companies was stabilized and the usage of storage area in assembly company was reduced by 50%, especially it was reduced by 100% in the case of directly delivering the parts to assembly line through the third party logistics company.

The research assesses the impact of a digital procurement (e-purjee) system for sugarcane growers in Bangladesh. The system itself is simple, transmitting purchase orders to local farmers via SMS text notification. It replaces a traditional paper-based system fraught with low reliability and delivery delays. Applying expected value theory, and using decision tree representations to depict growers' decision-making complexity in an information-asymmetric environment, we compute outcomes for the strategies and sub-strategies of ICT vs. traditional paper-based order management from the sugarcane growers' perspective. The study results show that the digital procurement system outperforms the paper-based system by tangibly reducing growers' economic losses. The digital system also appears to benefit growers non-monetarily, because of reduced uncertainty and a higher level of perceived fairness. Sugarcane growers appear to value the non-monetary benefits even higher than the economic advantages of the e-purjee system.

The procurement of generation and transmission/Distribution capacity in vertically-integrated electric industry is sufficient by facility construction in suitable time. However, the introduction of competitive electricity market increase the efficiency of availability for facilities and fuels. As a result, long-term capacity procurement is required for stable demand-supply balance since it is expected to maintain their generation capacity at a minimum for profit maximization. In this paper, a new long-term capacity procurement mechanism is proposed, which is able to assure supplemental contribution in competitive electricity market.

F&B(food and beverage) in accommodation industry is a key service that determine the satisfaction of customers in tourism industry. As the importance of the management of quality gets increasingly highlighted in service industry, the innovation in the management of service quality and satisfaction in tourism industry is gaining high attention. In this research, we focused on the improvement and innovation of the management of procurement process for F&B service based on the smart use of information technology. A case and scenario analysis of the improvements in the management of procurement process is performed focusing on a medium-size accommodation business. Future opportunities and potential of further IT-based innovation is discussed.
