A Comparative Analysis of Costs in Arbitration between Korea and ICC (한국과 ICC 간 중재비용에 관한 비교 분석)

  • International arbitration has been recognized as an effective dispute resolution method. Among the arbitration institutions, the ICC(International Chamber of Commerce) international court of arbitration is one of the most well-known and frequently chosen organizations to which international claimants have resorted, when they were confronted with international disputes. In this paper, costs in the ICC arbitration are compared with those in the KCAB(Korean Commercial Arbitration Board) arbitration. seeking efficient ways to reduce the costs while maximizing the quality of arbitral awards. Three main points about costs in the ICC arbitration and the KCAB arbitration are discussed and analysed, First, the cost structures are analysed and decomposed into manageable units. Second, the cost allocation is discussed to clarify its proportional responsibility among the arbitration parties. Third, how advances in arbitration costs are conducted is examined to explore a well established procedure of arbitration. In conclusion, the KCAB arbitration procedure has been found faster and cheaper than the ICC arbitration procedure in terms of time and costs, respectively. However, it can be cautiously suggested that the quality of arbitral awards made by the KCAB is not necessarily higher than that made by the ICC.

A FAST METHOD FOR CODEBOOK SEARCH IN VSELP CODING

  • The vector sum excited linear prediction(VSELP) coding gives high quality of synthetic speech at bit rates as low as 4.8kbps, but its computational complexity is prohibitive for real time applications. In this paper, we propose a method to reduce the computations of the VSELP codebook search procedure. The proposed method reduces the search space efficiently, before applying every linear combination of the basis vectors to the codebook search procedure. It decides whether is can fix the combination coefficient of each basis vector using heuristics so that the number of combinations decreases. It has been shown that the proposed method retains good quality of synthetic speech and reduces the computations of codebook search procedure by more than 40% of the origin.

  • This paper introduced a procedure for improving the quality of group decision making in various task types. Emphasis is placed on the construction of the optimal GDSS(Group Decision Support System) design with identifying the group decision characteristics of decision stages on the various task types. Especially, the identification of outliers and the establishment of confidence limits in group decision making were stressed. Participants in group decision making whose 'opinions fall outside the group's tolerance level are further studied to annex the source of this variation. The result showed that a preparation stage in the generating idea-type task and a illumination stage in the negotiating-type task were critical. Furthermore, the degree of the disagreement was severe in the verification and the preparation stages on group decision making. This paper developed a general procedure for improving the quality of group decision making. The procedure presented helps in identifying those stakeholders whose opinions may significantly deviate from that of the group.

  • Purpose: The purpose of this research is to propose procedure and methodology for developing failure rate databook which is suitable for Korean operation environment. Methods: To this end, we investigate failure databooks used in foreign countries and study the procedure and methodology for collecting failure data, organizing the data, estimating failure rate and summarizing results. Results: We develop the procedure of development of failure databook, the items for data collection, database schema of part details and part summary and contents of failure databook by considering the application environment in Korea. Conclusion: The results of our research could be utilized for the development of Korean failure rate databook and research of reliability prediction model and could ultimately contribute to improve the accuracy of reliability prediction.

  • A procedure for the optimal design of high quality rectifiers is introduced in this paper. The procedure is capable of producing different optimal designs for the same rectifier based on the objective performance required from that rectifier. A FORTRAN-based computer system designed to solve large-scale optimization problems was used in this work to obtain the optimal designs. The optimization program uses Wolfe algorithm in conjunction with a quasi-Newton algorithm as well as a projected augmented Lagrangian algorithm to solve the highly nonlinear optimization problem. The paper also introduces a detailed analysis and an application of the procedure on a boost-type zero-current switch (ZCS) single-switch three-phase rectifier introduced recently in the literature. The obtained results are compared with popular simulation packages (i. e. PSPICE and SIMCAD) to support the validity of the proposed concept.

  • High Efficiency Video Coding range extensions (HEVC RExt) is a kind of extension model of HEVC. HEVC RExt was specially designed for dealing the high quality images. HEVC RExt is very essential for studio editing which handle the very high quality and various type of images. There are some problems to dealing these massive data in studio editing. One of the most important procedure is re-encoding and decoding procedure during the editing. Various codecs are widely used for studio data editing. But most of the codecs have common problems to dealing the massive data in studio editing. First, the re-encoding and decoding processes are frequently occurred during the studio data editing and it brings enormous time-consuming and video quality loss. This paper, we suggest new video coding structure for the efficient studio video editing. The coding structure which is called "ultra-low delay (ULD)". It has the very simple and low-delayed referencing structure. To simplify the referencing structure, we can minimize the number of the frames which need decoding and re-encoding process. It also prevents the quality degradation caused by the frequent re-encoding. Various fast coding algorithms are also proposed for efficient editing such as tool-level optimization, multi-serve based distributed coding and SIMD (Single instruction, multiple data) based parallel processing. It can reduce the enormous computational complexity during the editing procedure. The proposed method shows 9500 times faster coding speed with negligible loss of quality. The proposed method also shows better coding gain compare to "intra only" structure. We can confirm that the proposed method can solve the existing problems of the studio video editing efficiently.

  • Improvement is required to solve problems depending on long term use of signal equipment in the existing city railroad and to raise quality of passenger services. Accordingly, for more efficient improvement, we examined the procedure of executing construction of the communication based train control system in Korean city railroads, which is globally studied. The procedure of executing construction of the system is to present a plan for construction first of ail and then to prepare a strategy for construction of the system. It is required to establish a procedure for execution in each step depending on the prepared strategy and then to establish a detailed execution plan. We studied such an execution procedure, divided the execution procedure for application of the train control system through five steps to prepare the execution procedure.

  • For situations where there are several markets with different profit/cost structures, an economic two-sided screening procedure using a correlated variable is developed. It is assumed that the performance variable and the screening variable are jointly normally distributed. A profit model is constructed which involves selling price, cost incurred by imperfect quality, and screening inspection cost. Methods of finding the optimal screening procedure are presented and numerical examples are given.

Frequency Reassignment Problem in Code Division Multiple Access Networks

  • In this paper, we present a frequency reassignment problem (FRP) that arises when we add new base stations to resolve hot-spots or to expand the coverage of a code division multiple access (CDMA) network. For this problem, we develop an integer programming (IP) model along with some valid inequalities and preprocessing rules. Also, we develop an effective heuristic procedure that solves two sub-problems induced from the original problem in repetition. Computational results show that the proposed heuristic procedure finds a feasible solution of good quality within reasonable computation time. Also, the lower bound by-produced from the heuristic procedure is quite strong.
