In addition, through interviews conducted with the counselors of these organizations, a survey has been made on whether the credit counseling provides particular functions for and increases the satisfaction of debtors. The root of Japan's large number of heavy debtors lay in that country's excessive growth of consumer financing, the increase of its use, the structural problems on the lending system of consumer financing and legal insufficiency, to name of few fundamental problems. The interviews on debtor counseling in private organizations revealed that the debtors being counseled showed a great change, due primarily to group counseling and activities, in such aspects as psychological stability, learning and understanding about heavy debts and willingness to take action for solving their own problems. In addition, regarding the aspects of time and cost, specialty, mutual exchange of experienced persons, psychological care and educational functions, the importance of the debtor counseling group's role has been established. To improve the problems of heavy debtors in Korea, there is a need to promote the importance of debtor counseling increase the interest and support of the administration, create a sense of solidarity among related organizations and promote public education on consumer credit. The support of the consumer credit industry and the development of human resources are also badly needed.

  • This study empirically studied the factors affecting the intensity of use of mobile social media and fatigue. Theories for the research framework were based on the theory of planned behavior, the theory of private information protection, the theory of flow, and the theory of process incentives. As a result of data analysis, it was found that self-efficacy, user habits, and flow experience positively influence the intensity of mobile social media use. This study assumed that personal information protection issues negatively affect the intensity of mobile social media use, but have little influence on the use intensity. The intensity of media use had a positive effect on media fatigue. In other words, when the intensity of using mobile social media increased, the feeling of fatigue increased. The expected process incentives variable did not show a moderating effect between media use intensity and social media fatigue. The findings will have implications for social media-related companies and organizations that want to use social media tools for business and public services.

  • The U.S. Forest Service administers the world's largest forestry research organization. From its modest beginning in 1876, some 30 years before the United States national forest system was established, the research branch has devoted its effort to meet current and future information needs of the forestry community of the United States, not just for the U.S. Forest Service. The research branch is one of three major administrative units of the U.S. Forest Service. The others being the National Forest System and State and Private Forestry. Currently the National Forest System comprises 155 national forests, 19 national grasslands, and 18 utilization projects located in 44 states. Puerto Rico, and the Virgin Islands. The National Forest System manages these areas for a large array of uses and benefits including timber, water, forage, wildlife, recreation, minerals, and wilderness. It is through the State and Private Forestry branch that the U.S. Forest Service cooperates and coordinates forestry activities and programs with state and local governments, forest industries, and private landowners. These activities include financial and technical assistance in disease, insect, and fire protection ; plan forestry programs ; improve harvesting and marketing practices ; and transfer forestry research results to user groups. Forestry research is carried out through eight regional Forest Experiment Stations and the Forest Product Laboratory. Studies are maintained at 70 administrative sites, and at 115 experimental forest and grasslands. All of the current sciences that composed modern forestry are included in the research program. These range from forest biology (i. e. silviculture, ecology, physiology, and genetics) to the physical, mathematical, engineering, managerial, and social sciences. The levels of research range from application, developmental, and basic research. Research planning and priority identification is an ongoing process with elements of the research program changing to meet short-term critical information needs(i. e. protection research) to long-term opportunities(i. e. biotechnology). Research planning and priority setting is done in cooperation with National Forest Systems, forest industries, universities, and individual groups such as environmental, wilderness, or wildlife organizations. There is an ongoing review process of research administration, organization, and science content to maintain quality of research. In the U.S. Forest Service the research responsibility is not completed until the new information is being applied by the various user group : I. e. technology transfer program. Research planning and development in the U.S. Forest Service is a dynamic activity. Porgrams for the year 2000 and beyond are now in the planning stage.

  • The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.
