With the goal of enforcing a municipal police system in a national scale starting from 2021, the proposal for introducing municipal police system is promoted and the private security is spotlighted as the measure for supplementing the issues for municipal police system. To solve this issue, the method of promoting and actively utilizing the private security which served as an assistant for security service into the cooperator for security service is suggested as a practical method. To analyze how police's favorable attitude toward introduction of municipal police system influence on the favorable trust toward private security system, this study conducted a survey on front line police officers and analyzed the collected data through statistical technique. As a result, the police officers favorable to introduction of municipal police system also showed positive attitude toward private security and machine security. However, the survey didn't provide significant result on labor expense. In order for the private security service to be accepted as the cooperator for security service, it is necessary to solve the labor expense issue and strengthen trust on machine security.
This study was to analyze the effect of private education expenditures on financial performance. The data from 1,669 households were taken from the Korean labor and Income Panel Study. The major findings were as follows: (1) The mean of monthly private education expenditure was 257,400 won for all households. Almost 66% of households encountered an economic burden in paying for private education. (2) The mean of financial performance in all households was 31,420,000 won and those with higher assets showed the greatest financial performance (112.8 million won net gain). (3) The variables that significantly influenced on private education expenditures and the financial performance were different in all households. (4) The relationship between financial performance and private education expenditures was verified partially. The association was proved in the middle assets group.
This paper evaluates the effects of the Basic Subsidy Program provided to families with infants cared for in private day care centers. There has been a discrepancy in the price and quality level between public and private day care centers. Public day care centers which receive government support in their labor costs are able to maintain relatively higher quality at lower price than their private counterparts, while the majority of children are cared for at private day care centers. To reduce the gap of the price and quality of care between public and private day care centers by improving the quality and decreasing the price of private day care centers, the Basic Subsidy Program was introduced in 2006 to the private day care centers. The subsidies mainly aim to improve the quality and the accessibility of child care, and encourage mothers' labor supply. For this purpose, the provision of the Basic Subsidy Program imposed prerequisites to the care providers including minimum wage and four major insurances for teachers, and child-staff ratio. I examine whether the subsidies improve the quality of care, help mothers balancing work and family, and increase satisfaction with child care from mothers' perspective. Since the outcome variables that measure the quality of care are difficult to obtain, I instead use the input variables for quality production. Child-staff ratio, teachers' welfare, and care environment are considered. The relationship between these variables and the introduction of subsidies is examined. The 2004 National Survey of Child Care and Education and the 2004 National Survey of Day Care Centers are used for the base data set. To reflect the outcomes after the Basic Subsidy Program, equivalent data sets for households and care providers are constructed by the KDI Data Analysis Unit. Using these nationally representative data sets, information regarding child care is collected. The findings show that the subsidies contribute to the quality of care improving the input variables of quality production. The welfare of teachers is improved, and the child-staff ratio significantly decreases. As a result, the usage of private day care centers greatly increases even though the price level rarely changes. However, mothers' satisfaction with child care are rarely affected by the subsidies. Although the subsidies with no eligibility criteria enlarge the recipients, the actual effects to increase maternal labor supply or to improve satisfaction is limited. Given this findings, I suggest some modifications of subsidies to raise the effectiveness of the subsidy program.
This article discussed the characteristics of several Pareto-optimal incentive contracts between owner and labor, more specifically, four situations: reporting output jointly observable by labor ana owner; reporting both output and effort; incorporating other endogenous elements (like capital) that affect the production process and Pareto-optimal fee schedules; and ascertaining the effects of private pre-decision information private- decision information, and per-contact informational asymmetries. Also presented were several extensions of the basic contractual model, and the different components of agency costs associated with labor-owner contractual relations. In a single-period model, the agency problem exists because the uncertainty prevents the owner from using the cash flow to determine unambiguously the labor's action. Holmstrom(1979) suggests that "when the same situation repeats itself over time, the effects of uncertainty tend to be reduced and dystunctional behavior is more accurately revealed, thus alleviating the problem of moral hazard. " Under these conditions, if the labor selects the first-best level of effect in each period, the cash flow will be independent and identically distributed over time. As the number of periods increases, the variance of the labows average output, if he selects the first-best level of effort in each period, gets smaller. Note that for this diversification effect to occur, it is necessary that the owner evaluate the labor's effort over the entire history of his employment, rather than evaluate each period's performance separately. Radner(1980) and Rubinstein and Yaari(1980) consider the extreme case in which there are an infinite number of observations. They show that the owner can eventually detect and systematic shirking on the part of the labor by comparing the labor's average output with what would be expected if the labor had been selecting the first-best level of effort in each period. In a dynamic model with incentive problems we have demonstrated that the labor's second-period compensation will depend on his first-period performance. This allows the owner to diversify away some of the uncertainty surrounding the labor's actions. In addition, this allows the owner to smooth the labor's income over time by spreading the risk of the first-period outcome over both periods. At least some unexplored avenves in this area invite future accounting research: situations where owner has different incompatible objectives and negotiates a contract with labor; circumstances in which owner deals with multiple objectives and negotiates contracts with several labors simultaneously; the value of costly accounting information systems and communication in establishing, Pareto-optimal incentive contracts, and the value and effects of inside information, Thorough theoretical or empirical research on each of these topics not only would increase our knowledge about the role and significance of accounting information but could also provide explanations of the inherent differences among various organizations and in their economic behavior. behavior.
This paper investigates the possibility that children in school limit their mothers' labor supply. The theoretical background for the possibility is that mothers may choose to stay home if their time and monetary inputs on children's quality investment are poor substitutes for each other. The empirical findings suggest that labor supply of highly educated women and those with high household income is relatively suppressed by their children in school.
The issue of children′s education is the most important issue for all households in Korea. It is certain that the issue of private education for children is the first issue among household′s issues. This study is to recognize the current pictures of household primate education of Korean households. Also, whether the expenditure of private education effect the economic will-being of household. The data for this study was"the 3th Korean Labor Panal", conducted by Lobor in Korea. The sample was 1950 households from the panel data. The results of this study was as following: 1. The mean of monthly private education expenditure was 149273won for all households and 217,100won for households with high school students. 2. Almost 70% households had economic burden for private education expenditure. 0% households had no economic burden. 3. The factors of influencing the level of economic burden for private education were mother′s education level, mother′s job, the number of children, living location, monthly income, total asset of household′s. The factors of influencing the amount of monthly private education expenditure positively were living in 4. The economic well-being of household was analyzed by socio-economic variables, household′s financial variables, monthly private education expenditure, the level of economic burden of private education. The primary purpose of this study is to analyze the decreasing effect of public and private income transfers on poverty rate. Two year data of Korean Labor and Income Panel Study (KLIPS, 1998, 1999) are used for the analysis, and 1/2 of median income and 1/3 of mean income are adopted to measure poverty rate. Although private income transfer contributes more to reduce the rate than the public transfer, the main effect for decreasing poverty rate is forced by the wage. Statistically significant variables that affect to the exit of poverty based on the logistic regression analysis are number of family members(-), wage(+), property income(+), social insurance benefit(+), and the transfer income(+). Therefore, the future policy should be more related with the active labor market policy for developing better human resources among the poor family.

이 연구는 선행연구를 바탕으로 아파트경비원에 대한 감정노동에 대한 경비원들의 경험을 통하여 나타나는 문제점과 이에 대한 효율적인 발전방향을 제시하는데 있다. 심층면담 범주와 결과 크게 3가지로 나누었으며 첫째. 경비원들이 인식하는 감정노동인식은 높은 것으로 나타났다. 또한 주민들의 욕설 및 인격모독에 따른 스트레스 증가로 인해 의욕저하로 이어져 왔다. 둘째, 열악한 근무환경에 따른 휴게시간이 보장되지 않으며 경비업무 외적인 업무를 더 많이 수행하는걸로 나타났다. 셋째, 입주민들의 경비업무에 대한 이해도가 낮았으며 수평적 관계가 아닌 갑을관계로 인식하는 경향도 나타났으며. 또한 거기에 따른 부당한 업무지시로 인해 높은 노동강도를 보이고 있는 것으로 나타났다. 따라서 법 개정을 통하여 인권에 사각지대에 놓인 아파트경비원을 보호할 장치가 마련되어야 할 것으로 판단되며, 입주민들의 경비업무에 대한 이해도를 높이고 나아가 처우개선 및 근무환경개선이 필요하다고 사료된다.
The purpose of this study is to analyze the performance difference between public and private hospitals. It is believed that private hospitals may have a better performance compared to public hospitals. The study support the hypothesis. By analyzing 425 acute-care hospitals in Korea, this research shows a less performance of public hospitals compared to private hospitals. Higher labor and administrative cost by public hospitals may account for the difference, and it means they are not effective at cost control. Managers in public hospitals, therefore, should pay attention on cost-reducing issues to regain managerial efficiency of organizations.
This paper undertakes an international study on impacts of private education spending on student academic performance, using the OECD's PISA 2006 data. To circumvent endogeneity of the education spending, it relies on a propensity-score matching method. The empirical results suggest thai the effect of private education spending remains only modest for all the countries examined in the PISA 2006 data. A 10 percent increase in spending leads to no more than a 0.6 percent average improvement in test scores.
