A Critical Review on the Performance and Changes of Child Care Policy in Korea (한국 보육정책의 성과와 정책변환에 대한 비판적 고찰)

  • This study investigated the performance of the child care policies implemented by the former government and analyzes some changes in child care policies by the new government in Korea. The criteria for evaluating child care policies of both governments were based on suggestions gleaned from OECD policy review papers on Early Childhood Education and Care (ECEC) in 2004 and 2006. As suggested by the OECD, the input of financial investment in public sectors, universal approaches to child care, measures of quality programs, efforts for improving the work environment of child care workers and selecting effective ways of providing financial support for child care were applied in order to evaluate the child care policies in Korea. A number of policy documents and literature published by both governments from 2003-2009 were reviewed in order to evaluate and compare the former child care policies with the more recent ones. The child care policies enacted by the former Korean government were characterized as the remarkable increases in financial investment to establish a child care infrastructure for quality programs and services, and efforts to enact universal approaches to child care, policy making based on scientific data on child care. These advances were tempered by the observation that despite all these improvements, both investment and expansion in the public child care sector were far below sufficient levels. In contrast, some changes in the child care policies by the new government were criticized in terms of weakening public child care, reinforcing private child care and it's conservative financial support system.

A Study on Inaccuracy in Urban Railway Ridership Estimation (도시철도 교통량 추정의 오차발생 요인 연구)

  • This paper analyzes the forecasting errors of traffic volumes by comparing forecasted volumes for the opening year with the observed ones in the years after the urban railway construction in the metropolitan areas. The result shows that the average inaccuracy of traffic volumes for each station was estimated at around 7.27. Based on the confirmed factors of demand estimation errors, this study seeks for an alternative method to reduce estimation errors in feasibility studies. It is noted that there is a tendency that the inaccuracy varies by regions and the longer construction period or the shorter station spacing is, the overestimation increases. If urban railway projects are proceeded as planed, therefore, the level of the inaccuracy for traffic volume forecast will be decreased. In addition, thanks to the theoretical progress, recent estimation results show higher accuracy than before. In that sense, when we introduce the new railway line, it is necessary to make an accurate and realistic demand forecast based on actual outcomes and tendency of the previous estimation. The limitation of our study is that we only cover the errors of the initial period, the opening year and deal with the exogenous variables. Further research including other variables which might be considered to cause overestimation or errors would be needed for increasing the estimation accuracy of traffic volumes.

Analysis of the Construction Plan and Enforcement Condition of the Port Circular Highway for Cargo Transportation of the Pusan Port (부산항 물동량 처리를 위한 광역배후수송도로의 건설계획과 시행실태 분석)

  • Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.

  • Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

The Effectiveness of Fiscal Policies for R&D Investment (R&D 투자 촉진을 위한 재정지원정책의 효과분석)

  • Recently we have found some symptoms that R&D fiscal incentives might not work well what it has intended through the analysis of current statistics of firm's R&D data. Firstly, we found that the growth rate of R&D investment in private sector during the recent decade has been slowdown. The average of growth rate (real value) of R&D investment is 7.1% from 1998 to 2005, while it was 13.9% from 1980 to 1997. Secondly, the relative share of R&D investment of SME has been decreased to 21%('05) from 29%('01), even though the tax credit for SME has been more beneficial than large size firm, Thirdly, The R&D expenditure of large size firms (besides 3 leading firms) has not been increased since late of 1990s. We need to find some evidence whether fiscal incentives are effective in increasing firm's R&D investment. To analyse econometric model we use firm level unbalanced panel data for 4 years (from 2002 to 2005) derived from MOST database compiled from the annual survey, "Report on the Survey of Research and Development in Science and Technology". Also we use fixed effect model (Hausman test results accept fixed effect model with 1% of significant level) and estimate the model for all firms, large firms and SME respectively. We have following results from the analysis of econometric model. For large firm: i ) R&D investment responds elastically (1.20) to sales volume. ii) government R&D subsidy induces R&D investment (0.03) not so effectively. iii) Tax price elasticity is almost unity (-0.99). iv) For large firm tax incentive is more effective than R&D subsidy For SME: i ) Sales volume increase R&D investment of SME (0.043) not so effectively. ii ) government R&D subsidy is crowding out R&D investment of SME not seriously (-0.0079) iii) Tax price elasticity is very inelastic (-0.054) To compare with other studies, Koga(2003) has a similar result of tax price elasticity for Japanese firm (-1.0036), Hall((l992) has a unit tax price elasticity, Bloom et al. (2002) has $-0.354{\sim}-0.124$ in the short run. From the results of our analysis we recommend that government R&D subsidy has to focus on such an areas like basic research and public sector (defense, energy, health etc.) not overlapped private R&D sector. For SME government has to focus on establishing R&D infrastructure. To promote tax incentive policy, we need to strengthen the tax incentive scheme for large size firm's R&D investment. We recommend tax credit for large size film be extended to total volume of R&D investment.

Study on Utilization Drones in Domestic Logistics Service in Korea (한국내 물류서비스에 드론 활용을 위한 연구)

  • Purpose - In the year of 2015 and 2016, one of the items that got attention in CES was a drone. It has been 100 years since a drone emerged, but most were used for military purposes. As its use became diverse as of 2010, it got attention of the general public. In Korea, it was in 2011 that a drone was known to the public through an aerial video shooting for television program. This study tried to come up with suggestions by comparing domestic with overseas cases, and tried to consider the related technologies and systems with applying the role of drones in logistics service. Research design, data, and methodology - The overseas cases were regarded as drone's logistical purpose. The Prime Air service by US Amazon is still not commercialized and under pre-testing due to Federal Aviation Regulations, although it started in 2013. In Germany, DHL succeeded in delivering service testing which is called Parcelcopter, but it is not commercialized yet. Other than these, there are more attempts to prepare logistics service in China with Taobao, in France with Geopost's test, and in Africa. In Korea, CJ Korea Express tested delivery with a self-developed drone Results - In order to study for utilizing drones for logistics as the prerequisites, some overseas and domestic cases, which are currently considered, were reviewed. Also, the technologies and institutional requirements to commercialize drones for logistical purpose were reviewed. The reasons for using drones in logistics is to ensure the price competitiveness by reducing cost. The empirical test also will be needed because drone pilot areas are designated by ministry of land, infrastructure and transport. Conclusions - In order to utilize drones in logistics and foster the industry, this study would like to suggest the followings. First of all, size of drones for logistics needs to be fixed and their operating system should be standardized. Centralized investment resources are needed through standardization to ensure the market occupancy. Secondly, it is necessary to get the converged businesses that do research, develop and commercialize drones with the investment of private sector. Example can be found in Korea aerospace Industries. We can respond to the rapid growth of the market with intensive investing by integrating the private sector investment. Thirdly, institutional arrangements are needed to be established quickly. In the case of high-technologies like drones, institutional support often does not follow the rapid development of the technology. The problems can be found in securing drones-only airspace, creating drone-specialized pilot's license, matters related to remote controller and complementary regulations for drones in Aviation Act. If these regulations are not prepared or complemented at the right timing, technologies cannot be commercialized even though the development is completed. Fourthly, there is a need to secure the transparency regarding possible privacy and personal information protection problem while operating drones. Finally, in order to foster this new industry, government should focus on supporting R&D more in the long term than short term outcomes.

Direction To Propel Efficient National Highway ITS According to Public and Private Traffic Information Sharing (공공 및 민간 교통정보 공유에 따른 효율적인 국도 ITS 추진방향)

  • In August 2014, the Ministry of Land, Infrastructure, and Transport (MOLIT) devised an innovative ITS measure in which private and public sectors share roles to maximize investment efficiency and effectiveness in collecting and offering traffic information that had been separately implemented by the state and private sector. The main details of the innovative measure include the following: For communication information, the information collected by the private sector is used, and the state concentrates on safety-related information collection, such as unexpected situations, including construction, accidents, and deteriorating weather conditions. Consequently, safety-related information is offered in real-time through smartphones and navigation, in addition to electric road signs that have limitations in providing unexpected real-time situations due to installation at specific spots. This study presented a connected traffic information priority coordination plan to improve the accuracy of traffic information offering by analyzing problems of related traffic information, including a general national highway case study to enhance the efficiency of national highway ITS implementation, according to actual public-private traffic information sharing. In addition, this study reviewed whether to operate or demolish the information collection equipment by analyzing traffic volume level and availability of related traffic information in the existing ITS operation sections and presented ITS collection equipment installation judgment standards based on the cases concerned.

Greenhouse Gas Reduction from Paddy by Environmentally-Friendly Intermittent Irrigation: A Review (환경 친화적인 간단관개를 통한 논에서의 온실가스 저감)

  • Irrigated and flooded rice paddy contributes to the greenhouse gas emissions (GHG) that affect climate. This in turn affects the supply and reliability of the water needed for rice production. This dynamic makes current rice production methods foreseeably less sustainable over time while having other undesirable effects. Intermittent irrigation by a means of the system of rice intensification (SRI) and alternate wetting and drying (AWD) methods was reviewed to reduce global warming potential (GWP) from 29% to 90% depending on site-specific characteristics from flooded rice paddy and analyzed to be a promising option for enhancing the productivity of water as well, an increasingly constraining resource. Additional benefits associated with the SRI/AWD can be less arsenic in the grain and less degradation of water quality in the run-off from rice paddies. Adoption and expansion of intermittent irrigation of SRI/AWD may require costly public and private investments in irrigation infrastructure that can precisely make irrigation control, and the involvement and upgrading of water management agencies and farmer organizations to enhance management capabilities. Private and public collaboration as a means of earning carbon credit under the clean-development mechanism (CDM) with SRI/AWD for industries to meet as a part of their GHG emission quota as well as a social contribution and publicity program could contribute to adopt intermittent irrigation and rural investment and development. Also, inclusion of SRI and AWD in programs designed under CDM and/or in official development assistance (ODA) projects could contribute to climate-change mitigation and help to achieve UN sustainable development goals (SDGs).

A Quantity Prediction Model for Reinforced Concrete and Bricks in Education Facilities Using Regression Analysis

  • Since the amendment of the law on the private sector investment in social infrastructure in January of 2005, the government has been actively promoting Build-Transfer-Lease (BTL) projects. Notably, most new educational facilities have been built as BTL projects. For these facilities, the unit cost per unit area has been applied to predict construction costs. However, since construction costs are mostly managed after the detailed design phase, the costs can be estimated incorrectly. For this reason, cost management is needed in the planning phase, with a sound approximate estimate to prevent the wasteful use of funds. To address this shortcoming, this study aims to develop a quantity prediction model for education facilities using regression analysis in the planning phase. The developed model is focused on the required quantities of reinforced concrete and bricks. In order to achieve the objective, the data of 44 educational facility projects collected from Gyeonggi-do was used in the regression model. This study can be utilized by major stakeholders to accurately predict construction costs by estimating the appropriate quantities of reinforced concrete and bricks in the planning design phase.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.
