교육시설 BTL 사업에서 LCC 분석의 문제점도출 및 해결방안 (Problems and Solutions of LCC Analysis in BTL Project for Education Facilities)

  • BTL 사업은 공공시설물에서 민간의 자본과 기술력을 통해 높은 성과를 낼 것으로 기대되고 있지만, VE의 최적 설계안을 선정하고 건물의 유지관리 비용 예측에 사용되는 LCC 분석은 다수의 복잡한 문제점을 가지고 있어 제한적으로 적용되고 있다. 본 연구의 목적은 국내의 BTL 사업에서 LCC 분석의 문제점을 분석하고 그 해결방안을 제안하는 것이다. 이를 위해 BTL 사업에서 주요 사업대상인 교육시설을 중심으로 LCC 분석을 두 가지 수준(대안선정 LCC와 건축 LCC)으로 구분하고, 이들의 주요 특징을 고찰하였다. 그리고 6가지 측면(비용분류체계, 수선정보, 생애주기, 비용의 시간적 가치, 수선정보 데이터베이스, LCC 분석모델)에서 사례연구를 통해 4가지 주요 문제점과 해결방안을 도출하였다. 이 연구의 결과는 민간과 공공분야 참여주체들의 중장기적인 계획과 실행에 의해 해결될 수 있을 것이다.

  • In many parts of the world, low cost housing used to be built and maintained by the governments, based on designs and detail specifications prepared by the public sector with construction carried out by contractors. Results vary due to differences in design standards, workmanship and property management, depending also on the neighbourhood's care of the estates and their pattern of usage. In the UK, where Private Finance Initiative (PFI) has been used for infrastructure projects, there have been successful cases of city estate being transformed by PFI. These PFI housing schemes involve new-build, refurbishment as well as facility management. Unlike traditional construction, which is based on prescriptive specifications, PFI housing is based on output specifications. A study has been undertaken to compare the two specification approaches as they are applied to housing estate. Results are enlightening and serve as good reference to cities such as Hong Kong SAR and Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

  • BTL projects, which has been 3 years since it was carried out in 2008, trigged the controversy on the adequacy in the calculation of disbursement for Government due to such problems as low earning rate and the burden of service level compared with the project suggestion. Thus, the purpose of this study is to offer a suggestion on the calculation system for the purpose of the standardized - expense appropriation by item and database including the antecedent study on the finance model and the feasibility in BTL projects. The system is composed of 4 steps - project management, basic database, an analysis on expense by item and the result, and an analysis on sensitivity, and it is possible to carry out a comparative analysis on single and multi alternatives by variable change along with the ground on expense calculation.

  • 아산배방 복합단지개발 PF사업의 건설사업관리는 건설에 대한 전문적인 조직 구성 및 운영에 대한 여러 가지 문제점을 해결하기 위하여 발주자의 대리인으로 프로젝트 진행 과정을 관리하는 초고층, 초대형 복합단지개발 프로젝트이다. 본 사업은 민관합동 PF사업에서 의욕적으로 CM을 도입한 사례로 그 의미를 찾을 수 있다. 즉, 발주처는 건설본부 조직을 구성하여 많은 직원을 고용하지 않고도 초대형 복합단지개발 프로젝트를 성공적으로 수행할 수 있다는 가능성을 보여준 민관합동 PF사업의 CM 적용사례이다. 이에 본 사례연구에서는 CM사가 참여하면서 시공단계 및 준공이후단계에 적용하는 건설사업관리 업무를 기준으로 작성하였으며, 이를 통하여 민관합동 PF사업에 있어서 CM도입의 필요성을 검토하고, CM 적용효과를 분석함으로써 향후 민관합동 PF사업에서 CM도입의 확대 적용에 기여하고자 한다.

IDENTIFYING CRITICAL RISKS IN PUBLIC PRIVATE PARTNERSHIP PROJECTS IN SINGAPORE

  • Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.

  • 현재 국내에서 적용되고 있는 입력중심형의 사업추진 절차(Input-oriented procurment process)하에서 민간투자사업은 민간의 창의성 도출과 민간 자본의 유입이라는 본래의 장점을 살리고 있지 못해 영국 등 선진국의 민간투자사업 등에서 추진되고 있는 성능중심적 방식(Performance(or Output)-oriented Procurement Process)의 도입이 시급한 실정이다 현재 국내에서는 민간투자사업의 본래 목적인 민간의 창의성 및 효율성으로서 인프라 서비스를 제공한다는 취지에 부합하지 못하는 면이 있다. 이러한 국내의 현황과는 달리 국외에서는 특히 영국을 중심으로 정부가 필요한 서비스를 공급하기 위한 새로운 개념으로서 서비스를 제공하기 위해 건설하는 시설물을 어떤 작업을 통하여 만드는가에 중심을 두는 것이 아니라 그 시설물이 제공하는 최종 목표인 서비스의 성능에 중심을 둔 개념으로 각 14개의 추진절차상에 성능중심적 개념을 도입하고 있다. 본 연구에서는 이러한 성능지향적 추진체계를 성능중심적 방식으로 정의하고 민간투자사업의 성능중심적 방식도입에 관한 기초연구로서 PSC(Public Sector Comparator)의 활용방안과 도입방안을 제시하였으며 향후 실질적인 도입을 위해서 기술분야와 제도 및 법령분야에서 구체적인 연구 및 실무작업이 필요할 것으로 사료되며 향후과제로 제시하였다.

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

수산업협동조합의 상호금융사업에 관한 고찰 (A Study on the Mutual Credit Work of Fisheries Cooperatives in Korea)

  • The mutual credit of Fisheries Cooperatives is reciprocal financing bring overs and shorts to settlement themselves by filling each other's needs among feeble fishermen economically. The spread of mutual credit through Fisheries Cooperatives reduces private loan dependence and private loan interest rate at fishery village, and that fills up policy financing being restricted by working scale. And seeing movement side of Fisheries Cooperatives, it has done an under board to settle self-supporting foundation of primary fisheries cooperatives early. The mutual credit deposit shows about 53 times increase past an interval of a ten years. This increase rate is an epoch-making record being unparalleled in other banking facilities except Fisheries Cooperatives. Then being unparalleled increase rate, time and savings deposits increase has been contributed a great deal than demand deposits. Thinking important function factors as mutual credit growth, we can classify interior and exterior factors. The exterior factor is income of fishery household in some measure, interior factors are the high deposits interest rate and the enlargement of facilities organization. As these, they have been in a better factors, also have been a restriction factors. The restriction factors are conflict cancellation between mutual credit and them bring into existence a village vault, mutual savings and finance companies, private finance. For the sake of continuance growth rate in mutual credit as past, we should eliminate restricted factors in growth. On the other hand the better factors in growth should be act upon affirmation side continually. Consequently under circumstances not to an amicable settlement bring the fisheries fund demand as policy financing, we should do continuous and sound development of fisheries financing by means of putting in good order of fisheries cooperatives mutual credit. Surveying a problem from these viewpoints, when we study more deep and a full into a subject about growth project of mutual credit, we think to expect continuous growth in mutual credit of Fisheries Cooperatives.

BTL과 BTO사업의 인과순환구조 분석과 경제성 비교에 관한 연구 (A Study on the Causal Loop Analysis and the Economics of BTO and BTL System of PFI)

  • PFI(Private Finance Initiative) for suppling SOC and public facilities instead of Government Infrastructure Project introduced from 1994. BTO(Build-Transfer-Operate) project had been major type of PFI system from 1994 to 2005. But after changed the Law of PFI on SOC, the BTL project newly introduced. In BTO system, the Government retrieves the investment through the operating income, but in BTL system, the government lease the facilities. As the BTO and BTL projects are widely adopted and implemented to ease the fiscal burden of government, but it has caused the tremendous fiscal burden each year over the period operation. Therefore this study attempted to analyze the question, that is, why government fiscal burden tipping? Hence, this paper, compares the difference of business structure between BTO and BTL project and explore the vicious and virtuous business structure, with the method of circular causal loop analysis. As a result, it has shown that there are some positive feedback and negative feedback loops cause the tipping and easing of government fiscal burden.

한국인터넷교환노드 성과분석에 관한 연구 (A study on Performance Analysis Affecting the Korea Internet eXchange)

  • 본 연구에서는 KIX의 성과분석을 위해, 민간기업과 정부기관 구분하여 분석하였다. 민간기업의 적용되는 BSC 성과분석 4개 관점간의 논리적 연계성(Logical Linkage)이 모든 기업에는 동일하게 적용가능하나, 정부기관에서는 4개의 관점간 논리적 연계성 확보가 곤란하다. 이러한 논리적 연계성 상실은 정부기관의 KIX 사업에 BSC 적용의 제약요인으로 작용한다. 이러한 내부와 외부 고찰 관점과 연계하여 KIX의 BSC 관점은 품질(운영)관점, 이용자(고객) 만족도 관점, 경제적 비용효과(재무)관점으로만 구분해 KIX의 BSC 성과분석의 내외부적 관점에 관한 연계모형과 BSC의 내외부적 관점을 근간으로 KIX의 성과분석 모형을 만들어 KIX 전체 사업에 대한 성과결과를 분석하였다.
