  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

  • The existing researches related to the fog have focused on mainly the fog itself and its spatial variation. This study defined the hazardous fog as the fog with visibility under 500 m which caused the severe dangerous situation on roads and might cause traffic accident due to insufficient visibility. This study aimed to develop the hazardous fog index which quantified the degree of danger and included frequency of fog, visibility and its duration. We applied the index to 3 years weather station data in Korea and the results showed the distribution of the hazardous fog and their priority in terms of safety management. This was the first study that introduced the fog index in Korea and that quantified the degree of hazardous fog. These application results were useful for identifying the dangerous area due to hazardous fog and contributing to ensure the safety of eventual road users and road authorities.

  • In this study, the water quality index was calculated using the water quality monitoring data of the major tributaries of the Nakdong River and long-term trend analysis was performed to identify the tributaries requiring priority management. We used a Real-Time Water Quality Index method implemented by the Ministry of Environment. Linear regression as a parametric method and Mann-Kendall Test and Sen Slope Test as a nonparametric method were applied for the trend analysis. The water quality index of major tributaries except for Migeon2 and Seokyo2 was in the range below Fair grade and there were no significant trends for the rest of the sites except Bukan, Chennae, Hogye, Yongdeok. Therefore, in order to improve the water quality of the main stream, management of the tributaries should be preceded.

  • Purpose: The purpose of this study is to propose the product quality satisfaction index based on multiple linear regression using customer reviews. Methods: The proposed framework is composed of four steps. First, we collect online reviews and divide it into insight phrases. The insight phrases are classified using product attribute dictionary and sentiment analysis is conducted. Second, the importance of attributes is calculated in consideration of both regression coefficient and frequency. Third, the positive rate is calculated concerning sentiment analysis result. Therefore, the quality satisfaction index is measured by the weighted sum of importance and positive rate in the last step. Results: We conduct a case study using 2-years(2020, 2021) of Samsung TV reviews to confirm the effectiveness of the proposed methodology. As a result, we found that Picture quality is the most crucial attribute in TV evaluation. The importance of Gaming and content has grown up as the positive rate has also increased. Therefore, the overall satisfaction of TV has increased in 2021 compared to 2020. Conclusion: The result of this study shows that the proposed index reveals the customer's mind efficiently and can be explained by the importance and positive rate of each attribute. By using the proposed index, companies are able to improve and the priority of improvement can be determined.

  • In this study, management index method has been developed to estimate the level of deterioration, applied to Cheongju city, and compared with the previous estimation methods of deterioration level of water distribution system. From the results, distribution systems of Yullyang, Naedeok1 and Yongam2 are found to be seriously deteriorated. And it was also found that probability of pipe breakage was estimated as 3.21%, 4.64% which is highest level at the steel pipe of 200 mm and 300 mm diameter. It was found that risk degree was estimated as 0.2609, 0.2644 by using management index method in Naedeok1 which is the most dangerous distribution system in the city. It was also found that results of risk analysis by management index method have been similar with the results of safety analysis by reliability method and indirect estimation method of deterioration level. Therefore, newly developed management index method can be applied and may be useful to the estimation of deterioration level for the future maintenance and management of water distribution system.

  • The purpose of this study is to classify the quality attributes of service quality for the elderly in public libraries, derive satisfaction coefficients and dissatisfaction coefficients, and present the priority improvement of service quality. To this end, a survey was organized with 22 questions from LibQUAL+ for elderly users who use library in uiseong-gun, gyeongsangbuk-do. Quality factors for service were classified into three areas of LibQUAL+ based on the kano model, and the satisfaction index and dissatisfaction index felt by users for each service quality were calculated through timko's customer satisfaction coefficient. Based on this, a Potential Customer Satisfaction Improvement index (PCSI index) was obtained to determine how much user satisfaction can be improved when actual requirements are met. As a result of classification of quality attributes of service quality, it was classified into 9 attractive quality, 7 one-dimensional quality, 1 indifference quality, and 5 must-be quality. In the improvement ranking for service, the first place was 'making electronic resources accessible from my home or office', the second place was 'print and/or electronic journal collections I require for my work' and the third place was 'a library web site enabling me to locate information on my'. It is expected that the study results can be used to present quality factors that should be managed and improved first when providing services for the elderly.

  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.

  • Objectives: This study was conducted to evaluate the vulnerability of the human health sector to $PM_{10}$ due to climate change in Incheon over the period of 2005-2014. Methods: Vulnerability to $PM_{10}$ consists of the three categories of climate exposure, sensitivity, and adaptive capacity. The indexes for climate exposure and sensitivity indicate positive effects, while adaptive capacity shows a negative effect on vulnerability to $PM_{10}$. The variables in each category were standardized by the rescaling method, and respective relative regional vulnerability was analyzed through the vulnerability index calculation formula of the Intergovernmental Panel on Climate Change. Results: Regions with a high exposure index were the western and northern urban areas with industrial complexes adjacent to a highway, including Bupyong-gu and Seo-gu. Major factors determining the climate exposure index were the $PM_{10}$ concentration, days of $PM_{10}$ >= $100{\mu}g/m^3$, and $PM_{10}$ emissions. The regions showing a high sensitivity index were urban regions with high populations; these commonly had a high mortality rate for related diseases and vulnerable populations. Conclusions: This study is able to support regionally adjusted adaptation policies and the quantitative background of policy priority since it provides information on the regional health vulnerability to $PM_{10}$ due to climate change in Incheon.
