This study simulates the dam break situation by a probable maximum precipitation of Soyang-River Dam using HEC-HMS model and HEC-RAS model and compares the simulated results. The probable maximum precipitation was calculated using the flood event of the typhoon Rusa occurred in 2002 and using the mean areal precipitation of the Gangreung region and the moisture maximization method. The estimated probable maximum precipitations were compared for the duration of 6, 12, 18, and 24 hrs and were used as input data for the HEC-HMS model. Moreover, the inflow data calculated by HEC-HMS were utilized as ones for HEC-RAS, and then unsteady flow analysis was conducted. The two models were used for the dam break analysis with the same conditions and the peak flow estimated by HEC-HMS was larger than that of the HEC-RAS model. The applicability of two models was performed from the dam break analysis then we found that we could simulate more realistic peak flow by HEC-RAS than HEC-HMS. However, when we need more fast simulation results we could use HEC-HMS. Therefore, we may need the guidelines for the different utilizations with different purposes of two models. Furthermore, since the two models still include uncertainties, it is important to establish more detailed topographical factors and data reflecting actual rivers.

The objective of this study is to propose a new method to determine the drought event and the design drought severity. In order to define a drought event from precipitation data, theory of run was applied with the cumulative rainfall deficit. When we have a large amount of rainfall over the threshold level, in this study, we compare with the previous cumulative rainfall deficit to determine whether the drought is relieved or not. The recurrence characteristics of the drought severity on the specific duration was analyzed by the conditional bivariate copula function and confidence intervals were estimated to quantify uncertainties. The methodology was applied to Seoul station with the historical dataset (1909~2015). It was observed that the past droughts considered as extreme hydrological events had from 10 to 50 years of return period. On the other hand, the current on-going drought event started from 2013 showed the significantly higher return period. It is expected that the result of this study may be utilized as the reliable criteria based on the concept of return period for the drought contingency plan.
The Doam watershed is located at alpine areas and the annual average precipitation, including snow accumulation, is significant higher than other areas. Thus, pollutant laden runoff and sediment discharge from the alpine agricultural fields are causing water quality degradation at the Doam watershed. To estimate soil erosion from the agricultural fields, the Universal Soil Loss Equation (USLE) has been widely used because of its simplicity to use. In the early spring at the Doam watershed, the stream flow increases because of snow melt, which results in erosion of loosened soil experiencing freezing and thaw during the winter. Also, extremely torrential rainfall, such as the typhoons 'RUSA' in 2002 and 'MAEMI' in 2003, caused significant amounts of soil erosion and sediment at the Doam watershed. However, the USLE model cannot simulate impacts on soil erosion of freezing and thaw of the soil. It cannot estimate sediment yield from a single torrential rainfall event. Also, it cannot simulate temporal changes in USLE input parameters. Thus, the Soil and Water Assessment Tool (SWAT) model was investigated for its applicability to estimate soil erosion at the Doam watershed, instead of the widely used USLE model. The SWAT hydrology and erosion/sediment components were validated after calibration of the hydrologic component. The R$^2$ and Nash-Sutcliffe coefficient values are higher enough, thus it is found the SWAT model can be efficiently used to simulate hydrology and sediment yield at the Doam watershed. The effects of snow melt on SWAT estimated stream flow and sediment were investigated using long-term precipitation and temperature data at the Doam watershed. It was found significant amount of flow and sediment in the spring are contributed by melting snow accumulated during the winter. Two typhoons in 2002 and 2003, MAEMI and RUSA, caused 33% and 22% of total sediment yields at the Doam watershed, respectively. Thus, it is recommended that the SWAT model, capable of simulating snow melt, sediment yield from a single storm event, and long-term weather data, needs to be used in estimating soil erosion at alpine agricultural areas to develop successful soil erosion management instead of the USLE.
On 20 January 2017, the fresh snow cover which is more than 20 cm, accompaning with lightning occurred over Yeongdong coastal region for the first 3-hour of the heavy snowfall event. This study analyzed sounding observations in the heavy snow period which were including the measurements of wind profiler, radiometer and rawinsonde. The features examined from the vertical wind and temperature data at the two adjacent stations, Bukgangneung and Gangneung-Wonju National University, are summarized as follows: 1) The strong (30-40 kts) north-east winds were observed in the level from 2 to 6 km. The Strong atmospheric instability was found from 4 to 6 km, in which the lapse rate of temperature was about $-18^{\circ}C\;km^{-1}$. These features indicate that the deep convective cloud develops up to the height of 6 km in the heavy snowfall period, which is shown in the satellite infrared images. 2) The cooling was observed in the level below 1 km. At this time, the surface air temperature at Bukgangneung station decreased by $4^{\circ}C$. The narrow cooling zone estimated from AWS and buoy data was located in east-west direction. These are the features observed in the cold front of extratropical cyclone. The distributions of radar echo and lightning also show the same shape in east-west direction. Therefore, the results indicate that the Yeongdong thundersnow event was the combined precipitation system of deep convective cloud and cold frontal precipitation.

The objective of this study is the evaluation of the impact on the construction condition due to historical observation data and IPCC SRES A2 climate change scenario. For this purpose, daily precipitation and daily mean temperature data which have been observed over the past 30 years by Korea Meteorological Administration are collected and applied. Also, A2 scenarios during 2011~2040 and 2051~2080 are used for this analysis. According to the results of trend analyses on annual precipitation and annual mean temperature, they are on the increase mostly. The available working day and the day occurred an extreme event are used as correlation indices between climate factor and construction condition. For the past observation data, linear regression and Mann-Kendall test are used to analyze the trend on the correlation index. As a result, both working day and extreme event occurrence day are increased. Likewise, for the future, variation analysis showed the similar result to that of the past and the occurrence frequency of extreme events is increased obviously. Therefore, we can project to increase flood damage potential on the construction site by climate change.
This study analyze the synoptic meteorological cause of rainfall, rainfall intensity, drop size distribution(DSD), fall velocity and oblateness measured by the 2D-Video distrometer(2DVD) by comparing two cases which are heavy rainfall event case and a case that is not classified as heavy rainfall but having more than $30mm\;h^{-1}$ rainrate in July, 2014 at Gimhae region. As a results; Over the high pressure edge area where strong upward motion exists, the convective rain type occurred and near the changma front, convective and frontal rainfall combined rain type occurred. Therefore, rainrate varies based on the synoptic meteorological condition. The most rain drop distribution appeared in the raindrops with diameters between 0.4 mm and 0.6 mm and large particles appeared for the convective rain type since strong upward motion provide favorable conditions for the drops to grow by colliding and merging so the drop size distribution varies based on the location or rainfall types. The rainfall phases is mainly rain and as the diameter of the raindrop increase the fall velocity increase and oblateness decrease. The equation proposed based on the 2DVD tends to underestimated both fall velocity and oblateness compared with observation. Since these varies based on the rainfall characteristics of the observation location, standard equation for fall velocity and oblateness fit for Gimhae area can be developed by continuous observation and data collection hereafter.
Damages caused by torrential rain occur every year in Korea and summer time convection can cause strong thunderstorms to develop which bring dangerous weather such as torrential rain, gusts, and flash flooding. On 6 August 2013 a sudden torrential rain concentrated over the inland of Southern Korean Peninsula occurred. This was an event characterized as a mesoscale multicellular convection. The purpose of this study is to analyze the conditions of the multicellular convection and the synoptic and mesoscale nature of the system development. To this end, dynamical and thermodynamic analyses of surface and upper-level weather charts, satellite images, soundings, reanalysis data and WRF model simulations are performed. At the beginning stage there was a cool, dry air intrusion in the upper-level of the Korean Peninsula, and a warm humid air flow from the southwest in the lower-level creating atmospheric instability. This produced a single cell cumulonimbus cloud in the vicinity of Baengnyeongdo, and due to baroclinic instability, shear and cyclonic vorticity the cloud further developed into a multicellular convection. The cloud system moved southeast towards Seoul metropolitan area accompanied by lightning, heavy precipitation and strong wind gusts. In addition, atmospheric instability due to daytime insolation caused new convective cells to develop in the upstream part of the Sobaek Mountain which merged with existing multicellular convection creating a larger system. This case was unusual because the system was affected little by the upper-level jet stream which is typical in Korea. The development and propagation of the multicellular convection showed strong mesoscale characteristics and was not governed by large synoptic-scale dynamics. In particular, the system moved southeast crossing the Peninsula diagonally from northwest to southeast and did not follow the upper-level westerly pattern. The analysis result shows that the movement of the system can be determined by the vertical wind shear.
This study derives an event-based tank model with a conceptual rainfall-infiltration process, modifying conventional tank models. The model comprises two serial tanks, one parallel tank and an infiltration regulating element. The infiltration process within the element is not represented as a function of only time, but as a function of soil moisture content for three possible cases owing to the relationship between rainfall intensity and infiltration capacity. This study considers the previous soil moisture condition of a watershed by using antecedent precipitation index. Six parameters of the model are identified by using the real coded genetic algorithm. The applicability and validity of the proposed model are assessed for the observed stormwater data from the research basin of the International Hydrological Program, the Pyeongchanggang River basin, Republic of Korea. The results computed streamflows show relatively good agreement with observed ones.
Recently, interest in the possibility of a washout effect using artificial rain enhancement technology to reduce high-concentration fine dust is growing. Therefore, in this study, the reduction rate of PM10 concentration according to the amount of artificial rain enhancement was calculated during Asian Dust event which occurred over the Korean Peninsula on March 29, 2021 using air quality model [i.e., Community Multiscale Air Quality (CMAQ)] combined with the mesoscale model for artificial rain enhancement (i.e., WRF-MMS). According to WRF-MMS, the washout effect lasted 5 hours, and the maximum precipitation rate was calculated to be 1.5 mm hr-1. According the CMAQ results, the PM10 reduction rate was up to 22%, and the affected area was calculated to be 6.4 times greater than that of the artificial rain enhancement area. Even if the maximum amount of precipitation per hour is lowered to 0.8 mm hr-1 (about 50% level), the PM10 reduction rate appears to be up to 16%. In other words, it is believed that this technique can be used as a direct method for reducing high-concentration fine dust even when the artificial rain enhancement effect is weak.

In-situ pilot experiment was carried out to establish a countermeasure on the soil loss from the hill side uplands that was rehabilitated by soil remediation method nearby abandoned mine sites for 2 years. It was considered that the affect of an inclination of cover surface, a stabilization treatment of cover layer by lime and steel refining slag (SRS) and a vegetation of soil surface as an effect factors in the experiment. It was constructed 4 lysimeters (plots, 22 m long, 4 m width) on the hilly side (37% inclination). One plot was control and two plots was treated by 1% lime and SRS. A remind one plot was modified a inclination to 27% to compare the affect of inclination on the amount of cover soil loss. It was attached a reservior tank and water level gauge in the end of lysimeters to measure the amount of the surface water flow and soil loss. It was also installed the automated sensors that could be collect the precipitation, soil moisture content, tension of cover layer in each plots. It was observed that the event of precipitation were caused the soil loss and it were related the physical and chemical properties of cover soil and inclination of surface layer of plots. During the experiment, it was exceeded the national regulation (50 t/ha/yr) in 37% inclination plots even though it was vegetated on the cover soil surface. However, in 27% inclination plot, it was shown that the amount of soil loss was maintained below the national regulation and, more ever, vegetation could reduce the the amount of soil loss. Therefore it was expected that such results could be applied to the future design of rehabilitation projects on the polluted farmland nearby abandoned mine sites.
