Recently, ordinary mail is decreasing continuously by the development of ICT (Information and Communications Technology) including E-mail, messenger service, and etc. On the contrary, parcel post is increasing by the increase of online shopping, home shopping, and etc. Aside from these changes, the demand for various mail acceptance and delivery means is increasing with the increase of single households and dual-income couples. To overcome these environmental changes, Korea Post installs unmanned post offices which are composed of various unmanned mail acceptance and delivery postal systems. In this paper, we propose the methodological approach for the site selection of unmanned post office among the existing post offices and the installation standard of unmanned postal system considering the operation cost by the mail volume.

New 5-digit zone code (new postcode) will replace the current 6-digit postcode which has been used for postal automation in 2014. New postcode will be used for processing various works to distinguish location and area in the entire country. For example, it new postcode will be used to denote different administration areas, firefighting and police jurisdiction, weather forecast areas, emergency medical facility areas, social welfare institution areas, election districts, school districts, statistical areas, courier and delivery business areas, and etc. Therefore, the relevant authorities must be cosider for the feasibility and applicability of assigning the new postcode. In postal service, postal process will be affected a lot by new postcode because a postcode has been related with delivery area of a postman. Therefore, we propose assignment scheme for new postcode which will impact less to postal process. Then, we present how we used geographic data for efficient assignment and analysis of the results.

Visibility of the flow of goods is an important service element when considering how to improve the quality of a logistics service. Registered mail service of Korea Post, one of logistics service providers, currently supply information on the handling of postal items, such as receipts and delivery and arrival times to customers. However, internally problems related to excessive spending on operating expenses and less reliable tracking and tracing information exist due to errors in the information acquisition and link handling processes, leading to unnecessarily duplicated tasks. Therefore, the purpose of this paper is to propose process optimization method for improving the quality of tracking and tracing information for registered mail items. We analyzed the process and information control system of the current registered mail service and identified the basic causes of the existence of less reliable tracking and tracing information. And we present optimized mail handling and information management process for removing internal problems. Test results using tracking and tracing information examples show a significant performance of the proposed method.

본 연구는 농촌 지역의 공공 서비스 입지에 관한 시사를 얻으려는 취지에서, 局勢錄을 활용하여 전국 군 우체국의 이용 수준(1986-1992년)을 살피고, 경기도 김포군, 충청남도 홍성군, 전라북도 무주군의 사례 연구를 통하여 주민들의 우체국 이용 행동의 특성을 밝히려 시도하였다. 그 결과 읍과 시에 가까운 면에서 상위 중심지로의 지향성이 강하여 공공 서비스의 면단위 관할구역이 큰 의미를 지니지 못하며, 젊은 연령층에서도 이러한 경향이 뚜렷하여 주민들의 활동공간에 世代差가 나는 것으로 밝혀졌다. 연구 결과는 중심지 체계로 본 위계와 상위 중심지 인접 여부를 현행 농촌지역의 우체국 설치 기준에 덧붙여 쓸수 있음을 시사하였다.

The location-based service is one of the most powerful services in the mobile area. The location-based service provides information service for moving user's location information and information service using wire / wireless communication. In this paper, we propose a model for personalized recommendation system which includes location information and personalized recommendation system for location-based service. For this service system, we consider mobile clients that have a limited resource and low bandwidth. Because it is difficult to input the words at mobile device, we must deliberate it when we design the interface of system. We design and implement the personalized recommendation system for location-based services(advertisement, discount news, and event information) that support user's needs and location information. As a result, it can be used to design the other location-based service systems related to user's location information in mobile environment. In this case, we need to establish formal definition of moving objects and their temporal pattern.

Recently, the public postal service of Korea confronts with business environment changes such as the opening of postal market and appearance of the domestic competitive enterprises. It is the current state that the public postal service of Korea should have a competitive edge by the productivity improvement of business processes. In this paper, we proposed new working tables for manual letter sorting which is one of the important process in mail center. We suggested standard working method and standard time in a mail center Based on these, we established the procedure for setting up a fair day's work in other mail centers. By the result of this research, we expect that the productivity of the mail sorting operation will be increased.

홍보우편 서비스의 활성화와 효율적인 마케팅 캠페인을 위해서 GIS 및 시간/공간마이닝을 접목한 홍보우편 시스템을 개발하였다. 이 시스템은 정확한 고객선정을 위해서 순차/주기패턴을 이용한 구매 성향 정보와 RFM 분석 및 군집화 기법을 이용한 라이프스타일 군집 정보를 제공한다. 제안한 홍보우편 시스템을 통해 원청업체는 고객의 요구사항에 맞는 마케팅 캠페인이 가능하며, 온라인상에서 고객 선정, 홍보물 제작 및 배달까지의 "one-stop" 서비스가 가능하다.

우편물을 배달순서대로 정렬하는 순로구분의 자동화를 위해서는 우편물에 표기된 주소를 인식해야 하며, 이 과정에서 표준화된 우편주소 데이터베이스는 필수적이다. 우편주소 데이터베이스는 주소인식뿐만 아니라 우편물 정보처리 등 다양한 측면에서 사용 가능하여 우편물 처리의 자동화와 정보화에 매우 중요하다. 본 연구는 우편주소 데이터베이스에서의 정보체계 표준을 위한 스키마 및 이에 따른 우편주소파일의 설계 방법과 설계된 스키마에 따른 주소해석 과정 및 방법에 관한 것이다. 주소를 표준화된 형태로 변환하는 데에 필요한 정보를 분석하여 이를 우편주소파일 설계과정에 포함시킴으로써 향후 순로구분 자동화를 위한 한글 주소인식 시스템과 고객 바코드 인증을 위한 주소 데이터베이스 매칭 및 주소검색 시스템에 활용할 수 있도록 하기 위해 우편주소파일을 설계하였다.

최근 들어 인터넷 및 TV 홈쇼핑 등을 통한 전자상거래의 활성화로 인하여 소포 및 택배 등의 물류량이 급속도로 늘어나고 있으며, 이의 효율적인 운송을 위하여 우편 물류 시스템의 고도화 기술이 개발되고 있다. 소포 및 택배의 빠른 처리를 위하여 CCD스캐너 시스템이 필요로 하게 된다. 대량의 우편 물량을 효과적으로 처리하기 위하여 CCD 스캐너 영상으로부터 택배 라벨의 주소 영역을 검출하기 위한 자동 시스템이 필요하다. 본 논문에서는 우체국 표준 라벨의 주소 영역을 효과적으로 검출할 수 있는 알고리즘을 제안하였다. 이는 주소 영역의 기하학적인 특징을 이용하였으며, 주소 영역의 고속 검출을 위한 판단 기준을 정의하여, 실시간으로 택배 라벨의 주소 영역을 효과적으로 검출하였다.

현재 우리나라의 인만 서장우편 물량은 매년 증가하고 있는 추세이며 특히 월말이나 연말에 집중화되는 계절성과 순환성의 특성을 보인다. 그러나 우편물량의 증가와 월말 또는 연말에 집중화되는 현상에 적절히 대응하지 못하고 있으며, 집배원의 인력 부족으로 서비스의 질적 저하와 업무 부하량 증가 등의 문제가 더욱 가시화되어 가고 있다. 이러한 상황에서 신속한 우편물 처리와 집배원의 업무 경감 등을 위해 배달우편물 순로구분 시스템, 주소정보 시스템 도입 등의 노력이 시도되고 있으나. 일반 소비자 또는 다량 우편물 발송업체 등의 주소 기재 방식이 일정하지 않고 표현 방법이 다양하여 자동화 기계 및 집배원 업무효율의 저하가 예상되고 있는 실정이다 따라서 본 논문에서는 우편물에 기입하는 주소의 표기 표준화를 통해 주소인식률과 집배원의 배달 구분 업무 효율성을 향상시키고자 한다. 먼저 국내 우편주소 체계와 정보 구조를 살펴보고, 각각의 문제점을 파악하여 표준화 시 고려할 요소들을 표기 내용을 중심으로 정리하였다. 그리고 자동주소인식을 위해 다양한 형식의 결정을 위해 고려사항들을 제시하였다.
