Postal Address Information Management System with GIS (GIS를 이용한 우편주소정보 관리시스템)

  • Postal address information is basis for customer contact channel as well as for the postal logistics such as sorting and dispatching, and the management system has been prepared. It should manage not only address itself but also information of delivery districts and sequences. It is necessary to consider geographic information system (GIS) to be included for intuitive and efficient manipulation. In order to construct a integrative system that could manage and utilize the standardized postal address information, we analyze various user requirements, define required GIS information, and present some results of data and process modeling. In addition, we explain several main functions with screen-shots of the implemented system. The GIS-enabled system, which is constructed after this study, is planned to be used to build and manage a database of nationwide postal addresses. It would make it possible to present other postal information systems with the address information and to provide various customer services.

  • In order to automate the process of mail sorting by delivery sequence, it is necessary to prepare a postal address database and to interpret written addresses on the mail-pieces with the database and OCR technology. The address database is a critical factor of automation and informatization of postal service since it could be used not only in address recognition but also in various mail processing. In this study, we design the schema of postal address database, design the postal address file based on it and explain the method of address interpretation and retrieval using it. We analyze infonnation requirements for transformation of postal address into the standardized format and consider them in the process of design. The postal address file can be used by address matching or retrieval system as well as by Hangul address recognition system for automation of delivery sequence mail-sorting.

  • In this paperm we provide a plan of construction, employment and management of the Korean postal address database and discuss the design of to-be models for it. For the purpose, we adopt and modify the information strategy planning methodology to fit it into our study. We examine the managerial environments and limitations of the postal services and define the requirements as a result. The U.S. Postal Service (USPS) was chosen as the best practice for a benchmarking and gap analysis with its advanced management of address information. After analyzing the current status of the postal business processes and information systems used, we classify the products and the services of USPS by the process to which they are applied and propose a deployment plan. In order to design a to-be model, we define the operating and managing functions for the address database and specify the scenario according to the functions. By managing the address database and supporting the postal services, it could be possible to make the business competitive and satisfy the customer demands.

  • To effectively control a vast amount of postal packages, we need the automatic system for extracting the address region from CCD scanner images. In this paper, we propose a address region extraction algorithm in the standard postal label. We used geometric characteristics of the underlying address regions and defined several criteria for fast detection of address regions. As a result, we accomplished a successful detection and classification of the postal package labels in real time.

  • Currently the amount of general letter mail in Korea is on an increasing trend; especially it shows the seasonality that is concentrated in the end of the month or the year. However, the situation is not treated appropriately Moreover. manpower insufficiency if the carriers causes the poor service and the heavy burden of work. Under the existing conditions, the various efforts such as development of the automatic sequence sorting system and construction of the address database are given in order to quicken mall process and lighten the carriers' burden But the inconsistent addressing and the various expressions of address drop the systems and the carriers off in efficiency. In this study, we present the Korean postal addressing standards to make it possible to improve the performance of address recognition and help postmen to sort the mail; particularly focusing on the substance. After analyzing the domestic system, the information structure and the problems of postal address, we propose four fundamentals and the standards including synonyms and acronyms. In addition, we suggest several considerations for mail format. We expect that this study could support the postal service in Korea as a basic standard.

  • A systematic approach for interpreting Korean addresses based on postal code is presented in this paper. The implementation is focused on producing the final delivery point code from various types of address recognized. There are two stages in the address interpretation : 1) agreement verification between the recognized postal code and upper part of the address and 2) analysis of lower part of the address. In the agreement verification procedure, the recognized postal code is used as the key to the address dictionary and each of the retrieved addresses is compared with the words in the recognized address. As the result, the boundary between the upper part and the lower part is located. The confusion matrix, which is introduced to correct possible mis-recognized characters, is applied to improve the performance of the process. In the procedure for interpreting the lower part address, a delivery code is assigned using the house number and/or the building name. Several rules for the interpretation have been developed based on the real addresses collected. Experiments have been performed to evaluate the proposed approach using addresses collected from Kwangju and Pusan areas.

The Verification System of the Customer Barcode for the Advanced Automatic Processing of the Mail Items (우편물 자도처리 촉진을 위한 우편용 고객 바코드 검증 시스템)

  • Currently, in the most mail automatic processing centers, after facing and canceling, envelope mail is passed through an Optical Character Recognition/Barcode Sorter(OCR/BS) to read the address and 3 of 5 fluorescent(luminescent) barcode is applied. Normally, 30%∼35% of this mail is rejected. The usual reasons for read failure are poor printing quality of address and barcode, script printing and failure to locate the address. This paper describes a verification system of the postal 3 of 5 customer barcode for solving this problem. The certification system of the 3 of 5 customer barcode consists of barcode verification system and postal address database. The purpose of certification system of the customer barcode verifies the postal 3 of 5 customer barcode and tests matching of mail piece postal address, and retrieves postal code.

Our goal is to provide mailer with top quality service and customer barcode service as we move toward 100% barcoding automation of letter mail. In this paper, we propose a method of printing 3 of 5 customer barcode, postal code management, and detection of postal code based on postal address for increase the performance of automatic processing system in mail items. Using postal code generating rules, which are automatically extracted from postal addresses and address numbers, creates postal codes. The customer barcode support system is implemented by C++ language and runs on IBM PC under Windows 95.

  • In this study, we have developed and evaluated an information extracting module based on the named entity recognition technique. For the given purpose in this paper, the module was designed to apply to the problem dealing with extraction of postal address information from arbitrary documents without any prior knowledge on the document layout. From the perspective of information technique practice, our approach can be said as a probabilistic n-gram (bi- or tri-gram) method which is a generalized technique compared with a uni-gram based keyword matching. It is the main difference between our approach and the conventional methods adopted in natural language processing that applying sentence detection, tokenization, and POS tagging recursively rather than applying the models sequentially. The test results with approximately two thousands documents are presented at this paper.

  • 기계 구분이 어려워 집배원의 수작업 구분에 의존하던 우편물의 배달순로 작업을 인식 기술과 자동 처리 기술의 발달로 인하여 세계 각국은 우편번호에 배달개소를 표현 할 수 있는 코드로 확장하여 배달순로 구분 자동화틀 시도하고 있다. 우편물 순로구분을 위한 주소코드 연구는 국가별 순로구분 자동화 현황에 대한 분석하고 우리나라의 사용하는 우편번호와 주소 지번 체계의 분석을 통하여 우편물 구분 적합한 주소코드와 순로코드를 설계하고 주소코드를 이용한 우편물 처리방법을 제시하였다.
