A Study on the Post Evaluation for University Public Space Renovation based on Analysis of Students' preference (대학생 선호도 분석 기반 대학 공용공간 리노베이션의 사후평가에 관한 연구)

  • Nowadays, many educational facilities are being renovated. However, due to the absence of a system for post renovation of educational spaces, users are less satisfied with the spaces after the renovation and there is a limit in establishing future directions for improving educational space renovation. From this point of view, this study was conducted to increase the users' satisfaction in renovation space planning of educational spaces and to establish a system for management after renovation. As a specific research method, the space preference of students was used to evaluate the space after renovation. By researching the opinions of the students who use the most educational space, not only the direction of the renovation plan of the future educational space can be given but also the user's opinion can be reflected in the spatial plan in detail. In terms of management of future educational spaces, this study can be used as a basic study for developing post evaluation indicators for renovation of educational facilities.

A Design of Secure Communication Architecture Applying Quantum Cryptography

  • Existing network cryptography systems are threatened by recent developments in quantum computing. For example, the Shor algorithm, which can be run on a quantum computer, is capable of overriding public key-based network cryptography systems in a short time. Therefore, research on new cryptography systems is actively being conducted. The most powerful cryptography systems are quantum key distribution (QKD) and post quantum cryptograph (PQC) systems; in this study, a network based on both QKD and PQC is proposed, along with a quantum key management system (QKMS) and a Q-controller to efficiently operate the network. The proposed quantum cryptography communication network uses QKD as its backbone, and replaces QKD with PQC at the user end to overcome the shortcomings of QKD. This paper presents the functional requirements of QKMS and Q-Controller, which can be utilized to perform efficient network resource management.

Study of the materials management and administrative personal of the general hospitals in Busan (부산지역 종합병원의 물자관리 및 담당자 실태에 관한 연구)

  • This study is to survey the materials purchasing and inventory management status and the characteristics and opinions of the staff in charge of purchasing and inventory of the general hospitals in Busan area in order to contribute to the rationalization of its management through the grasp of actual situation and the presentation of desirable improvement plan for the materials purchasing and inventory management. The status of medical institute had been surveyed by the purchasing/ administration managers of total 26 general hospitals, and the purchasing/ management questionnaires had been commenced with 86 staff of the 26 hospitals. Its major survey results, after the analysis of 24 medical institute statuses (return rate of 92.30%) and 60 staff questionnaires (return rate of 69.76%), are as follows. First, post-purchasing evaluation system is not used actively, orders are being placed by phone or fax, and general merchandise is being purchased through free contracts in most of the hospitals participated in the survey. Second, as per the materials supplying methods, the requisition and delivery system is currently the most popular in the hospitals surveyed, however, both the requisition and delivery system and the par level transfer system are the most desired in the hospitals of more than 500 beds, and the par level transfer system is the most desired in the hospitals under 500 beds for the materials supplying system in the future. Third, as per the inventory management system that is desired the most in the future, the SPD and JIT types are preferred in the hospitals of more than 500 beds, the stockless strategy is preferred in the hospitals under 500 beds, the senior staff above section chief grade prefer the stockless strategy, and the junior staff prefer the ABC classification and SPD types. Fourth, The necessity of purchasing staff's training for the materials management is highly recognized but the effectiveness is not so much acknowledged, which is because such a training is thought to be so superficial and formal that it is not helpful much in the actual field. When summarizing the survey results as above, the materials purchasing and management system is differed for each group of hospitals according to the size of beds, and the more scientific management system is largely required by the general hospitals in Busan city. They also hope the introduction of joint purchasing system, materials management by the bar-code system, and positive execution of the market survey and training of the relevant staff for the management of purchasing affairs. So the more systematic purchasing and inventory management is regarded to be necessary through the introduction of scientific and specialized education of materials management, market survey, and post-purchasing evaluation system also through the computerization of materials purchasing and inventory management as soon as possible.

  • In this paper, we analyze process of implementing and successful enabler of Postal Logistics Integrated Information Systems(PostNet) through a case study on Korea Post. PostNet was integrated by considering contingently organizational integration (organizational structure redesign), strategical integration (business process reengineering), and technical integration(data integration, application integration, and integrated platform implementation). And also integration was implemented for supporting three aspects. PostNet has implication for advanced integration with business mission and operational efficiency by comparing integration with physical level and hardware level. Korea Post has the biggest logistics network, organization, and service in logistics industry area. The results of this paper will suggest theoretical framework for the future information system integration, and will be utilized as a practical guideline for the information system integration.

The Acquisition, Construction and Common Use of Modern and Post-modern Document DB in the NAK, NIKH, and AKS (근·현대 지역사료 수집, DB 구축 및 공동 활용 - 국가기록원, 국사편찬위원회, 한국학중앙연구원을 중심으로 -)

  • This paper deals with the four aspects of the acquisition, construction and common use of modern and post-modern document DB in the NAK, NIKH, and AKS. First, The concept of Korean regional history includes provincial history, local history and regional history and as far as modern and post-modern history is concerned, the concept of regional history is on expansion. Second, National Archives of Korea has been systematically collecting and managing modern and post-modern regional history records in compliance to Public Institutes Records Management Law, enacted in 1999 and currently is in charge of handling public records of 373 central government administration offices, 514 regional government offices, Office of Education, universities and of other public agencies. National Institute of Korean History is working on a ten year project from 2004 to collect the scattered modern and post-modern regional history records and to classify them regionally and thematically. The Academy of Korean Studies has been collecting modern and post-modern regional history records and collection was initiated by Modern History Research. Those records that are collected from 1997 and 2005 are mainly from the liberation period. Third, characteristics of Central Archives Management System and Nara Records Portal System of NAK, Korean History Database System of NIKH and of The AKS' Korean Provincial Culture Electronic Encyclopedia are elaborated. Fourth, establishing 'Modern and Post-modern Regional History Records Council' as an affiliated organization of National Archives Management Committee is recommended, NAK leading the council and promoting further cooperation. In this section, an emphasis on allotted tasks of three institutes in order to achieve technology development for digitalized resource sharing, to improve on contents and to promote public and international use is placed as well.

Evaluation Criteria of IT Business Value : The Difference Between Ex Ante and Post Implementation Evaluation (IT 비즈니스 가치 평가관점 : 사전-사후 평가시점 및 정보시스템 유형별 차이)

  • The purpose of this study is to investigate the evaluation perspectives of IT business value and empirically analyze the differences of evaluation perspectives between ex ante evaluation and post implementation evaluation, and among various information system types. 4 evaluation perspectives which have been used in the previous studies and in the field of industry practices are financial, customer, internal process, and growth, which are based on the BSC model. Data of 98 information systems have been collected from 89 companies including manufacturers, banks, insurances, and stock trading companies. As results of multi-way MANOVA test, 3 out of 8 hypothesis have been accepted statistically. While the order of importance of 4 perspectives in ex ante evaluation is customer, financial, internal process, and growth, the order of post implementation evaluation appears to be much different : that is, internal process, customer, financial, and growth. These findings provide insights for both IT practitioners and researchers.

A Study on the Development of Dredge Process Management System (준설공정관리시스템 개발에 관한 연구)

  • Accuracy of dredging processes depends on the types of equipment used, the sediments encountered, whether the work to be performed is new or maintenance dredging, pre- and post-hydrographic surveying and so forth. Among those, position surveying accuracy which is directly determined by the control of the dredge's position and depth surveying accuracy being surveyed at the dredging point during dredging work are important factors. The purpose of this study is to develop 'Dredge Management System'for Grab dredge which is composed of 4 sub-system using LADGPS for dredge position determining system and dredging point determining system, tide gauge system and optical sensor for depth determining system and GIS and ENC for total management system. This system is installed on the grab dredge 'EUNJIN G-18'and applied to anchorage dredging work. at Pohang Harbor. The results revealed that this system is easy to operate, achieves good accuracy with only 45cm unevenness, reduces working period by 22 percent and saves cost 16.6 percent.

A Case Study of the Discrepancy between Ex Ante and Ex Post Evaluation of IS Performance (정보화 성과의 사전-사후평가 차이에 관한 사례연구)

  • The purpose of this longitudinal case study is to shed light on the reliability problems of IS performance evaluation by analyzing the discrepancy between ex ante evaluation in 2011 and ex post evaluation in 2012. Through an information system development project of a public enterprise, the gap between ex ante and ex post evaluation was ascertained and the causes as to why such gap occurs and the success factors that can solve the problems were derived. The ex ante evaluation of IS performance was performed based on both IS success model and BSC model and the ex post evaluation was carried out at the time after the target system has been built up by applying the evaluation measures and process that are similar to the ex ante evaluation. In the ex ante evaluation the business performance improved by the target system was estimated to 18.2%. On the other hand, it was seen as being low at 15.2% in the ex post evaluation and the differences were found to be statistically significant in 6 out of 10 measures. The reasons as to why such gap occurs were diagnosed as being of 2 types : (1) changes in the evaluation psychology according to the differences in the evaluation objectives; and (2) excessive expectation levels of the target system that is formed at the time of the ex ante evaluation. In other words, the users who have excessive expectations tend to overestimate in the ex ante evaluation and, in the ex post evaluation, tend to underestimate lower than the actual performance mainly due to disappointment on the results that do not meet the early expectations. As solutions to overcome the reliability problem of ex ante evaluation, 3 factors were derived : (1) the temperance of excessive expectation levels of the users; (2) a clear definition of the scope and functionality of the target system; and (3) actual commitments for the evaluations of IT performance.

A Study on the Improvement of Subcontractors' Safety Management System in Construction Industries (건설업 협력회사 안전수준 향상 방안에 관한 연구)

  • Subcontractors have an increased risk of accidents compared to large contractors. Subcontractors' safety management system is in close association with workers in construction sites. Contractors should strengthen subcontractors' roll and responsibility and provide continual support to prevent an accident. And also these supporting system should be provided to subcontractors' headquarters as well as construction site. Contractors' priority management for subcontractors safety should be transferred from the post management for disciplinary action to the preventive management to improve subcontractors participation and safety performance. Subcontractors can not establish the safety management system with just a one time supporting only. Contractors support and monitoring should be provided to subcontractors regularly and continuously to establish their self safety management system. The subcontractors safety management system improvement program(SSMSIP) suggested in this study will be a effective supporting system for subcontractors to establish and improve their safety management system. If we carry out the objective and quantitative evaluations and supporting system such as SSMSIP and provide the consequential incentive program to subcontractors, it can contribute to the accident reduction.
