The integrated environmental permit system is currently in operation online. It carries out various functions of postmanagement such as the submission of annual reports containing operations management data onto integrated management workplaces, the operation and management of emission facilities and prevention facilities, and the disclosure of information on the integrated permission. On the other hand, the integrated environmental permit system needs to perform various roles in order to stably manage and smoothly perform the permitting work. It is necessary to utilize this system to establish policies by using diverse operations management data onto integrated management workplaces collected in the integrated environmental permit system. This system can also play a role in improving the post-management system and user convenience after the permission review and approval processes. The integrated environmental permit system can be effectively used to set up the BAT-AEL because it collects all of the cross-media data and identifies the overall status of the workplace. In order to establish a post management system after the approval, it is necessary to provide performance management and performance evaluation functions as conditions of the permit after approval. In addition, a variety of support functions should be provided to enable the permission authority and the environmental expert examination agency to facilitate the review of permits. It will be necessary to provide an evaluation system and a proactive diagnostic function to determine whether permission conditions and permit emission standards will change in the future. Also, it is important to adopt an information exchange platform that can be used to collect the status data onto the workplaces; the platform can also be used as an information exchange site for technical working groups (TWG), and for collecting field experts' opinions.

The purpose of this study is to analyze the level of interest in the achievement evaluation system, under the assumption that the teacher is an important element of curriculum. For this study, surveys targeting the 150 middle school teachers from 6 schools in Pusan was conducted. A questionnaire based CBAM model was used as research tools. For data analysis, mean of relative strength by teacher's level of interest was calculated. And MANOVA was used to investigate the difference among level of interest according to teachers' background such as sex, age, career, job position, and the grade they taught. The results of the analysis are summarized as follows. First, the middle school teachers' overall interest for achievement evaluation system is low. Teachers showed a typical pattern appeared in the early stages of change. They have little interest in the achievement evaluation system. And they should try to fix and change the achievement evaluation system rather than cooperate it. Second, as a result of this analysis of the difference according to teachers' background, no significant differences were found in most of the variables. Significant differences were found only in age, career, and job position from step 0. In running the post hoc, teachers who have less careers, lower positions, and younger ages had less interest in achievement evaluation system.

The aim of this study is to find a way to improve the effectiveness of feedback that can contribute to the development of government work evaluation through comparison of systems between Korea and the United States. To this end, this study compared and analyzed the cases of Korea and the United States in relation to the feedback system of political affairs evaluation. In the case of the United States, it was confirmed that it was linked to a relatively high level of the learning dimension of the feedback system of achieving and improving policy goals, while in Korea, such linkage was segmented and controlled. In the case of Korea, it was confirmed that the government work evaluation system was in power, and its purpose was to improve policies and to control the evaluation target rather than learning for it. In the case of the United States, it is noteworthy that the autonomy of its own ministries is guaranteed as much as possible, the clarity and achievement of the goals presented by the ministries are prioritized, and the feedback also has a support and learning system as a regular system, not an ex post system. It is necessary to focus on policy improvement that can be linked to the achievement of policy goals in government work evaluation. It is also necessary to take a quarterly monitoring system, but to transform the ex post evaluation system into a learning and supportive system that can achieve policy goals, not control.

A technique strengthened to the reinforced concrete members using the external post- tensioned method offers the advantages in speed and simplicity of installation over other, established, strengthening techniques. But this technique has many unreasonable facts. This paper are analyzed an unreasonable facts of the previous external post-tension technique. The purpose of this paper proposed Bow system as the new technique strengthened to the reinforced concrete members. The Bow system which is better technique than the previous technique was introduced with the experimental/analytical data.
In this paper, we develop a keyword spotting system using vocabulary-independent speech recognition technique, and investigate several non-keyword modeling and post-processing methods to improve its performance. In order to model non-keyword speech segments, monophone clustering and Gaussian Mixture Model (GMM) are considered. We employ likelihood ratio scoring method for the post-processing schemes to verify the recognition results, and filler models, anti-subword models and N-best decoding results are considered as an alternative hypothesis for likelihood ratio scoring. We also examine different methods to construct anti-subword models. We evaluate the performance of our system on the automatic telephone exchange service task. The results show that GMM-based non-keyword modeling yields better performance than that using monophone clustering. According to the post-processing experiment, the method using anti-keyword model based on Kullback-Leibler distance and N-best decoding method show better performance than other methods, and we could reduce more than 50% of keyword recognition errors with keyword rejection rate of 5%.
A computational system for wave and viscous flow analysis (WAVIS) has been developed. The system includes a pre-processor, flow solvers and a post-processor. The pre-processor is composed of full form presentation, surface mesh and field grid generation. The flow solvers are for potential and viscous flow calculation. The post-processor has graphic utility for result analysis. All the programs are integrated in a GUI-launcher package. To validate the developed CFD programs of WAVIS, the calculated results for modern commercial hull forms are compared with measurements. It is found that the results from WAVIS are in good agreement with the experimental data, illustrating the accuracy of the numerical methods employed for WAVIS.
The adverse events which do not appear in the approval process tend to occur more frequently at the early stage of the use. Therefore new drugs, drugs with different active substances or routes of administration, or drugs with explicitly different efficacy added are particularly chosen for re-examination, and go through a study, which is conducted on 600 to 3,000 subjects over 4 to 6 years. Since the re-examination system was implemented in January 1995, 880 drug products have been designated as the subject of re-examination and among them 194 drugs have been completed their re-examination as of until March 2005. Post Marketing Surveillance to insure drug safety should be correlated with re-examination of new drug, re-evaluation of drug, and adverse event monitoring system. And the first labeling change should reflect all information collected for a defined period of time after the marketing authorization is granted. Furthermore centralized management through spontaneous reporting system of adverse event for whole period of time would be the most desirable type of system.
With the introduction of the post-verification system, the measurement of floor impact noise performance on-site has become mandatory, and the evaluation method has changed. To track the performance changes since the policy implementation, research is needed on how the characteristics of heavyweight impact sound change according to the varied evaluation method. In this study, we analyzed the contribution rate of the frequency band-specific sound pressure level on the single-number quantity for a multi-family housing unit with the same floor plan and floor structure, comprising 59 households, based on the changed impact sources and evaluation indicators. It is difficult to compare simply because the method of calculating contributions by frequency band according to the single-day evaluation is different, but the average contribution rate of 63 Hz was 80.8 % in the evaluation method before the introduction of the post-confirmation system (Tire measurement and evaluated as L'i,Fmax,AW), and the average contribution rate of 125 Hz was 19.2 %. The current evaluation method (rubber ball measurement and evaluation as L'iA,Fmax) shows that the contribution rate has decreased to 33.1 % on average at 50 Hz ~ 80 Hz, 58.7 % on average at 100 Hz ~ 160 Hz, 6.9 % on average at 200 Hz ~ 315 Hz, and 1.3 % on average at 400 Hz ~ 630 Hz. This result is a case analysis for the target apartment house, and it is necessary to analyze measurement data for more diverse apartment houses.
Purpose: This study was to develop an effective evaluation tool for evaluation of hypertension prevention and management program(HPMP) in community health posts (CHPs). Method: Evaluation tool composed from the literature review, the field visiting, and the in-depth interviews with the community health practitioners. Result: The evaluation tool had four domains, each with different maximum points:, hypertension prevention (35), hypertension management (40), environment of the CHPs(10), and evaluation system of the HPMP(15). The first domain was hypertension prevention with sub-domains of health education, and early detection of patients with hypertension. The second domain was hypertension management with sub-domains of management of health records of patients, education and counseling, and treatment and follow-up of patients. The third domain was the environment of the CHPs with subdomains of accessibility of CHPs to residents, accessibility of general health data to the public, and availability of health information to the public by multimedia. The fourth domain was the evaluation system of the HPMP with the subdomains of planning of program, formative evaluation, process evaluation, and summative evaluation. Conclusion: The newly developed evaluation tool will contribute not only to plan and set goals for evaluation of HPMP in CHPs.
