Simulation of Flow field and Water exchange Change on the Redevelopment of Busan North Port (부산북항 재개발에 따른 유동장 및 해수교환 변화 모의)

  • In connection with redevelopment of Busan North Port, there has been lots of studies and efforts for the development of superannuated North general piers into a center of marine tourism and waterfront for the citizens of Busan. Recently it has moved to the stage of execution, after several trials to find concrete solutions. On the other hand, the change of flow field and tidal exchange cuased by redevelopment is one of the important investigation subjects. This study deals with the change of flow field and water exchange after redevelopment using numerical simulation technique, based on the general data which were collected and analyzed. As a result of simulation, the speed of tidal currents are tended to decrease near the North and inner-port and increase at the main waterway. Furthermore, the tidal exchange had a tendency to be small both before and after redevelopment by about 77% in a quasi steady state, which is about 15 days after.

A Study on the Economic Value Estimation of Port Redevelopment Project - With a Focus on the Amenity's perspective - (항만재개발사업의 경제적 가치추정에 관한 연구 - 어메니티의 관점에서 -)

  • This study estimated the economic value of port redevelopment projects. The port redevelopment project consists of a combination of goods between market goods and non-market goods. The value of market goods can be measured at prices in the real market, but it is difficult to convert value estimates for non-market goods into currency values. Therefore, in this study, economic benefits of port redevelopment projects were estimated by the using the CVM. The estimated model used the Hanemann's model and the Bayesian approach to estimate the WTP of the sample group's using the single boundary model. Estimating the household's WTP, the Hanemann's model was estimated at KRW 10,038.33 and the Bayesian approach at KRW 12,217.1. As of the five-year period(discount benefits), the economic benefits of the port redevelopment project were estimated at 920.7 billion won for the Hanemann's model and 1.12 trillion won for the Bayesian model on a national basis. Meanwhile, as a result of estimating economic benefits(discount benefits) based on the administrative districts of Busan·Gyeongnam·Ulsan regions(five-year period), the Hanemann's model was estimated at KRW 140.4 billion and the Bayesian approach was estimated at KRW 170.8 billion.

Analysis of Economic Value and Regional Economic Impact of Jeju Port Redevelopment Project (제주항 재개발사업의 경제적 가치 및 지역경제 파급효과 분석)

  • In this study, the economic value and economic ripple effect of the Jeju Inland Port redevelopment project were estimated. The economic value was estimated from the viewpoint of amenity, the value of non-market goods such as landscape improvement, environmental improvement, and recreation effects. As a result of the estimation, the population was divided into Jeju Island and other regions and the individual's willingness to pay was estimated to be 2,952.9 won in Jeju Island and 4,722.8 won in other regions. On the other hand, the economic ripple effect of the Jeju Inland Port redevelopment project was estimated during the project period and after the completion of the economic ripple effect was estimated. As a result of the estimation, the production inducement value was KRW 84,387 million, the value-added inducement effect was KRW 37,292 million, and the employment inducement value was 5,846 employment when the (direct employment + indirect employment) effect was combined. After the end of the project period, as of 2022, there were 518,000 foreign tourists, and the value-added inducing effect was estimated to be about 149,885 million won.

  • This paper examines port redevelopment and urban regeneration projects of foreign advanced countries and investigates policy implications to apply to Korean port cities. Busan and Incheon have started to redevelop old port facilities located near old city centers and they have been faced several problems. Significant findings are found from the experiences of Inner Harbor in Baltimore, Darling Harbor in Sydney, Hafencity in Hamburg, Eastern Dockland in Amsterdam and Minatomirai 21 in Yokohama etc. At first, port and city have to be integrated to an unique regeneration project in order to solve the spatially disconnected problems originated from separate development in the initial stage. Preservation of historical regional assets is highly recommended to characterize its own value which is emphasized in the age of post modernism. Accurate and consistent design guidelines of port cities are stressed to build high standard cities. In the perspective of investigating a new business model, anchor facilities and place marketing strategies are introduced to induce more people to the place specially in the beginning stage. In addition, creative financing methods and competent implementing bodies are emphasized to running the projects stably regardless of real estate market status.

A Study on Succeeding Together-Busan North & New Port (부산 북항-신항 연계발전 방안)

  • Due to have been more keen in East-North Asia Hub Port competition, to be accelerated Busan New Port development, and to result to supply excess position, Busan port has been confronted by many problems. Also, as facilities of North Port is old, it is impossible to secure 16m depth of water at North Port, and North Port redevelopment is being, container traffic of North Port is accelerated to shift at New Port. Therefore, it. is time to seek for connection growth plan of succeeding together-Busan North & New Port as soon as possible. Connection growth plan of succeeding together-Busan North & New Port is focused, as follows. First, it is required to set up model for connection growth plan of succeeding together-Busan North & New Port. It is valid to specialize for ULCC, to promote to global port at New Port, and it is effective to focus on feeder service and general cargo handling, and to include most space to North Port redevelopment. Second, through port function reorganization, it is required to create a synergy by port function clustering. Third, through effective connection traffic network expansion for moving T/S cargo effectively, it is required to develop Busan Port for T/S cargo-focused port. Fourth, it is required to develop port hinterland logistics zone for creating container traffic through connection development of New Port-BJFEZ. Finally, it is required to build SCM system for creating container traffic among shipper, carrier, freight forwarder and related institution.

Numerical Simulation of the Sea Water Circulation Characteristics according to the development phases of Busan Port (부산 북항 개발전후의 해수순환특성 수치모의)

  • This study aims to examine the the characteristics if the sea water circulation in related to the change of the water exchange rate according to the the development phases of Busan Port. To clarify the characteristics, the water exchange caused by construction if new-port and river discharge conditions was examined by the numerical experiments using the Lagrangian particle tracking model based on 2-D shallow water equation. This study deals with the charge of flow field and water exchange after redevelopment using numerical simulation technique, based on the field observation and 4 rivers discharge flow. As a result if numerical simulation, Variation if current velocity in Busan North Port is almost nothing before and after construction. Water exchange of channel in area of redevelopment is a little. Futhermore, the tidal exchange had a tendency to be small both before and after redevelopment by 60%.

  • As a result of analyzing the relationship between the smart growth principle and the regenerating factors of the port waterfront city, it was found to be highly related to the port waterfront regeneration plan. Factors that are related to the application of smart growth principle derived from association analysis are as follows: ⯈ community development suitable for walking ⯈ differentiated and attractive community building with definite place, ⯈ open space, farmland, beautiful natural scenery, environmental preservation, ⯈ strengthening and inducing development for existing communities, and providing diversity of transportation options. However, in the Jeju port redevelopment plan, the principles such as ⯈ complex land use ⯈ advantage of high-density architectural design method, ⯈ various housing opportunities and options, etc., need to be applied in implementation design. Since Jeju city and Jeju port possess the strong characteristic features of port waterfront city, so it is necessary to develop jointly applying smart growth principle through integrated port waterfront city regeneration plan.

  • In this Century, most of ports have been changing in order to keep up with change of the world. The ports are became larger and integrated with high technology because containers which pass through the ports are sharply increasing. Not to turn over the world wide competition of the ports, a renewal of Bukhang in Busan was promoted firstly in Korea. In this study, final draft renewal plan of Bukhang in Busan at this stage was compared with renewal plan of Haffencity in Germany in order to propose improved renewal plan of Bukhang in Busan. Renewal plan of Haffencity in Germany was very similar with Bukhang in Busan in terms of renewal period and direction. From the results of these comparisons, it was concluded that participation of private enterprise and international capital should be invested. Also, the facility plan of Bukhang was suggested to vitalize citizen's participation and embodimentof renewal plan. Prior to making a development plan enough consideration on the preservation of the environment is needed for the environmentally sound and sustainable development (ESSD). Also Korean tradition and culture should have to be considered in order to create the most Korean appearance.

  • Busan still has a lot of densely populated poor residences on sloping hills, especially in the area behind the port, which is heavily affected by plans related to port facilities. In particular, the residential area of Dong-gu, Busan, is expected to see the Bukhang Redevelopment Area, and the landscape change is expected to be significant where the residential environment improvement project is currently planned. In this study, the landscape image analysis and prediction (SD analysis and factor analysis) of the poor residential area of Dong-gu, Busan is expected to be able to organize, organize the image of the area.

The Netherlands Spatial Development for Port Area in City-Region Focusing on the Case of Kop van Zuid in Rotterdam

  • The Netherlands is a human-made country and an extremely well-designed European country as well. The general Dutch spatial planning for the city and environment takes place at a regional level. The local community determines the primary development conditions, and the prospect is included in a legally binding land-use plan. Especially, Rotterdam is a representative port city as the center of world trade and the gateway to western Europe. According to the history of war, the city reconstruction and the movement of the port area have led to a general change in Rotterdam and the regional redevelopment project on the southern port area of Mass river for the expansion of city functions and the balanced development. The research purpose is to understand the spatial development of the Netherlands city-region based on the analysis regarding the Kop van Zuid project, which is a representative implemented case in Rotterdam. The theoretical framework is the five dimensions and twelve indicators of territorial governance from the TANGO research project by the EU. The target case is assessed by planning and social aspect, respectively, and the results are discussed based on the theoretical framework. This research has the possibility to be utilized as advanced research by the European perspective for spatial development in other city-regions with the port area, such as Incheon and Busan in Korea.
