A Technical Review of Container Terminal Remodeling : the Case of Busan Port (컨테이너터미널 리모델링 기술검토 : 부산항 사례)

  • Many changes lie ahead for Korea both domestically and internationally including opening of Busan New Port, more active Gwangyang Port as well as rapid growth of Shanghai Port and enhanced services and productivity at Shenzen Port. Compared to newer ports, container terminals in Busan Port possesses old equipment and facilities. Therefore, in order for Busan Port to maintain its service level and remain competitive, it needs to undergo remodeling to enhance productivity. Remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, berth system, yard system, and IT system In order to review the alternatives, we performed questionnaire survey and interview. From the result of analysis, we designed the application plan based on priority in remodeling, period of technology application, and direction for application.

Estimation of Ship Emissions and Environmental Costs : focusing on Port of Busan (선박 배기가스 배출량 및 환경비용 산출에 관한 연구 : 부산항을 중심으로)

  • Port of Busan is Korea's largest trading port processing over 18,000 TEU a year. This rapid growth causes air pollution problems in Busan. Ship emissions are significant air pollution sources and port area is relatively close to the business district, therefore it may have serious effects to the health of local people and environment. In this study, ship emissions are estimated, especially on hotelling large vessels. As a result, Port of Busan has 50,686, 48,842 ship calls and 2,343,037 and 2,297,118 tons of ship emissions in 2011 and 2012 respectively. Also, the environmental cost in Port of Busan is approximately 1.2 trillion won per year. This study emphasizes the necessity of ship emissions regulation, hence, it is expected to make a significant contribution in setting up ship emission management system.

  • In order for Busan New Port to secure more trading volumes than the competing ports at home and abroad, an alternative plan for the new port management policy needs to be sought. By the way, aiming to minimize trial and error while maximizing effect in establishing and driving the new port management policy, there is necessity of referring to the developmental strategies of the advanced ports such as Singapore and Hong Kong that are possessing the globally leading position as well as maximizing the substantial value added and the employment-creation effect even qualitatively. Accordingly, the purpose of this study is to propose for a reasonable development strategy for Busan New Port in line with conditions and characteristics of Busan New Port by comparing and analyzing conditions and characteristics of these two advanced ports and by comparative analysis on the developmental strategy according to this.

  • This research attempts to explore the competitive advantage of the Busan New Port based on the comparative analysis against the major ports. The competitive environment of the global shipping business poses a variety of challenges for the port authorities. Pursuing the hub position in the Northeast Asia, Busan new port needs an in-depth competitive analysis against the major ports in Singapore and China. This research proposes the strategies to exploit the locational advantage of the port while upgrading the operational efficiency. The recent development of the information technology suggests a viable solution for the Busan port.

Effect of Incentives on Enhanced T/S Competitiveness in Busan Port (부산항 인센티브제의 환적경쟁력 강화 효과에 관한 실증연구)

  • This study intends to verify the effectiveness of incentive schemes at Busan Port' aimed at promoting transshipment cargo. The current incentive schemes of Busan port intended to increase the T/S cargo volume have been disputed constantly. It is imperative, therefore, to restructure the system in accordance with the planned strategy. In this study, in order to ensure objectivity of the incentive schemes, all the parties (carriers, terminal operators and Port Authority) with a direct interest are answered and analyzed using the AHP methodology. Effectiveness is the top priority in the analysis of beneficiary validity of incentive schemes, when incentives are provided to Global overseas carriers compared with Global national carriers, IntraAsia carriers and Terminal operators. In the analysis of incentive schemes, direct cash support corresponding to the quantity of the T/S cargo had the highest effectiveness compared with exemption of port dues, cost compensation, port infrastructure support and subsidy for the service opening. The study results, therefore, reference the Port Authority when restructuring the schemes. This study has been conducted only focusing on the Busan port; however, the findings may have significant implications for overseas Port Authorities intending to implement incentive systems to promote cargo volumes similar to those at Busan port.

  • The purpose of this study is to improvement strategies for transportation systems of container cargo in Busan port. Therefore, it was forecasted the future container cargo demand using logistic curve formula. In 2011, container cargo demand was forecasted 8.791 million TEU(T/S including 12.559 million TEU). In order to improvement transportation systems of container cargo, this study presented following; $\circled1$ port facilities expansion, $\circled2$ diversity of container transport modes. $\circled3$ make up ICD and exclusive container roads, $\circled4$ the second Seoul-Busan Expressway.

Therefore, container cargoes forecasting is done through logistic methods based on past trends. In 2011, container cargoes demand was forecasted 8.791 million TEU(T/S including 12.559 million TEU).   • Busan Port is operated separately by a number of terminal operators, resulting in a large number of ITT (Inter-Terminal Transportation) volumes. The occurrence of ITT volume causes various problems such as additional transportation cost, empty truck trips, truck delays and terminal congestion, weakening Busan Port's competitiveness. Among them, the empty truck trip problem is a representative factor, that exacerbates the cost problem of the ITT operation at Busan Port. But the ITT backhaul rate at Busan Port remains low. To strengthen the transhipment competitiveness of Busan Port, it is necessary to increase the ITT backhaul rate. In this paper, to improve ITT backhaul rate, we present a mathematical model for maximizing backhaul transport using buffer space. And we analyzed the improving effects of backhaul transport using buffer space through experiments based on actual operating data.

  • The purpose of this paper is tthe first, diagnosing the effect of terminal operating strategy which Busan Port container operators established and executed by the strategy execution process (XPP) model, second, enhancing the competitiveness of Busan Port Container Terminal by presenting ways to improve the executive ability of strategies. In order to achieve the purpose, this study utilized XPP 6 steps diagnostic variables of Kaplan and Dr. Norton for problems of the strategy execution of Busan Port container operators and conducted the survey of 7-point scale targeting employees of Busan Port container operators for the variable measurement.

Forecasting the Container Throughput of the Busan Port using a Seasonal Multiplicative ARIMA Model (승법계절 ARIMA 모형에 의한 부산항 컨테이너 물동량 추정과 예측)

  • This paper estimates and forecasts the container throughput of Busan port using the monthly data for years 1992-2011. To do this, this paper uses the several seasonal multiplicative ARIMA models. Among several ARIMA models, the seasonal multiplicative ARIMA model $(1,0,1){\times}(1,0,1)_{12}$ is selected as the best model by AIC, SC and Hannan-Quin information criteria. According to the forecasting values of the selected seasonal multiplicative ARIMA model $(1,0,1){\times}(1,0,1)_{12}$, the container throughput of Busan port for 2013-2020 will increase steadily annually, but there will be some volatile variations monthly due to the seasonality and other factors. Thus, to forecast the future container throughput of Busan port and to develop the Busan port efficiently, we need to use and analyze the seasonal multiplicative ARIMA model $(1,0,1){\times}(1,0,1)_{12}$.
