A Study on the cognition of Busan Port Container Terminal Operator's strategies and effective measures

The purpose of this paper is tthe first, diagnosing the effect of terminal operating strategy which Busan Port container operators established and executed by the strategy execution process (XPP) model, second, enhancing the competitiveness of Busan Port Container Terminal by presenting ways to improve the executive ability of strategies. In order to achieve the purpose, this study utilized XPP 6 steps diagnostic variables of Kaplan and Dr. Norton for problems of the strategy execution of Busan Port container operators and conducted the survey of 7-point scale targeting employees of Busan Port container operators for the variable measurement.

부산항 컨테이너터미널 운영전략 효과의 인식에 관한 연구

본 연구는 부산신항 컨테이너터미널 운영사가 수립하여 실행한 터미널운영전략의 효과를 전략실행프로세스(XPP)모델에 의거하여 진단하고 전략실행력을 제고할 수 있는 방안을 제시하고자 하였다. 연구결과에 의하면, 부산항 컨테이너터미널 운영사의 전략실행프로세스 요인 모두 미흡한 수준으로 전략의 수립부터, 전략의 구체화, 조직과 정렬 운영계획과의 연계 그리고 전략의 모니터링과 업그레이드 전체과정을 합리적이고 유기적으로 실시간 실행할 수 있는 맞춤형 XPP시스템 구축이 매우 시급한 것으로 사료된다. 또한 북항은 부산신항에 비하여 컨테이너 전용터미널로서 경쟁력을 점차 상실되고 있어 북항재개발을 서둘러 북항의 용도변경을 하여야만 부산항 전체의 경쟁력을 확보할 수 있는 것으로 판단된다. 경영자의 리더쉽요인은 중요한 요인이지만 미흡한 수준으로서 CEO의 리더쉽을 발휘할 수 있는 여건 마련과 역량 강화가 시급하다. 터미널 경쟁력에 중요한 인적자원 역량 강화를 위해서는 전략수립을 구체화하는 과정으로 BSC Map의 체계적인 작성과 실행 가능한 전략적 과제의 도출 및 이들의 전체 조직에의 전파와 구체적인 실행계획 및 예산이 뒷받침 되어야 하며, 이를 위한 전략관리 기획본부나 팀같은 조직구축이 시급한 것으로 사료된다.
