인천항 항만하역 재해분석 및 예방대책에 관한 연구 (A Study on Analysis and Preventive Measures for Cargo Handling Accidents in Incheon Port)

  • The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

  • Objectives: In order to provide basic data for future researchers, this study aims to explore future tasks after reviewing the changes in port safety management due to the enforcement of the Special Act on Port Safety. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. Results: There are two major changes that have stemmed from the Special Act on Port Safety: 1. The scope of application for port participants has been expanded, safety education has been made compulsory, and safety management plans have been established and implemented for each business site. 2. The government is operating a port safety consultative body for each port and has hired one port safety inspector for each of the eleven local maritime and fisheries offices across the country. Future tasks include elaboration of port safety accident statistics, strengthening shipping companies' responsibility for stevedore safety, the unification of contracts, and government interest and support for port safety facilities. Conclusions: The primary feature of the Special Act on Port Safety is the emphasis on autonomous safety management by participants in port transportation. In addition, the enactment of the special law has allowed the Ministry of Maritime Affairs and Fisheries to actively intervene in port loading and unloading safety.

To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

컨테이너 크레인의 생산성 향상에 관한 연구 (On the Study of the Production Improvement of Container Cranes)

  • The Container crane is mainly used in the harbor. But in spite of this wide use, it is a fact that there are still areas for automation, concerning the operator and the control system. If the encoding function is enhanced, then control effect can be increased to some extent. Since the distance from the hoist to the trolley cam be measured, the moving distance from the loading and unloading can be minimized. If this is applied to the real system, hazard elements can be eliminated and in given time since more unloading can be done, congestion can be reduced.

  • The remote operation of $4\~5$ cranes for container loading/unloading at a port by one operator will dramatically improve loading/unloading efficiency through productivity increase, cost reduction, and so on. This study develops a remote crane control system for container loading/unloading yard cranes. First, a wireless video and audio system to transmit views and sounds of the working field is designed by using 3 web cameras and a microphone. Next, a RSVP-based multi-path reservation method is presented with a view to improving the quality of service in the communication network for remote control. Simulation results show that a RSVP-based multi-path reservation can enhance the reservation success rate in the TCP/IP network.

  • 컨테이너 터미널의 주요 생산성 지표는 안벽에서의 작업 효율성이라 할 수 있다. 안벽에서는 Q/C(Quay Crane)이라는 장비가 접안 선박의 컨테이너를 하역한다. Q/C의 작업 생산성을 높이기 위해서는 좀 더 효율적인 Y/T(Yard Tractor)운영 방식이 필요하다. 기존 작업 방식(싱글 사이클)에서는 양하작업 이후 적하 작업이 이루어진다. 듀얼 사이클이란 양하작업과 적하 작업을 동시에 함으로써 안벽 생산성과 야드 트랙터의 이용률을 높이는 방법이다. 터미널에서 듀얼 사이클의 도입은 추가적인 장비의 도입 없이 운영에서의 변화만을 요구한다. 즉, 기존의 dedicate 시스템에서 pooling 시스템으로의 변화가 필요하다. 본 논문에서는 듀얼 사이클을 이용하는 항만에서의 작업 효율성을 증대시키기 위한 선적 계획 방법을 제시하고자 한다. 이 문제를 풀기위해 유전 알고리즘과 타부서치를 제시하였다.

RFID-Based RTLS for Improvement of Loading Productivity in Container Terminals

  • Shipping companies consider most of the ship turnaround time as a critical factor when selecting a rolling port for reducing costs. So, many researchers have been studying for the optimization of preplanning and high~performance of the Gantry Cranes (GCs) in container terminals for faster loading and unloading. Therefore, in this paper, we propose an RFID (Radio Frequency Identification) based RTLS (Real-Time Location System) for reducing the ship turnaround time in ubiquitous port environment. In addition, pre-planning based on ubiquitous computing environment will support the GC and Yard Tractors (YTs), and reduce ship turnaround time more effectively. Especially, the proposed method enormously enhances the productivity of loading for the twin-lift system It will reduce the whole lead-time in the process of port logistics.

  • Recently, the usage of containers in marine transportation is rapidly increasing. The problem of ship stability is important because of its direct influence to the loss of the human-life, ship, and merchandise. However, the assessment for ship stability during container loading/unloading in port is dependent on human experience only. On the other hand, the emerging information and communication technologies of shipbuilding industrial environments are rapidly changing. To respond to the situation, a new paradigm has been matured with new concepts such as the concrete method. Especially, all the efforts are shown to be concentrated to realize the concept of Simulation Based Design(SBD) based on three dimensional Computer Aided Design(CAD) model. In this paper, ship model-based simulation methodology for design and operation of ship is suggested, and for the verification of suggested methodology, the system for stability assessment of ship during container loading/unloading was developed using ENVISION, a general-purpose simulation system. The developed system consists of geometric modeling subsystem, basic calculation subsystem, and Computer Aided Engineering(CAE) subsystem. In addition, interface to CAE/CAD /simulation system such as SIKOB and ENVISION is provided.

  • 지난 COVID-19로 인해 항만 노동자 수가 일시적으로 감소하는 경우가 발생하였다. 감염병 확산 방지를 위해 다수의 노동자가 격리됨에 따라 항만 운영 프로세스 곳곳에서 병목과 대기가 발생하여 터미널의 혼잡도가 증가하였고, 이로 인해 터미널 운영 효율성이 저하되는 등의 문제가 발생하였다. 그러나 터미널 혼잡도는 터미널의 운영 효율성과 직결되는 핵심 지표임에도 터미널 내부 하역장비 중심의 혼잡도는 명확한 계산이 이루어지지 않는것으로 파악된다. 따라서 본 연구를 통해 하역장비 중심의 컨테이너터미널 혼잡도를 측정하고자 한다. 여러 분야에서 일반적으로 사용되는 혼잡도 산정방식은 이미지 기반의 데이터를 바탕으로 혼잡도를 측정하고 있다. 이러한 방식은 양적하 계획에 따라 움직이는 하역장비의 특성상 기존의 혼잡도 산정방식을 그대로 적용하는것은 다소 무리가 있다. 따라서 본 연구에서는 장비의 대기시간 및 turn around time 등을 활용한 터미널 혼잡도의 산정방식을 제시하고, 부산항 A 터미널의 데이터를 활용하여 산정된 혼잡도의 유의성을 검증하였다.
