The eLoran system is considered the best alternative because the vulnerability of satellite navigation systems cannot be resolved as perfect. Thus, South Korea is in the process of establishing a testbed of the eLoran system in the West Sea. To provide resilient navigation services to all waters, additional eLoran transmitters are required. However, it is difficult to establish eLoran transmitters because of various practical reasons. Instead, the positioning with NDGNSS/AIS source can expand the coverage and its algorithm with applying continuous waves is under development. Using the already operating NDGNSS reference station and the AIS base station, it is possible to operate the navigation system with higher accuracy than before. Thus, it is crucial to predict the performance when each system is integrated. In this paper, we have developed a simulation tool that can predict the performance of terrestrial integrated navigation system using the eLoran system, maritime NDGNSS station and the AIS station. The esitmated phase error of the received signal is calculated with the Cramer-Rao Lower Bound factoring the transmission power and the atmospheric noise according to the transmission frequency distributed by the ITU. Additionally, the simulation results are more accurate by estimating the annual mean atmospheric noise of the 300 kHz signal through the DGPS signal information collected from the maritime NDGNSS station. This approach can further increase the reliability of simulation results.

We presented foundational findings regarding the occurrence and acoustic characteristics of the finless porpoise through passive acoustic and visual surveys conducted on the southern coast of Korea, specifically at Hadong Jungpyeong Port. Over a survey period spanning from July 8 to August 16, 2023, totaling 40 days, we observed peaks in the number of clicks produced by this species on July 15, July 24, August 4, August 11, and August 16. The highest count, totaling 18,924 clicks, was recorded on July 15th, while the lowest count, at 3,888 clicks, occurred on August 8th. Examining the acoustic characteristics throughout the diurnal cycle, we found that the peak activity in terms of DPM (detection positive minute for one hour), DP10M (DPM for ten minutes), and overall number of click sounds was observed between 05:00 and 08:00, with a secondary peak occurring from 17:00 to 18:00. The quietest period was noted between 23:00 and 02:00. Furthermore, there was a significant increase in the number of clicks from sunrise, with the maximum count of 21,581 clicks recorded at 6 AM. This count gradually decreased until noon, experienced a slight increase thereafter, peaked again at sunset, and then declined. The dominant frequency mode of this species was 126 kHz, with a concentration ranging from 112 to 136 kHz. The average duration of a click sound was 127 ㎲, with approximately 16 sinusoids (cycles) within each click sound and an average cycle length of approximately 7.9 ㎲. These findings from our study are anticipated to serve as foundational data for the development of a Korean pinger and acoustic warning system.

Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.
The development of ocean industries is an existing and important problem for South Korea, which is mostly surrounded by sea and has a long coastline along three seas. It is necessary for researchers to make efforts to enhance its cost and time competitiveness, because many ocean-based activities have been carried out in harsh physical conditions when compared with land-based ones. One of these efforts to improve efficiency is to operate an Offshore Supply Base (OSB), which is a basic infrastructure required to develop ocean industries effectively. For this reason, the construction and operation of OSBs have become an issue in Korea. The relevant research is limited. Nevertheless, there are a few reports published by Korean research institution. They focus on promoting ocean industries and only mention the necessity of OSB as a promotion tool for the industries. This study on the other hand, addresses various issues on the construction of OSBs in Korea and suggests implications for them. To examine the conditions on the construction of OSBs in Korea, we conduct case studies of Houston and Singapore, the representative regions where a massive OSB has been constructed and operated. In addition, we use Analytic Hierarchy Process (AHP) to evaluate the relative priorities of the services provided by OSBs if constructed in Korea.

Along with the 4th Industrial Revolution, the impact of "unmanned" is affecting all fields around the world, and in particular, in the military sector, "unmanned" is so important that it occupies a part of the main combat system. Recently, the South Korean military is facing a crisis due to the North Korea's UAV incident that invaded our airspace and descended to Seoul. In response, the South Korea military declared its willingness and countermeasures to capture and destroy North Korea's UAV. However, as the technological development of UAV continues and the utilization plan is expanding, the countermeasures for UAV at the current level can be useless. Also, the threat from North Korea is not just UAV. North Korea has practically a nuclear power and is set to conduct its seventh nuclear test, and its missile technology is also being advanced, with 38 arounds of 67 missile tests conducted in 2022 alone. It is also developing five key strategic weapons that can pose a fatal threat to Korea, and North Korea's strong conventional forces are located around the NLL(Northern Limit Line), and the port of Long Range Artillery is facing the Seoul metropolitan area. It is important to respond to North Korea's UAV threats, which are now receiving much attention, but it will be necessary to comprehensively analyze and clearly prioritize North Korea's threats and use a limited budget to respond to them.
This study analyzes the achievement of the shipping policies and the priority for the promotion of such policies, in order to consider the features of the shipping industries in Korea and other advanced shipping countries and manage the rapidly changing shipping environment actively. Based on such analysis, this study also discusses the promotional strategy to strengthen the international competitiveness of the shipping industry. Regarding the promotion of the related policies, it is necessary to establish a base for growth, strengthen a capacity of leading the market, and create an opportunity in the market. By considering such three factors, it has become known that the establishment of the market order is important for the establishment of a base for growth. It is important to consider the advancement of the shipping tax system. Also, the information-orientation and the knowledge-industrialization of the shipping industry need to be considered. In order to strengthen a capacity of leading the market, the stable security of the labor force in the shipping industry is the most important factor. Also, it is important to consider the development and the upbringing of the global mega career and the shipping business. Regarding the creation of an opportunity in the market, it is important to expand the range of the shipping exchange between South Korea and North Korea, which will influence the administrative and the operative results related with the promotion of the related policies.
In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic Service System, which is monitoring its waters for 24 hours. However despite these efforts of the VTS (Vessel Traffic Service) officers, collisions are occurring continuously, the risk situation is analyzed that occurs once in about 20 minutes, the risk may be greater. It investigated to reduce these accidents by providing a safety standard for collision danger in a timely manner. Thus, this study has developed a risk prediction module to predict risk in advance. This module can avoid collision risk to adjust the speed and course of ship using a risk evaluation model based on ship operator's risk perspective. Using this module, the ship operators and VTS officers can easily be identified risks in complex traffic situations, so they can take an appropriate action against danger in near future including course and speed change. To verify the effectiveness of this module, this paper predicted the risk of each encounter situation and confirmed to be capable of identifying a risk changes in specific course and speed changes at Busan coastal water.
The Government of Korea has always focused on developing and maintaining a surplus on the balance of payments as a successful trade policy. The focus should now be on spatial information hiding, revealing patterns in trade activities that enable viewing trade in a more sophisticated manner. This study utilizes trade statistical data such as the United States-South Korea imports and exports from 2003 to 2015 officially released by the two countries. It allows us to analyze and extract the spatial information pertaining to the origin, transit, and destination. First, in the case of export data to the United States, the origin of the trade goods has expanded and decentralized from the metropolitan area. With regard to transit, in 2003, most of the exported goods were shipped by ocean vessels and arrived at the ports on the western coast of the United States. However, trade patterns have changed over the 12-year period and now more of that trade has moved to the southern ports of the United States. In terms of destination, California and Texas were importing goods from South Korea. With the development of the automotive industry in Georgia and Alabama, these two states also imported huge volumes of automobile parts. Second, in case of import data, most imported goods from the United States originated from California and Texas. In this case, 40% of goods were shipped by air freight and arrived at the Incheon-Seoul International Airport; most ocean freight was handled at the Port of Busan. The purpose of this study is to decompose the spatial information from the trade statistics data between Korea and the United States and to depict visualized bilateral trade structure by origin, transit, and destination.
Dmitri Donskoi, the Russian cruiser launched in 1883, is known to have sunk near Ulleung Island (East Sea, Korea) on May 29, 1905, while it was participating in the Russo-Japanese War. In order to find this ship, information about its possible location was obtained from Russian and Japanese maritime historical records. The supposed location of the ship was identified, and we conducted a five-year geophysical survey from 1999 to 2003. A reconnaissance three-dimensional topographic survey of the sea floor was carried out using multi-beam echo sounder, marine magnetometer, and side-scan sonar. An anomalous body identified through the initial reconnaissance survey was identified by a detailed survey using a remotely operated vehicle, deep-sea camera, and the mini-submarine Pathfinder. Interpretation of the acquired data showed that the ship is hanging on the side of a channel, at the bottom of the sea 400 m below sea level. The location is about 2 km from Port Jeodong, Uleung Island. We discovered 152 mm naval guns and other war materiel still attached to the hull of the ship. In addition, the remnants of the steering gear and other machinery that were burnt during the final action were found near the hull. Strong magnetic fields, resulting from the presence of volcanic rocks in the survey area, affected the resolution of the magnetic data gathered; as a result, we could not locate the ship reliably using the magnetic method. Severe sea floor topography in the gully around the hull gave rise to diffuse reflections in the side-scan sonar data, and this prevented us from identifying the anomalous body with the side-scan sonar technique. However, the sea-floor image obtained from the multi-bean echo sounder was very useful in verifying the location of the ship.
