A Study on the Comparison of the Capacity of Waiting Anchorage Design according to the Port Operation Method - Focusing on Busan New Port -

  • This study was conducted to propose an effective port operation method in terms of the design capacity of waiting anchorage by comparing the ratio and the number of waiting anchorage according to the port operation method of Busan New Port. For this, the Arena simulation program compared the rates of waiting vessels according to the application of the multi-user terminal, liner terminal and hybrid liner terminal operation methods. As a result, analysis suggested the necessary anchorage space can be reduced to about 18 % when using the multi-user terminal operation method and about 15.6 % when using the hybrid liner terminal operation method, as compared with the liner terminal operation method. Specifically, it was effective to apply the multi-user terminal operation method in terms of the anchorage capacity to be designated to Busan New Port. This study can apply to the designation of the new anchorage in the Busan New Port by reflecting the contents of the design of the anchorage in accordance with the port operation method.

  • This paper addresses the operation, problems, and development policy of Gwangyang Port, Korea. This paper aims to analyze the operation condition and problems of Gwangyang Port and suggest long-term policies for developing Gwangyang Port as a logistic hub in northeast period. It is made up of three main sections: the operation, problems, and forecast of freight volumes; analysis of operational results of Gwangyang Port; development strategies of Gwangyang Port as a Logistics Hub. This paper was mainly based on a review of current papers/reports, an analysis of secondary data, and questionnaire survey. The major development strategies identified consisted of expansion regular service sea-route, formation of inter-modal transportation system, strengthening of port sales for Gwangyang port's recognition, securing operation-profits by fixed cargo volume, and promotion of free tread zone.

  • The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days, the efficient berth operation has been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural, geographical and operational environment of port. In Inchon Port, the ship's entrance into port and departure from port is extremely affected by the status of dock and berth because of capacity restriction. First, we analyzed the specific characteristics of Inchon Port such as dock based on the data of 1997. And then, we construct the database of experts knowledge for berth utilization. Finally, we build the real-time decision support system for the efficient berth operation of Inchon Port to make the better berth allocation in case of not only regular scheduling but also dynamic scheduling such as delay in berth operation and exchange of ship between berths. The DSS is developed with graphic user interface(GUI) concept to help the user determining user interactive updating of the port status. Then this DSS will be provide decision maker with an efficient and fast way to berth allocation, and reduce wastes of time, space, and manpower in Inchon Port operation.

  • The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days the berth operation problems have been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural geographical and operational environment of port. In Inchon Port the ship’s entrance into port and departure from port is extremely affected status of dock. In this paper we analyzed some effects of dock a specific character of Inchon Port with a real data of ship’s in Inchon Port. And reconstruct a previous expert’s knowledge of berth allocating problem in Inchon Port. Also the mechanism for the efficient berth operation has been studied by repeatedly dispatching in order to obtain a best effect of berth allocation, with real-time updated information for delay at service time of a specific berth and changing of a working-berth. The system is developed with graphic user interface(GUI) concept using user interactive approach. And this system will be provide decision support maker with an efficient and fast way to berth allocating and reduce wastes of time space and manpower in Inchon Port operation.

Perceptions of the Relationship between Port Security Level, Resilience, Cargo Operational Performance, and Sustainability Performance among Korean Port Operators and Shipping Companies

  • Purpose - As globalization progresses, complexity also increases, and various factors that threaten port functions are emerging. Accordingly, the demand for port security to prevent the crisis and resilience that quickly recovers its original function after the crisis is also increasing in port operations. However, few studies have examined how to ensure the port security and how the resilience affects operation performance of port and sustainability performance as well. So the study aims to find out how port security affects port resilience and port operational performance, and consequently, this two factors affect socioeconomic and environmental sustainability performance respectively and synthetically. Design/methodology - Confirmatory Factor Analysis (CFA) was first performed to determine the validity of the factors of model and hypothesis test was performed using Structural Equation Model (SEM) to analyze the Port Performance Model, which show the perception logic among port security level, port resilience, operation performance, and sustainability performance. In order to empirically analyze this model, total 264 respondents from port security operators, shipping companies in South Korea were surveyed. Findings - As result of SEM, First, port security level positively affected the resilience (H1) and cargo operational performance (H2) but not in both of the sustainability performances (H3, H4). Second, resilience positively affected only cargo operational performance (H5) and socio-economic sustainability performance (H7). Last, cargo operation performance positively affects the both of sustainability performances (H8, H9). Originality/value - It was confirmed that port security could improve cargo operational performance through ensuring port resilience and eventually increase the socio-economic sustainability. Therefore the study implies that careful integration and management of port security, port resilience, and sustainability are required, along with compromise on sustainable development goals in the social, economic, and environmental area among all stakeholders.

컨테이너 항만운영에 대한 코로나19의 영향 분석 연구 (Analysis of the Impact of COVID-19 on Port Operation)

  • 항만운영을 위협하는 요인들이 다양화되고 있다. 최근에 전 세계적으로 문제를 야기한 코로나19도 그 중 하나이다. 2020년 부산 감천항에서 발생한 러시아 선원의 코로나 확진으로 인해 하역작업이 전면 중단되었는데, 이는 감염병으로 인해 항만이 폐쇄된 대표적인 사례이다. 항만은 우리나라 수출입물류의 대부분을 담당하는 국가 기반 시설물로서 감염병 등 위협 요인에 대한 레질리언스(resilience) 확보가 반드시 필요하나, 관련 연구는 아직 부족한 실정이다. 본 연구에서는 시스템 다이내믹스를 활용하여 감염병이 컨테이너 항만운영에 미치는 영향에 대한 흐름도를 구축하였다. 또한 시뮬레이션을 통해 감염병에 대한 항만의 레질리언스를 생산성과 물동량 측면에서 측정하였다. 시뮬레이션 분석을 통해 구축한 모형이 실제로 항만의 레질리언스 측정에 활용할 수 있음을 보였으며, 항만 내 감염병이 발생했을 시 격리 정책 시나리오를 설정하여 효과를 비교함으로써 레질리언스 향상을 위한 정책 수립의 기반으로 활용할 수 있음을 확인했다는 점에 본 연구의 의의가 있다.

Port Competition and Co-operation as a Strategy of Busan Port

  • The maritime logistics environment including seaborne trade, shipping and ports is changing rapidly and continuously. Large containerships, mega carriers and global terminal operators try to achieve economies of scale and economies of scope. As a result of the changing environment, the competition between ports to achieve competitiveness is intensive. Port competition among China, Japan and Korea is becoming fiercer, both directly and indirectly, resulting from the increased trade in northeast Asia. Port development projects within each country stimulate more intensive port competition. As a result, overcapacity, fierce price competition and overlapping hinterland problems will be caused in the future. Co-operation for survival is considered as a strategy in order to solve anticipated problems caused by port competition Busan port, for instance, could co-operate with China and Japan as well as with other ports in Korea Terminal operators' expansion through investments including joint-ventures will make connections between ports smoother. At the port authority level, continuous cooperative interchange between countries is indispensable.

  • 부산항은 세계적인 환적중심항만이지만 지리적으로 이원화되어 있고, 환적 물동량의 지속적인 증가에도 불구하고 ITT 항만통합운영이 되고 있지 않아 항만운영 효율성을 저하시키고 있다. 또한, 이러한 운영방법이 환적운송 물동량 증가 및 이에 따른 환적운송비용 증가에 더불어 사회적 및 경제적 측면에서의 비효율에 대한 문제를 함께 야기하고 있다. 본 연구는 부산항 ITT 효율성 제고를 위해 추진 중인 ITT 공동배차를 수행할 통합운영조직 구성의 필요성과 부산항 ITT를 수행하는 운송사와 화물차주를 중심으로 한 조직 구성에 대해 다루며, 조직 설립한 후 관계당국과 컨소시엄 형태의 통합운영조직 설립과 지원방안에 대한 제안을 행하고자 한다. 아울러, 시사점 분석을 통하여 부산항 ITT 이해 당사자와 관계기관과의 역할에 대해서 다루도록 한다.

  • 해상 구간에서의 선박 운항과 관련된 단위 비용이 선박 대형화에 비례하여 감소한다는 규모의 경제에 근거하여 최근 8,000 TEU급 선박이 운항을 개시하였고, 10,000 TEU급 이상 초대형선(mega ship)이 설계 단계에 있다. 기존 연구들은 대형항만에서 대형항만까지의 총운항비 관점에서 연구가 진행되어졌으나, 본 연구에서는 운항비, 항만비용(하역비 포함), 피더비용 등 총비용적 관점에서 허브항으로 선택된 항만별 경제성 평가를 하는데 목적이 있다.

데이컴 기법을 활용한 항만안전운영에 관한 직무분석 (Job Analysis on Port Security Operation using a DACUM Method)

  • 우리나라 무역항만은 국제물류의 99% 이상을 처리하는 물류거점으로서 국가 경제에 중요한 역할을 수행한다. 최근 선박의 초대형화와 각종 항만 장비의 고도화에 따라 항만의 생산성을 높이기 위한 연구는 활발히 진행되고 있지만, 항만안전운영에 대한 관심은 상대적으로 도외시 되고 있는 있다. 2010년 기준, 항만하역업 재해율은 0.98로 전 산업 평균인 0.69보다 40%이상 높게 나타남에 따라 항만안전운영에 관한 체계적인 교육 방안을 마련할 필요성이 제기되고 있다. 본 연구에서는 데이컴 기법을 활용하여 항만안전운영에 관해 직무분석을 수행하여 직무모형을 개발하였다. 항만안전운영 직무분석 결과 총 8개의 임무와 각 임무를 구성하는 59개의 세부 작업을 도출하였다. 그리고 교육 요구도를 조사하기 위하여 각 작업에 대해 중요도와 난이도 및 수행 빈도를 조사하고 항만안전운영 분야의 기초 작업을 분석하였다. 또한 이러한 직무분석 결과를 구조화 하여 데이컴 리서치 차트를 완성함으로써 항만안전운영 분야의 직무모형을 제시하였다. 이러한 직무모형을 통해 항만안전운영에서 요구하는 직무와 수행되는 진행과정을 한눈에 파악할 수 있고, 항만안전운영 분야의 단기 교육과정과 정식교육과정 및 임무별 교육과정을 개발하는데 기초 자료로 활용될 수 있다. 본 연구는 항만안전에 관한 운영 범위가 지나치게 광범위하여 항만과 관련 업종에 종사하는 관리자 및 실무자 전체를 대상으로 설문조사를 실시하지 못하여 일반화하는데 한계가 있을 수 있다. 따라서 차후 연구에서는 항만안전 분야의 현장실무자와 관리자를 대상으로 한 인터뷰와 설문조사 등 보다 포괄적이고 구체적인 실증분석을 수행할 필요가 있다.
