A Study on Busan Port Activation by Attracting Transshipment Containers to and from Japan (일본 환적화물 유치를 통한 부산항 활성화 방안에 관한 연구)

  • Logistics needs in Asia are surprisingly increasing due to rapid growth of China Therefore, each country is trying to develop ports in order to attract logistics needs. Korea, also, begins to perform active port marketing policy, centering around Busan port and Kwangyang port, in order to become a logistics hub in Northeast Asia Recently, competitiveness of Japan has decreased due to increase in the inland transport costs, so Japanese is deliberating various counter plans. While Japan is stagnant, Korea has an opportunity for activating Busan port and Kwangyang port. This study estimates logistics costs by classifying types of delivery routes of Japanese imports and exports containers; that is, by dividing the case of using main ports in Japan, or Busan port and Kwangyang port. As a result, logistics costs are greatly reduced when the containers go by way of Busan port and Kwangyang port social and logistics costs.

  • Yeosu Gwangyang Port, along with Busan Port, Incheon Port, Ulsan Port, and Pyeongtaek Dangjin Port, serves as Korea's top five ports for trade on the southern coast. It is the second largest port in Korea after Busan Port, and the largest port in terms of import and export volume. Yeosu Chemical Industrial Complex, the world's largest chemical industrial complex, has continued to grow rapidly, but recently, the increase in volume has been decreasing. Therefore, this study sought to find major development strategies for the development of Yeosu Gwangyang Port and to derive the priorities of the strategies. To this end, the development strategy of Yeosu Gwangyang Port was divided into three major categories: operation revitalization, infrastructure construction, and policy support using the AHP analysis technique and analyzed again in two aspects: short, medium, and long term. As a result of the analysis, 'integrated operation of container docks and strengthening competitiveness' were considered the most important in short- and medium-term policies. It is believed that it will be necessary to integrate container operators, establish routes in preparation for entry of super-large ships, and install large cranes. In the long-term policy, the most important thing was to foster high value-added industries based on local industries. It is believed that strategies are needed to attract companies from outside regions through the settlement support system. The results of this study are expected to be used to establish development strategies for Yeosu Gwangyang Port and to establish investment priorities.

Positioning Analysis of Busan port in Inter-Port competition of Northeast Asia Region (동북아지역 항만간 경쟁에서 부산항의 포지셔닝 분석)

  • Asian container market, expecially in the NEA(Northeast Asia) region, has been growing continuously according to international specialization of manufacturers. The circumstances surrounding port industry has also been changing rapidly. Global liner and GTO( Global Terminal Operators} have strengthen there market share with M&A and increased entry to Asia market. The competition in NEA have deepen with change of circumstance and the growth of Chinese ports while Busan port decreasing its growth rate and market share. Therefore, this study analysed the change of the port concentration in NEA and the positioning of Busan port by year. In the result, the competitive position of Busan port weakening continuously and loss much volume to competition port, and it suggests that a globalization strategy is essential for making sure of competitiveness based on the result of this paper.

  • Kunsan port based on the selection of Kunsan Free Trade Area is expected to develop into a regional beach-head port and foreign investment area, and as the result it will play a great role in accelerating the coming age of the west sea. To promote the foreign competitiveness of Kunsan port as a central container port it can be pointed out that 1) to raise up the utilization ratio of Kunsan port as the front base of export and import by multinational corporations, 2) to hustle up the development of Kunsan container port toplay the central role as the composite container linkage central port, 3) to strengthen the attraction activities of foreign investment into the Kunsan Free Trade Area for the balanced development between regions in nation, 4) the support of both central and local governments to accelerate the comingage of the west sea are necessary.

Competition and Cooperation Dynamics between Gwangyang Port and Major Container Ports in Northeast Asia (광양항과 동북아 주요 컨테이너항만간 경협 추세분석)

  • This study formulates a development strategy for Gwangyang port through the analysis of its competition with other major Northeast Asian ports. A revised BCG matrix is applied to estimate the change in competition between the major ports in Northeast Asia and the Lotka-Volterra model is used for the competitor analysis. The growing competitive power and influence of Chinese ports, continued competitive advantage of Busan port, diminishing competitiveness of Gwangyang and Incheon ports, and disappearing competitive position of Japanese ports in Northeast Asia are all confirmed. In addition, according to the relationship between Gwangyang port and other major Northeast Asian ports from 2007 to 2014, Gwangyang port has changed to a predatory from a win/win relation with Busan port and has maintained its predatory relationship with Hong Kong port in terms of transshipment cargoes. Moreover, Gwangyang port has formed predatory relationships with Shanghai and Ningbo ports, a pure competitive relation with Tianjin port, and a win/win relation with Qingdao and Dalian ports. Overall, predatory relationships between Gwangyang port and other Northeast Asia ports increased from 2007 to 2014. The counterstrategies for Gwangyang port to address this situation include establishing cooperative relations and continuing the win/win relationships with cooperative ports.

A Study on the Measuring Model of Productivity Using DEA in Container Terminal (DEA 기법을 활용한 컨테이너터미널 생산성 측정에 관한 연구)

  • In order to strengthen the competitiveness of port against calling for the huge vessel and reducing the shipping service time, the productivity of container terminal must be improved. This productivity variously results according to the kinds of productivity evaluation model, input elements like yard, equipment, employee, facility, etc,. But, it is discussed that the productivity is measured by partial productivity evaluation model or general input elements. Therefore, we measured for the productivity of the container terminal using the Developed the data Envelopment Analysis (DEA), which is developed in order to evaluate the relative efficiency of decision making units - it's difficult to clear cause and effect between input and output. We measured the whole productivity of container terminal in Busan according to decision of the correct input elements. And we investigated the change of the productivity measurement result according to input elements, presents more accurate productivity evaluation model in container terminal.

Strategy for Kwangyang Port as a Logistics Center of East Asia (동북아 물류중심과 광양항)

  • These days the surroundings around harbours are rapidly changing. Particularly in the age of Pacific Rim it is rather clear that the competition among the harbours in Northeast Asia region where are so many of worldwidely famous harbours might be intense. From 1980s on the industrialization and urbanization in the area of Kwang Yand-Bay, thanks to the regional development program, have been speedily under way. And in the year of 1987 the 1st development program of Kwang Yang-Bay container quay was started and is scheduled to be completed by the end of 1997. As the completion of the program it is expected that in 1998 the newly-opening Kwang Yang-Bay container quay on one hand will play a role in relieving the awaiting-time of vessels in Pusan Port, and on the other hand it will contribute to the balanced development of the country. In this context this thesis conducted Its study on the effect of the specification and facilities of a harbour, and especially on the effect on the regional economy resulted by the development & developmental static of Kwang Yang-Bay container quay. And progressively in the thesis the plan to provide Kwang Yang-Bay container quay with competitiveness was suggested.

A Study on the Container Charges of Pusan Container Terminal (부산 콘테이너 부두의 하역료에 관한 연구 - 공영기업 차원의 요금산정을 중심으로 -)

  • The amount of the Korean export & import in 1987 reached $88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

Efficiency Analysis of ASEAN Ports Using DEA & Shannon's Entropy (DEA결합모형을 활용한 아세안(ASEAN)지역 항만의 효율성 분석)

  • The total container throughput of ASEAN is expected to increase continuously with economic development. However, ASEAN port infrastructure is insufficient to handle the increasing trade volume. According to the World Economic Forum, ASEAN ports except Singapore and Malaysia are ranked in low. Participation in ASEAN port development projects can lead an increase in trade efficiency with S. Korea by improving the port infrastructure of ASEAN countries. In addition, the S. Korean port-related industry can be energized through entering ASEAN port development projects. This study, which measures the efficiency of ASEAN ports, can be used as a basic guideline for the development and the planning of the ports. This study used Data Envelopment Analysis(DEA) and Shannon's Entropy model together to measure ASEAN ports' efficiency. After measuring each DEA (CCR, I-BCC, O-BCC, SBM) weight, the efficiency of ASEAN ports is measured as reflecting each DEA weight. As a result, the ports of Singapore and Malaysia, the major ports in the world, have the highest efficiency. Further, Vietnamese ports need to raise efficiency along with increasing container throughput. Leam Chabang (Thailand), Ho Chi Minh City (Vietnam), and Tanjung Priok (Indonesia) exhibit a negative correlation between container throughput and efficiency; therefore, the ports need to improve so as to maintain competitiveness. Lastly, Cambodia, Myanmar, and Brunei, which do not have active economic development, need to improve their ports for economic development.

Research Trends Analysis on Port Hinterland Using SNA Method (SNA 분석을 활용한 항만배후지 연구동향 분석에 관한 연구)

  • In this paper, the research trends of port hinterland from 1990 to 2018 were analyzed periodically using the Social Network Analysis (SNA) method. The data were collected from major academic journals and totally 116 papers were identified for analysis. The results of the analysis showed that in the first period (1990-1999), keywords can be listed as "containerization", "transport infrastructure" and developed countries related keywords like "Italy", "Canada" and "Germany". The results of the second period (2000-2009) were originated from keywords such as "regionalization", "competitiveness", "Asian consolidation" and "technology". In the third period (2010-2018), the results were derived from keywords such as "intermodal transport", "dry port", "container" and container related keywords and "shipping" and shipping related keywords. We could see the studies of port hinterland are becoming more systematic and integrated. This study provides some important implications for both academic, and industrial viewpoints, and it is helpful to understand the research concentration.
