Proposed Improvements for Type Approval and Inspection Systems of Marine Pollution Prevention Materials and Chemicals (해양오염방제 자재·약제 형식승인 및 검정 개선방안에 대한 연구)

  • Through the revision of the Framework Act on Administrative Regulations (July 17, 2019), the government minimized regulations and applied the comprehensive negative regulation principle to enhance economic vitality. However, a legally mandatory certification system has been applied to marine pollution prevention materials and chemicals, and inspection is conducted every time a product is sold, suppressing the autonomy of manufacturers. In addition, the majority of manufacturers of marine pollution prevention materials and chemicals are small businesses; therefore, they take the approach of producing small quantities of products whenever a buyer requests an order. Consequently, the need for deregulation was raised to ensure autonomy of the market and industry, and improve efficiency in accordance with the current trend of approval, performance test, and inspection systems for marine pollution prevention materials and chemicals. In this study, problems within the current system were identified and improvement plans are proposed through comparison and analysis of domestic and foreign systems.

  • In order to decide the priority of prevention activities in environmental pollution, a study must be carried out in the wide spectrum of causes and effects of pollution particularly effects on humanbeing in the concept of environmental engineering and toxicology Therefore, a study must be covered various segments of environment such as air, water/sea water, wastes and soil in other words sources of pollution should be analysed in the view point of intergrated efforts of engineering and toxicology to locate high priority of prevention activities which given the high value of human health.

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.

  • Current semiconductor industry factories are relying on the end-of-pipe treatment technology for waste water treatment and thus they mostly suffer from severe industrial water shortage. As a result in order to solve those waste and industrial water problems, there requires to be changed to the Clean Technology, that is Pollution Prevention Technology. Through above strategic actions with the Clean Technology, we shall strength more powerful and logical environmental pollution prevention system than those in the past. By changing the end-of-pipe treatment technology for waste water treatment and thus they mostly suffer from severe industrial water problems, there requires to be changed to the Clean Technology, that is Pollution Prevention Technology. Through above strategic actions with the Clean Technology, we shall strength more powerful and logical environmental pollution prevention system than those in the past. By changing the end-of-pipe treatment technology with physical, chemical and biological treatment methods as a mixed stream basis for treating of semiconductor waste stream into clean technology with pollution prevention technology as a waste segregation basis, we can bet 20 to 30% investment reduction as compared with end-of-pipe treatment technology.The results for water quality analysis were as follows : 1. Water quality analysis of the before treatment : pH : 9~10.5, Conductivity : $300~7,000{\mu}s/cm$, TDS : more then $3,000mg/{\ell}$, COD : $200~250mg/{\ell}$, SS : $500~600mg/{\ell}$, n-H : $8.3mg/{\ell}$ 2. Water quality analysis of the after treatment : pH : 6.5~7.5, Conductivity : 0.059, TDS : $40{\mu}s/cm$, COD : $20mg/{\ell}$, SS : $5mg/{\ell}$ n-H : $0.6mg/{\ell}$

The Effects of Education for Environmental Pollution Prevention through Forest Experiences on Children's Nature-Friendly Attitudes and Scientific Problem Solving Ability (숲체험을 통한 환경오염예방교육이 유아의 자연친화적 태도 및 과학적 문제해결력에 미치는 효과)

  • The purpose is to figure out the effects of education for environmental pollution prevention through forest experiences on children's nature-friendly attitudes and scientific problem solving ability. To achieve this, an experiment was conducted on total 44 kindergarten children in a class for 5-year-olds, who are classified into experimental group of 22 children(12 male children, 10 female children) and comparative group of 22 children(13 male children, 9 female children), in a C farming village. The results are as follows. First, the change of children's nature-friendly attitudes by group showed that education for environmental pollution prevention through forest experiences had an effect on the improvement of children's nature-friendly attitudes. Second, the change of children's scientific problem solving ability by group showed that education for environmental pollution prevention through forest experiences had an effect on the improvement of children's scientific problem solving ability. This implies that children's forest activities are useful in improving their nature-friendly attitudes and scientific problem solving ability.

  • New type of the sewer drainage has been developed to overcome present sewer drainage's shortcoming. This system has the function of drainage, sewerage, reverse flow prevention, and harmful insect and smell prevention. Numerical simulation has been carried out in order to minimize the troubles that can be happened in the process of manufacture and installation process. This sewer drainage system for harmful insect and smell prevention intercepts pollution source, and then it prohibit second pollution. Harmful insect cannot go in and out in this system. Also, this system can reduce the damage of flooded districts due to heavy rain because it is impossible to flow backward from sewer drainage.

How to Improve Self-Check System for Marin Pollution Prevention in Korea (해양오염예방을 위한 자율점검제도 개선방안)

  • For marine pollution prevention, Korea Coast Guard has enforced the self-check system on excellent workplace of marine facilities and ships since 2007 as part of the government policy for deregulation of administrative inspection. The self-check system had much effect amid interest from the workplaces and with their participation and cooperation. But the system has become stagnant because KCG has missed the proper timing to reflect the social and environmental change, marine workers' consciousness changes and the transformation of its relevant inner organization in the operation of the system for several years. To accommodate the changes of internal and external environments, this study surveyed 332 workers of ships and marine facilities through questionnaire about the self-check system for marine pollution prevention, reflected on the system, and focused on how to improve the existing system effectively. To increase the effect of self-check system, the enhancement of public relations efforts and improvements in marine pollution control system for ships of 5 gross tons and above are necessary. In addition, for relieving the burdens of business activity and visit inspection by KCG on excellent workplaces of ships and marine facilities, Marine Environment Management Act is needed to be amended so that the self-check system can be reflected in its amendment.

In vitro stability evaluation of coated lipase

  • Objective: The study was conducted to evaluate the stability of commercial coated lipase (CT-LIP) in vitro. Methods: The capsules were tested under different conditions with a range of temperature, pH, dry heat treatment and steaming treatment, simulated gastric fluid (SGF) and simulated intestinal fluid (SIF) in this work, respectively. Free lipase (uncoated lipase, UC-LIP) was the control group. Lipase relative activities measured in various treatments were used as a reference frame to characterize the stability. Results: The lipase activities were decreased with increasing temperatures (p<0.05), and there was a markedly decline (p<0.01) in lipase comparative activities of UC-LIP at $80^{\circ}C$ compared with CT-LIP group. Higher relative activities of lipase were observed in CT-LIP group compared with the free one under acidic ambient (pH 3 to 7) and an alkaline medium (pH 8 to 12). Residual lipase activities of CT-LIP group were increased (p<0.05) by 5.67% and 35.60% in dry heat and hydrothermal treatments, respectively. The lipase relative activity profile of CT-LIP was raised at first and dropped subsequently (p<0.05) compared with constantly reduced tendency of UC-LIP exposed to both SGF and SIF. Conclusion: The results suggest that the CT-LIP possesses relatively higher stability in comparison with the UC-LIP in vitro. The CT-LIP could retain the potential property to provide sustained release of lipase and thus improved its bioavailability in the gastrointestinal tract.
