Direction for the management of air pollutants based on health risk in Korea (위해성을 고려한 대기오염물질의 관리 방향)

  • Policy direction for the management of air quality in Korea has been on the reduction of the average concentrations of the criteria air pollutants such as sulfur dioxide and fine particles. However, recently, risk based management of air pollutants becomes an important issue. In this study, to develop an effective air quality management policy direction in Korea, (1) the fourth Multiple Air Toxics Exposure Study (MATES IV) carried out in the South Coast Air Quality Management District (SQAQMD) in the USA is reviewed and (2) the results are compared with in these in Seoul and (3) policy directions are suggested. It was found that (1) systematic integrated study comprising of measurement, modeling, emission inventory estimation, and risk assessment was essential to estimate the health risk of air pollutants reliably, (2) cancer risk of diesel particle was dominant over other air pollutants, and (3) health risk based emissions were different from amount based emissions. It was suggested that (1) reducing the exposure from hot spots might important to reduce health risk from air pollutants and (2) an integrated air quality management administration system is important for the efficient management of air pollution.

Treatment of non-degrable Organic Pollutants in Aqueous by ultrasonic irradiation (초음파에 의한 수중의 난분해성 오염물질 처리)

  • This study was performed to examine the factors influenced on the decomposition of nondegradable organic pollutants( Tricholoroethylene,Benzene ) in aqueous by ultrasonic irradiation. The TCE( Tricholoroethylene ) and Benzene are major hazard compounds causing environmental Pollution and not decomposable substances by conventional treatment. The results shows that the oxidation and reduction reaction of ultrasonic Irradiation was formed the H$_{2}$O$_{2}$ , H$^{+}$ and OH$^{-}$ radical, and then theses was decomposed pollutants of TCE and Benzene in aqueous. We were conformed that the ultrasonic irradiation was excellent in removal efficiency of the nondegradable organic substances any other than processes and utilized the treatment of organic compounds in the industrial wastewater. Conclusively, these results suggest that ultrasonic irradiation may be extremely useful for the treatment of wastewater contaminated organic pollutants, which is difficult to treat economically by conventional treatment.

  • The air pollution by the diesel locomotives has become serious environmental concern because the emission gases are exhausted without any further treatment. Recently, the public interest on the air pollutants emission reduction technology is increasing due to the establishment of 'Metropolitan Air Quality Preservative Law' and the regulation of local governments on the urban air quality. In this study, we measured the concentration of particulate matters and gaseous pollutants by using a scanning mobility particle sizer, a dust spectrometer, and a stack sampler upon various engine load condition. The results show that the amount of emitted air pollutants increased upon the increase of engine power. The development of new technology to reduce the air pollutants emission is urgently required.

Cycling of Matters in the Constructed Wetland (인공습지에서의 물질순환에 관한 연구)

  • This study analyzed the changes in the concentrations of the pollutants of constructed treatment wetlands which come from the discharge water of a sewage treatment plant. According to the results of budgets in constructed wetlands, the net production of the organic carbon, nitrogen and phosphorus were 368 kgC/month, 306 kgN/month and -49 kgP/month, respectively. The high particle form of pollutants are mostly removed due to settlement and absorption when passing through wetlands, but because a low processing efficiency for pollutants was shown when sewage treatment plant wastewater flows in, there is a need for a water management system that can reduce the organic matter load through monitoring. The low removal efficiency of constructed wetlands were caused by both structural and operational problems. Therefore, to enable to play a role as a reduction facility of pollutants, an appropriate design and operation manuals for constructed wetlands is urgently needed.

Greenhouse Gas Reduction by Air Quality Management Policy in Gyeonggi-do and Its Co-benefit Analysis (경기도 대기질 개선 정책의 온실가스 동시 저감 및 그에 따른 공편익 효과 분석)

  • In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

In-situ functionalized biomass derived graphite-supported BiFeO3 for eradication of pollutants

  • A novel, green, versatile and magnetically retrievable BiFeO3/CDR (Bismuth ferrite/coriander) nanocomposites were fabricated via simple wet chemical method utilizing in situ functionalized, cheap coriander seed powder (CDR 5%, 10%, 15% and 20 wt%) as a fuel to enhance the efficiency of pristine BiFeO3. A comparative study was performed between BiFeO3/CDR and BiFeO3/CNT (Bismuth ferrite/carbon nanotubes) nanocomposites for the removal of various hazardous pollutants from waste water. The successful synthesis of the fabricated nanomaterials was monitored via FT-IR, Powder XRD, FE-SEM, CV, VSM, CHNS/O and XPS studies. The synthesized nanomaterials were employed for the oxidative degradation of Carbol fuchsin, Reactive black 5, Ciprofloxacin and Doxorubicin; adsorption of a pesticide malathion; and reduction studies for Para-nitrophenol (PNP). The fabricated nanomaterials (BiFeO3/CDR) showcased excellent efficiency and comparable results with (BiFeO3/CNT) for the removal of model pollutants. Moreover, synthesized green heterojunction was also testified for mixture of textile and pharmaceutical waste. Hence CDR can be utilized as a better alternative of CNTs.

Current Status of Air Pollutants from Ships and Reduction Technologies (선박 기인 대기오염물질 현황 및 저감 기술 소개)

  • There is a lot of concern around the world about air pollution from ships. The majority of air pollution from ships comes from fuel combustion. The combustion process produces various air pollutants such as carbon monoxide (CO), carbon dioxide (CO2), nitrogen oxides (NOx), sulfur oxides (SOx), and particulate matter (PM), each of which has adverse effects on people and is a major environmental problem. To prevent this, the International Maritime Organization (IMO) has strengthened the regulation of pollutant emissions through the Convention for the Prevention of Marine Pollution. This paper discusses the types of air pollutants emitted by ships, their current status, and the latest technologies to reduce emissions of NOx and SOx.

Analysis the depth effect of organic pollutants and heavy metals using biostimulant ball in contaminated coastal sediments (해양오염저질의 오염물질 정화를 위한 생물활성촉진제 투여 깊이 연구)

  • Sediments play a major role in determining pollution pattern in aquatic systems and reflecting the pollutant deposition. In the present study analysis the depth effect of organic pollutants and heavy metals using slow release biostimulant ball (BSB) in coastal sediment. BSB size fixed at 3cm, depth varied from 0cm to 10cm depth and 1 and 3 month interval period was carried out for the study. The organic pollutants of chemical oxygen demand, total solids and volatile solids were significantly changed at the surface sediment (0cm)in 1 month and 3 month interval time using BSB. In contrast, sediment depth increase upto 10cm the reduction percentage decrease like to control. Vertical distribution of heavy metals are not consistent from the surface layer toward the bottom layers. Heavy metals fractions were significantly changes, the exchangeable fraction was reduced and other organic and residual fractions were stabilized percentage are increased. This finding concluded BSB is effective for reduce organic pollutants, heavy metals stabilization from the contaminated sediment.

Effects of Rain Gardens on Removal of Urban Non-point Source Pollutants under Experimental Conditions (실험실 조건에서 레인가든의 도시 비점오염물질 제거효과)

  • As impermeable layer continues to increase with the urbanization process, direct input of nonpoint source pollutants into water bodies via stormwater has caused serious effects on the aquatic ecosystem. Potential applications of rain gardens are increasing not only as best management practices (BMP) for reducing the level of nonpoint source pollutants but also as an ecological engineering alternative for low impact development (LID). In this study, remediation performance of various planting types, such as a mixed planting system with shrubs and herbaceous plants, was assessed quantitatively to effectively manage stormwater and increase landscape applicability. The mixed planting system with Rhododendron lateritium and Zoysia japonica showed the highest removal performance of $76.9{\pm}7.6%$ and $58.4{\pm}5.0%$ for total nitrogen and $89.9{\pm}7.9%$ and $82.4{\pm}5.2%$ for total phosphorus at rainfall intensities of 2.5 mm/h and 5.0 mm/h, respectively. The mixed planting system also showed the highest removal performance for heavy metals. The results suggest that a rain garden with the mixed planting system has high potential applicability as a natural reduction system for nonpoint source pollutants in order to manage stormwater with low concentrations of pollutants and will increase water recycling in urban areas.
