Recently, mutual economy cooperation in Northeast Asia has leaded steady growth among main countries of it and rather promoted a single economy circle. In this region, Busan container port competes with min container ports in China, Taiwan and Japan in it for attracting transshipment container traffic of north-Shanghai in China and for-east Russia. Therefore, this paper aims to suggest competitive strategies for Busan container port to attract container traffic in Northeast Asia To do so, it evaluates the preference of important ports in the competitive situation and competitiveness edgy of important ports in Northeast Asia, and finally proposes the relative order of important factors. Based on the evaluation of it, first, the Busan ports hue tn strengthen port facilities to attract more traffic and in detail, reinforce the number of berth, yard areas and handling equipment Second, they also have to provide high quality of services to deliver cargos in time, not being damaged and swiftly response to shipowner and shipper's claim, Third, they need to review the strategy to adopt flexible tariff policy and to invest the profit from tariff in port service and facilities, as providing higher port tariff level by a regular rate.

Water reuse plays significant role in water saving and water environmental protection, and it helps alleviate the shortage of water resources. China's water reuse was put into practice since 1980s by means of pilot and promotion in National Fifth-year Plan and other strategies. The effects of water reuse is beneficial in both economic, social and environmental aspects. But some shortcomings still undermine future development of water reuse in China. To overcome and boost water reuse, Ministry of Water Resources conducted a successive survey across China. The aim of this study is to demonstrate the current condition of water reuse in China in construction, funds, legislation, planning, policy aspects, to summarize problems and its reasons underneath, to make suggestions for further development. Basically, in 2010, China's water reuse is 2.83 billion cubic meters and the utilization rate is 10.35%. Water reuse in China has four major characteristics: the first one is water reuse differences in amount occur national-widely and North of China has the main percentage as 47.3%; the second one is water reuse is mainly in environment maintenance (42.1%) and industry cooling (29.8%); the third one is funds for water reuse station and pipe construction is main in non-fiscal budget which take percentage as 56.8%; the fourth one is progresses of administrative system, political system, price management, standard system and technologies go rapidly recently. The problems of water reuse such as lack in water reuse station, delay in pipe constriction and limits on water reuse amount still exist due to some reasons. As a think tank of Ministry of Water Resources, we give some suggestions: firstly, water reuse needs to be integrated with traditional water resources allocation; secondly, public budgets need to be strengthened and income mechanism should also be constructed; thirdly, water resources integrated administrative of city and county should be boosted and roles as water reuse need to be clear and precise; fourthly, national, provincial and regional water reuse planning should be made in time; fifthly, regulations on water reuse should be programmed as soon as possible.

Recently, major advanced countries are fostering megacities through policy for reasons such as solving population problems, political and economic issues, and strengthening national competitiveness. The trend of change is accelerating. In Korea, following Seoul and Gyeonggi, mega city policies are being promoted in Busan, Ulsan, Gyeongnam, Daegu and Gyeongbuk, Gwangju and Jeonnam, and Daejeon, Sejong, South Chungcheong and North Chungcheong areas. Due to this urbanization phenomenon, military experts predict that the future battlefield environment will be space or a large city (mega city). From this perspective, Korea will not be able to effectively respond to the threats facing megacities if it does not prepare in advance. Therefore, underground facility operation capabilities optimized for the huge scale of the mega city and the characteristics of the underground operational environment are required. Against this background, the characteristics of the underground operational environment of mega cities and cases of preparation for underground facility operations in advanced military countries such as the United States and Israel were analyzed. Based on this, the capabilities required for underground facility operations suitable for the underground operational environment within Korean megacities are developed from an idea perspective to military organization and combat system, securing special equipment and materials to ensure combatant survival, developing small unit combat techniques, and establishing a training system. Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.
The national land survey is implemented for the purpose of accomplishing the basic goal called an effective development of national land through close survey on physical/social conditions and periodic/social requirements of national land. However, the situation is that there isn't much difference from other data because the data constructed at the local governments or other ministries are gathered to be processed and provided as national land index which is not a field survey while the situation is that the national land index are changed frequently according to domestic and foreign circumstances and transition so that the applicability is low because there is no data accumulated for a long period of time on the same index. Considering that most government offices and local governments are performing surveys out of their own unique necessity to construct the results followed by such survey as data which includes spatial data as a form of database since the importance of statistics data and map data has become highlighted recently, it is necessary to make a new approach in the aspect of investigating the current situation of national territory on the national level. Accordingly, this study has proposed a new national land survey system to prepare for unification of North and South Korea as well as to provide the decision making data necessary for setting up the policies for effective land development and value conservation of the national land.
Because the thawing of the Arctic ocean is slowly accelerating due to global warming, recently exploring resources in Arctic ocean and transporting resources by using the North Pole route have been getting spotlight. Since the original route transported by the Suez Canal from Korea to Europe could be shorten about 8,000km in distance(decreased about 38% compared to the original route), which means shortening about 10 voyage dates, it is expected to bring huge logistics cost reduction. Once the North Pole route is commercialized successfully, it would be one of the most important variables that affects future of Busan port and guides for economic development of Busan. Therefore, the purpose of this study is to analyze Busan port and the economic growth of Busan area by researching promising industry, based on the effect of freight transporting by the Northern sea route on the economy of Busan. For this study, questionnaire surveys and interviews were conducted for 64 people of experts in the shipping and port industry, relevant government, and academics. The survey finding shows that port logistics industry is a promising business in Busan in terms of its growth and competitiveness. It is necessary to develop feeder network facilities that prepare for commercialization of the Northern sea route as a short and medium term plan and provide professional manpower training in polar regions. Ship supply business would also play an important role. It is identified that revitalization of shipbuilding and ocean plant industry should be done in terms of Arctic business. With regard to the fishery industry it is found that modernization of fishery ship and development of fishery equipment used in polar areas should be carried out.
To newly discover the placeness of Xita Koreatown in Shenyang, this study establishes the conceptual structure of urban inclusivity based on the actor-network theory and the main discourse of inclusive cities. It then applies a framework to the relevant space for analysis. We conduct the case study by first identifying a historical timeline by dividing the age from the founding of New China to the present into sprouting and developing stages of Xita Koreatown, extracting major actors out of time, and finally creating a network graph for each of the six periods representing changes in the region. Throughout this process, we not only analyze the aspect of transition in the urban inclusivity of Xita Koreatown but also prospect the feasibility of an inclusive city for the area. The results of this study are as follows. First, the number and type of actors constituting Xita Koreatown have constantly increased significantly since the establishment of diplomatic relations between China and South Korea. The related actor-networks have also continued to expand in all indicators of urban inclusivity. Secondly, the agency of human actors such as Korean-Chinese, locals, and both South and North Koreans, representing the specificity of Xita Koreatown, has continuously improved. Lastly, due to the increase of cultural exchanges and related policy actors, the actor-network in this region has achieved an unprecedented leap forward. In conclusion, the urban inclusivity of Xita Koreatown in Shenyang shows significant growth in quality, with expectations of further improvement.

The purpose of this paper analyzes the characteristics of economic space in Gyeonggi border regions. Especially, this study focuses on understanding the environment enveloped the enterprises because today, largely influenced factor for regional economic development is enterprises. Since 1990's the change of the spacial organization in Korean Capital region has been inducing the functional transformation in Gyeonggi border regions so that new function -beyond military functions- is developed in these regions. By the disindustrialization in core region contributed to the industrialization in periphery, border regions are developed as a concentrated space of traditional industries and small size manufactural firms. The most important pull factor is facility for obtain a factory site and favorable condition of land price. Globally, the reasons to locate enterprise in these regions are found not in positive and progressive strategies but in passive and defensive strategies. Therefore few enterprise carried about influences of economic cooperation between North and South Korea at the moment of decision of their site. The survey reveal that enterprises didn't highly estimate the environment in border regions as their business activities. The first dissatisfied condition is insufficiency of labour and difficulty of access for administrative and high level services, due to geographical separation. Considering the recent tendency of spacial reorganization in Capital region is not always good for border regions, border regions have to employ a policy with the object of ameliorating regional business environments and growing up a potentiality of endogenous development.

In this study, traditional markets were classified into two categories-urban or rural. This paper presents a case study of the Tongin market in Seoul and the Bongwha market in North Gyeongsang Province. Based on a survey of the customers and local residents in these markets, the peoples who have intention to show visitors around their traditional markets take more pride as local residents than peoples who do not have intention to show visitors around their traditional markets. This study includes surveys in 24 categories dealing with how local residents recognize the traditional market as regards local community, local culture and local economy. Consequently, the customers of the Tongin market and the Bongwha market had very strong expectations that their traditional markets would be popular with visitors. These surveys show that when these traditional markets were reported in the press and media, the satisfaction level of local residents was very high. Most of the respondents said that the more the local traditional market develops, the more the region develops. And, most of the respondents said that all local residents have to cooperate to develop a traditional market. To promote traditional markets that can revitalize communities, marketplaces need to be regarded as places that contain human life. In addition, there needs to a cultural and humane perspective brought to the fore. To conclude, the most effective way to solve the problem of traditional markets is to make them even more traditional.
In this study, sub-indicators, and thematic mid-indexes to evaluate the water use characteristics were selected through historical data analysis and factor analysis, and consisted of the subject approach framework. And the integrated index was developed to evaluate water use characteristics of the watershed. Using developed index, the water use characteristics were assessed for 812 standard basins with the exception for North Korea using data of 1990 to 2007 from the relevant agencies. A sensitivity analysis is conducted for this study to determine the proper way through various normalization and weighting methods. To increase the objectivity of developed index, the history of the damage indicators are excluded in the analysis. In addition, in order to ensure its reliability, results from index with and without consideration of the damage history were compared. Also, the index is also applied to real data for 2008 Gangwon region to verify its field applicability. Through the validation process this index confirmed the adequacy for the indicators selection and calculation method. The results of this study were analyzed based on the spatial and time vulnerability of the basin's water use, which can be applied to various parts such as priority decision-making for water business or policy, mitigations for the vulnerable components of the basin, and supporting measures to establishment by providing relevant information about it.
