To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.

The existing survey of the actual use relevant transportation, implemented in order to reflect transportation policy, has been performed for users by researcher directly, or thereby analysing the data of particular date-oriented of transportation card business's content so that such method have many problems. To solve such problem, we developed a new system, Interoperable Traffic Information Collection System which include several functions of effective collecting of transportation use-data created from the Nation-wide Interoperable Transportation System, accurate counting and easy inquiry. This system consists of Link-server to collect and count for transportation use-data, DB-server to store for this data and Inquiry terminal to search for the information needed. To verify for developed this system, we run test-bed by connection between this system and the Nation-wide Interoperable Transportation System developed by the KOREA Financial Telecommunications & Clearings, the KORAIL NETWORKS and the HiPlusCard. And through result of test-bed, we proved that Interoperable Traffic Information Collection System practically works well. Thus we can look for systematic reflect of reliable information.
The study of the modern art market and distribution differs in its research focus from that of traditional art history, which traces and analyzes the works of master artists, their schools and influence, in that it attempts to approach such issues as art and society, and distribution and consumption of works of art, based on new research methods and perspectives. This paper examines the life and art collection activities of Park Yeong-cheol, considered to be one of the earliest major modern Korean art collectors. He graduated from the Japanese military academy and served as both a solider of the Greater Korean Empire and a high level officer of the Japanese army. After being discharged, he served as Governor of Gangwon-do and then Hamgyeongbuk-do, and after his retirement from public office, he became a leading businessman. He is well-known as a Japanese sympathizer who approved of and advocated for the aggressive colonial policies of the Japanese empire. As a cultural enthusiast and art collector, however, Park Yeong-cheol published the most accurate edition of Yeonamjip, and donated his collection to Geyongseong University at the end of his life, thus providing the foundation for the Seoul National University Museum. All of these activities are highly commendable. His interest in growing his collection of paintings and calligraphies was largely motivated by his love of paintings and Chinese poems,but it also appears to have been the result of his active collaboration with the Japanese government's policy of trying to discover the distinct, non-western characteristics of traditional Eastern art.

This study is to analyze the Korean translation of "Goseong Chongswaerok" by O Hoeng-muk as a local governor through political ecology. It focuses on how O Hoeng-muk recognized and wrote the interrelation among weather, agriculture, local resident's life, and local policy. The results are summarized in the followings. Firstly, weather was recorded into three types of expression, simple and dynamic expression and agriculture-related expression. Its dynamics was much meaningful and important when weather was related to local resident's life and local or non-local economy and politics. Secondly, weather and local government were conflict under a particular natural condition like severe drought. And society and politics are affected by such a conflict. Thirdly, local people's demonstration was occurred under a certain condition. Bounded agency can be founded in O Hoeng-muk's behavior as a local governor like jinhyul(賑恤), rain rituals, tax collection. Fourthly, the interrelation among weather, agriculture, local people's life, and local policy implemented in a particular local like Goseong ought to be interpreted in terms of multiple scales.
The purpose of this study is to suggest improvement ways of outpatient process via a simulation model and to improve operational efficiency. Three experimentation scenarios were implemented into the simulation model to determine which proposed scenario provides better improvement in terms of the following performance measures: LOS(Length of Stay), patient waiting time, patient travel time, and staff utilization. The hospital medical data collection and statistical tools used to analyze the process mining tools. And the PIOS simulation tool was used and the validity of the model was verified by using t-test. The simulation results demonstrated that oupatient process of center type is most efficient. Simulation approach is a powerful technique that supports efficient decision-making compared to traditional healthcare management approach based on past experience, feelings, and intuition. Therefore, the proposed experimentation model has wide applicability in healthcare systems.
The world dairy industry has been driving their dairy policy on the basis of the self-supportihg principle. With progressing the GATT negotiation, the objective production amount has been reduced to maintain the optimum level, which decreasing the extra supply and over-stock before the U.R talks. The Oceania countries, where has the price competition capability, are continually increasing the milk production amount. Even through the USA is trying to increase their production amount with new export policy, the U.S.S.R collapse-down caused to decrease the milk production in world-wide basis. Because the U.S.S.R produced the highest amount of milk in the world. Moreover Europe Union countries, which recorded the half amount of dairy products in the world was decreasing their milk production. Therefore, about 4% of shortage is encountering at major dairy production countries in the standpoint of supply and demand. The drastic increasement of foreign dairy product import affects the domestic dairy industry with raw milk replacement and new dairy food demands creation since 1995, the initial period of free import system. Now, the domestic dairy industry are facing the inevitable problems such as the correction of producting and processing system. First of all, our dairy industry should resettle down the dairy production structure on the basis of self-supply of raw milk and offer the accurate dairy food informations. We still need to improve the raw milk quality. Also, more efforts are needed to have proper raw milk price policy. General domestic policies including the settlement of raw milk supply and demand, the reliability of inspection system in raw milk, ideal raw milk price system, centralization of raw milk collection, specially separated dairy organization should be improved legally in our dairy industry.

The purpose of this study was to analyze whether the promises of library field were, what the promises of candidates were, and whether the content of the promises showed the dissimilar tendency or discrepancy. The starting point of this study was that the library-related issues should be raised in the local election in order that library-related problems in the local area were considered as the policy. The standpoint of this research was based on the notion the library-related problems could be settled if the candidates have an interest in the library field. The range of this research was limited in the election conducted in June 2. 2010. Candidates' promises were collected through a questionnaire, categorized and analyzed by subject. According to the result of analysis, the most candidates had interest in establishing of library infrastructure, on the other hand they had no interest in collection development, library policy, allocation of budget, and job creation for librarian.

Background: Korean Hospital Standardization Program(KHSP), as a hospital accreditation program initiated and promoted by Korean Hospital Association since 1981, has played a key role in the hospital quality improvement in structural aspect particularly. Recently, however, KHSP has been critisized by hospitals and health personnels in that it is unpractical to be utilized as an initiative to improve hospital quality. In particular, the section of quality assurance in KHSP, strongly influenced by old version of Hospital Accreditation of Joint Commission in U.S.A., has been required to be fundamentally revised. For design of new criteria in quality assurance section, a survey for evaluation of existing program and collection of opinions for ideal one was conducted. Methods: For a month in 1994, structured questionnaires were administered by mailing to 470 hospital staffs from 200 hospitals, participated in the survey for the 1994 KHSP in each hospital. The total number of respondents was 116. Results: Less than half of the respondents(34.5%) value positively on the impact of current KHSP in general on the quality improvement of their hospitals. Moreover, most responses indicated that KHSP should be reorganized towards more practical and applicable one. Current KHSP criteria for quality activities in hospitals were regarded as a unpractical one which should be basically renewed. For new criteria and standards, most respondents emphasized the importance of applicability of those in real situations. Conclusion: For the KHSP to be effective, new evaluation criteria for quality activities should be more practical and fully accommodated to hospital situations in reality.
Background: The purpose of this study was to identify factors inhibiting access of people with disability to health check-ups as well as identify pertinent solutions for improvement. Methods: Twenty-three people with disability older than the age of 19 who took respective health check-ups within the last 3 years were selected as participants. For the data collection, the 1:1 intensive interview was used. The data were analyzed by the grounded theory by Corbin and Strauss. Results: The results comprised nine categories, 23 subcategories, and 179 concepts. The central phenomenon was 'failure to obtain check-ups.' Causal conditions were observed as a 'lack of communication method,' 'physical difficulties,' and 'staff unfamiliar with people with disability,' Interventional conditions comprised 'physical accessibility,' 'staffs' competency,' and 'assistant manpower.' The active strategy was included 'to investigate the professional medical institution,' 'to find the medical institution of convenient traffic accessibility,' 'to overcome communication difficulties through equipment,' and 'to overcome linguistic barriers through sufficient communication.' Whereas, 'utilization of ancillary equipment,' 'the education of staffs on people with disability,' 'universal design manual,' and 'customized check-ups' were included in the passive strategy. Such processes arose in the contextual conditions of 'lack of expectations for daily lives' and 'lack of government support.' As a consequence, the subjects participated experienced the 'disadvantages,' 'discrimination,' and 'reduced reliability of the health check-ups.' Conclusion: The subjects who participated in this study emphasized 'staffs familiar with people with disability' and 'systems customized for people with disability' are mandatory to secure complete health check-ups for people with disability.

Purpose: The purpose of the study was to identify differences in physiological· psychological environmental behavioral characteristics between obese and control children participating in a health camp and to identify the factors related to childhood obesity. Methods: Two hundred eighty seven children aged 6 to 12 years were recruited from a health camp for elementary students in D city, Korea. Data collection was done on November 28 and 29, 2009. Anthropometric measurements, blood tests, and self-report surveys were conducted. Chi-square test, independent t-test, ANCOVA, and multiple logistic regression were performed using PASW statistics 18.0. Results: Obese children had adverse conditions for both physiological and psychological characteristics. In terms of environmental and behavioral characteristics, high maternal BMI and more than two hours of TV watching were significantly associated with high risk of childhood obesity (OR=1.11, 95% CI=1.02-1.21; OR=2.05, 95% CI=1.23-3.41). Conclusion: Through a multi-factorial approach, the current study identified the differences between obese and control children participating in a health camp and risk factors of childhood obesity. These findings provide preliminary data and perspectives on intervention research for prevention and management of childhood obesity.
