An Study on the User Satisfaction of Open Access Activities in Korea (국내 오픈액세스서비스의 이용자 만족도에 관한 연구)

  • The purpose of this study is to analyze service quality factors that affect user satisfaction of Open Access Korea(OAK) services and to draw strategic assignments for activating open access activities in Korea through a user satisfaction survey. User satisfaction indexes were developed to measure all aspects of the OAK services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for OAK services. However, relatively low level is identified in the area of service process quality, and many opinions about OA contents shortage in Korea represent the importance of the national level contents development strategy. Sustainable policy support, publishing of open access journals, management of institutional repository, OA governance system, expansion of researchers' participation, construction of global collaboration system are suggested as major implications to promote open access activities in Korea.

A study on converged influence factors with regard to satisfaction and effectiveness of the programs to support enterprises proceeding with LINC project (LINC사업의 기업지원 프로그램에 대한 만족도와 효과성에 대한 융·복합 영향요인 연구)

  • in order to measure business performance against the programs supporting enterprises proceeding with LINC project, we have evaluated and checked satisfaction and effectiveness of the supporting programs to the extent that how well people recognize its significance and the related influence factors. For doing this, we have utilized questionnaire method and analyzed the research models and hypothesis in accordance with the variables and then verified the hypothesis. Based on the analysis, the satisfaction and effectiveness of the supporting programs was significant, resulting that the better administration system of the colleges and the enterprises participating in the programs, the higher satisfaction. According to this study, the result of the research showed that the degree of participation in the supporting program and the administration system of the colleges are the key converged influence factors to its satisfaction and effectiveness. However, so far, we have only focused on the questionnaire measuring the effectiveness. From next time on, we insist that we have to continually conduct more precise research which analyzes revenues of the participating enterprises.

  • The feasibility study is an evaluation and analysis of the potential of a proposed project. It is based on extensive investigation and research to support the process of decision making. A systematic approach to determining the optimum use of scarce resources, involving comparison of two or more alternatives in achieving a specific objective under the given assumptions and constraints. Economic analysis takes into account the opportunity costs of resources employed and attempts to measure in monetary terms the private and social costs and benefits of a project to the community or economy. Cost-benefit analysis (CBA), sometimes called benefit-cost analysis (BCA), is a systematic approach to estimating the strengths and weaknesses of alternatives that satisfy transactions, activities or functional requirements for a business. It is a technique that is used to determine options that provide the best approach for the adoption and practice in terms of benefits in labor, time and cost savings etc. The CBA is also defined as a systematic process for calculating and comparing benefits and costs of a project, decision or government policy and projects.

A Study on Proposing of Evaluation Factors for Educational Adequacy of Elementary School Facility (초등학교시설의 교육 지원성 평가요소 제안에 대한 연구)

  • The purpose of this study is to propose evaluation factors for elementary school facility in terms of educational adequacy. The focal point of this study is to clarify the proper measure of educational facility evaluation in the light of specific characteristics of facility. In order to improve the level of educational adequacy, more information is needed regarding school facility design and various factors which affect to the design. This is important works because such information is essential in implementing facility design to meet the needs of the new educational policy. To get the goal, first, it is attempted to analyse the meaning of design information which deeply affect on the school facility design. The design information is classified into three main aspects, such as human aspect, social aspect and physical aspect. The design information regarding the physical space verses human psychology and behavior belongs to category of human aspect. Pedagogic ideology which varies depend upon the time and regions is classified into the category of social aspect. The Physical aspect means efficient equipment performance of space to support educational activities effectively. Secondly, as for the educational adequacy evaluation concern, it is attempted to select more items which usually has been neglected by the existing evaluation criteria which mainly emphasized functional performances only. With the premise of the above, in this paper, it is attempted to propose proper evaluation factors in terms of educational adequacy for school facilities. As the research methods, researching of literature on this subject, field trip, interview, site analysis, and survey is used.

Characteristics of Extremely High PM2.5 Episode and Emergency Reduction Measures Plan in Southeastern Region - Comparative Study in Busan vs. Seoul Metropolitan Area (II) (남동권 초고농도 미세먼지 발생 특성과 비상저감조치 - 수도권과 비교연구 (II))

  • This study analyzed the characteristics of high PM2.5 episodes that meets the concentration criteria of Emergency Reduction Measures Plan (ERMP) in Busan during the 2015-2020, and compared with those in Seoul. As a first step, the CAPSS-2017 emission data was employed to analyze the emission differences between Busan and Seoul, and pointed out that Busan emission included the dominance of ship emissions (37.7%) among total PM2.5 city emissions, whereas fugitive PM2.5 emission was the highest in Seoul. These emission characteristics are indicating that the controlling action plan should be uniquely applied to cope with ERMP in each region. We selected extremely high PM2.5 episode days that meet the criteria of ERMP levels. In Busan, Ulsan, and Gyeongnam region, 15, 16, and 8 days of extremely high PM2.5 cases were found, respectively, whereas Seoul showed approximately doubling of occurrences with 37 cases. However, the occurrences in summer season indicated big differences between two cities: the proportion of summer-season occurrence was 13-25% in Busan, whereas no single case have occurred in Seoul. This is suggesting the needs of comprehensive summer emission reduction plan with focusing on sulfur reduction to effectively cope with the ERMP levels in summer in the southeastern region, including Busan.

An Analysis on the Technical Training of Construction Skilled Workers and Its Improvement Measures (생산직 건설근로자의 기능교육 실태 분석 및 개선방안)

  • Poor working conditions in the construction industry have made young people reluctant to enter it, resulting in supply/demand unbalance of construction skilled worker. Currently, most construction workers in Korea acquire skills through apprenticeships. Against this background, this study aimed to identify problems in apprenticeship-based methods of technical education, and to suggest measures that could improve these methods. As a measure to improve current apprenticeship-based methods of technical education, technical education needs to be regularly provided on construction sites, and each construction company needs to issue a certificate to workers confirming their completion of technical education. It is also necessary to establish a system in which this certificate is recognized as education experience. In addition, it is recommended to form partnerships with construction technology education institutes supported by the government in order to provide construction workers with opportunities to receive new technologies and construction methods free of charge, and it is urgently necessary to establish and implement a policy to adequately support their cost of living during this period.

An Analysis on the Change of Existing Building-related System in Urban Parks (도시공원 내 기존 건축물 제도의 변천 과정 분석)

  • Existing buildings in urban parks are a kind of thing that has been settled and occupied on the site of an unexecuted park. The aim of this study is to identify nature by analyzing the causality and path-dependency through the transformation of the relevant system. The scope of the study was set up as a system for the occupancy of urban parks from 1934 when the building restriction system was established to 2000 when purchase claim (매수청구권) was introduced. The method of study was to get correlation by harmonizing the external and internal mechanisms affecting the relevant institution. The related system showed a modest change in the fourth stage, polymerizing the initial system. In the 1950s and 1960s, the existing buildings in urban parks were 'disguised' by government and the 'regulation' principle was applied since 1967. In the 1980s, the principle of 'protection' and 'support' for parks was added, but in the 1990s, the principle of regulation began to be lifted as the long-term unexecuted urban park (장기미집행 도시공원) problem continued for more than 60 years. Although the public concept of land ownership (토지공개념) has worked strongly for nearly 30 years since 1960, the system has developed into a form of deregulation since 1980. The nature of the relevant institution is first, dependent on the higher-level system and vertical. Second, it implies a conflict of restrictions and acceptance. Third, it is a temporary measure of the park problem. Therefore, the relevant system has long been enhancing the encroachment requirements on urban parks, so fundamental readjustment is needed in the future.

A study on spatial distribution characteristics of air pollutants in Bucheon-si using mobile laboratory (이동측정차량을 활용한 부천시 대기오염의 공간 분포 특성 연구)

  • As a large city advanced, the urban environment is becoming an issue. The contribution of vehicle emissions in air pollutants was very high according to the clean air policy support system (CAPSS). In order to improve the air quality in large cities, it is necessary to establish improvement measures by sources, analyzing the air quality of roadside. We divided Bucheon city into 4 regions to investigate the roadside pollutants of each district using the mobile laboratory (ML) and air quality monitoring station (AQMS). ML was used to measure pollutants emitted from vehicles and AQMS data was used as a comparison group of ML data. As a measurement result of pollutants in the roadside, the concentration of air pollutants in industrial & engineering complex area was the highest and concentration of air pollutants in residential & forest complex area was lower. By street, Bucheon-ro, Sinheung-ro, Sosa-ro, and Gyeongin-ro were identified as high concentrations. Therefore, further researches on preparing management measures for roads in the hot-spot area are needed.

A Study on the Development and Validation of the Learning Competencies Scale for Engineering College Students: A Case Study K University (공학계열 대학생의 학습역량 측정도구 개발 및 타당화 연구: K대학을 중심으로)

  • This study is conducted with the aim of identify the factors constituting learning competencies for engineering college students, and developing and validating the scale to measure them. To this end, literature and prior research were reviewed and focus group interview was conducted with high-achieving learners of K University in the capital region of Korea. According to previous research, 3 learning competency groups, 12 learning competencies and 41 sub-competencies were derived. Delphi survey was carried out twice, 28 sub-competencies were derived among the 41 sub-competencies through this process. 166 initial items were developed through literature review and FGI. Then, 130 items were confirmed by verifying content validity in the second Delphi survey. Based on this, pilot test were performed with 110 students in K university, and an interview was conducted with 50 students who participated in the pilot test. Reflecting the pilot test results, 1 sub-competency and 22 items were deleted. After the confirmed pilot test results, the main test were performed with all current students in K University. According to the main test result, the validity of the scale and the model fit was verified for the response data of 823 students, and the scale consisting of a total of 105 items was confirmed. The final learning competencies scale included three competency groups and 10 learning competencies. The scale developed in this study can be used as an independent scale for each competency group as needed. It is expected that this scale can be contributed to support the development their learning competencies for academic success of engineering college students, who are future learners.

Effects of Information from Enterprise Architecture on Government IT Projects (EA(Enterprise Architecture)에서 제공하는 정보가 공공기관 정보화사업수행 활동에 미치는 영향 연구: 관세청 정보화 구축·운영사업 사례를 중심으로)

  • This paper explores how the provided information from Enterprise Architecture (EA) affects the activities to for performing IT projects. The IT projects analyzed in this paper are projects to for developing and maintaining Korea Customs' UNI-PASS. This research was conducted based on surveys to demonstrate the effects of the information from EA on activities for IT projects. Information from EA is categorized into propriety, sufficiency and consistency. Activities for IT projects are defined as management, participation, communication, requirement management and human resource. Correlational analysis is used to measure the effects of the inf ormation on the defined activities. The analysis, which verifies the provided information by EA, does not have meaningful correlation with project management nor human resource. For public officials in charge, Sufficiency of the information produces a positive effect on decision making. For operation company, consistency of the information encourages utilization of the resources required for the project. This research suggests that strategies for performing IT projects with EA information that can support the verification of characteristic environments of each project and performance of vital activities required by the participants' roles will ensure the success of government IT projects.
