This study aims to present the recent information especially in aspect of medical policy and new diagnosis criteria for CFS. Methods: The literature survey was conducted using the terms of "chronic fatigue syndrome", "myalgic encephalomyelitis" and "fibromyalgia" in PubMed database and Google database in its entirety from January 2011 to February 2019. The in-depth review was made focusing on the changes in policy and medical perspective for CFS. Results: Recently large medical attentions and researches for CFS have been existed worldwide. By supporting of USA government, IOM made a report which leaded to a turning point in clinical practices and research in 2015. This report recommended a new name of CFS to systemic exertion intolerance disease (SEID), and new diagnostic criteria focusing on post-exertional malaise, unrefreshing sleep, cognitive impairment and orthostatic intolerance. The medical perspective also was changed into "a serious, chronic, complex, systemic disease" from a psychological-like disorder, and then UAS and EU governments sharply increased the research grants. Conclusions: This study provided practitioners in Korean medicine (KM) a core information about the recent changes in CFS-related perspectives. This review would be helpful for KM-derived researches or therapeutics development for CFS.

  • The purpose of this study was to figure out adoption of curriculum autonomy policy by a middle school. To achieve the purpose, official documents accepted or produced by the school were examined regarding how much curriculum autonomy was given to the school. As well as, minutes on curriculum organization and implementation and interviews with significant figures in the school were analyzed to reveal how the school exerted its curriculum autonomy. The results indicated that superior educational administrative institution that had made decision on curriculum autonomy policy and promoted it constantly sent to the school official documents that required it to report what had been done. Such practices prevented the school from autonomous organization and implementation of curriculum. In addition, as most decisions on curriculum organization and implementation at school level was made by administrator and teachers with special position, most teachers remained at passive status to accept what had decided by them. Parents'committee did not exercise their rights by lack of expertise and passive attitude.

  • Korea has pursued an aggressive policy of inviting more foreign-born students to its universities since the late 1990s in the wake of the globalization of education markets and its changing demographic structure. While increasingly more students from Asia come to Korea for study, more than half of the graduates return home upon graduation. Given the issues of brain drain, brain circulation, and knowledge transfer that are raised by such a high return rate, this paper examines the factors that frame the foreign students' decision on their post-graduation careers. By analyzing survey data, we report that Asian students majoring in science, technology, engineering, and mathematics (STEM) are more likely to return than non-STEM majors. This suggests that Korea's aggressive policies of inviting foreign-born students have contributed to brain circulation and knowledge transfer between Korea and the other Asian countries. We also find that scholarships from Korean sources and positive attitudes toward Korean culture and life increase their inclination to stay in the country upon graduation. These findings, however, raise more questions than answers, since it becomes obvious that their post-graduation decisions are highly affected by what Korea as a society provides.

Consequently, sex ratio has a positive relationship with GNI growth rate and ICT development index. Female illiteracy has a negative relationship with only GNI growth rate, and female seat of parliament has a positive relationship with only with only GNI growth rate. Female labor participation rate has a positive relationship with inly ICT development index. These results confirmed the importance of future female labor force. With these results, many countries will need to reconsider discrimination against women and establish strategy based on an institution and a policy to prepare the 4th industrial revolution.

  • Recently, the Ministry of Strategy and Finance announced a plan to reduce the proportion of economic evaluation in non-metropolitan areas and strengthen balanced development evaluation through the reorganization of the preliminary feasibility study system. In addition, the social value of the quality of life, such as job, environment, and safety, which may be affected by the implementation of transportation facility investment projects, was reflected as the main item of policy evaluation. In this study, the ripple effect of the project in terms of social value was reviewed for the Gangil-Chuncheon. The effect of highway opening was investigated by reviewing the feasibility report, post-evaluation report, and statistical indicators. Recently, the Gangil-Chuncheon highway is getting used by around 110,000 people per day. The number of tourists in Chuncheon rapidly has increased from 5 million a year to more than 11 million now. In addition, it was confirmed to produce effects such as population migration, net inflow and land price increase, improvement of living convenience, and expansion of emergency medical care. Although this ripple effect was influenced by various socio-economic factors as well as the opening of the highway, it is clear that it is difficult to occur without the opening of the highway. It is judged that the evaluation of indirect benefits and social values due to the opening of the highway can be quantified through continuous research and data construction. Post-evaluation of construction works, including project efficiency evaluation and ripple effect evaluation, is performed for construction works with a construction cost of more than 50 billion won. In the future, we will continuously improve the evaluation system in order to evaluate the indirect benefits and social values of public investment projects.

  • The aim of this study is to suggest the introduction of family impact analysis. Family impact analysis is needed to evaluate family policies from the family perspective. This study deals with the definition of family impact analysis and the cases of other impact analysis, such as gender impact assessment and employment impact analysis. In addition, this study suggests the introduction of family impact analysis with evaluation methods, evaluation indicators, and evaluation processes. Evaluation methods are divided into self-assessment and specific-assessment. Evaluation indicators need to be developed based on the family strength. This research also suggests the securing of family time as a basic assessment indicator. The evaluation processes consist of object selection, assessment, evaluation report, and policy improvement. Finally, this study suggests that family impact analysis is a strong strategy for promoting family-friendly policies. In order to introduce family impact analysis in a more systematic manner, further studies on the standards of assessment, formation of research institutions, and the legislative system will be necessary.
