  • Purpose: The purpose of this study was to develop a scenario and evaluate students' performance in simulation learning of care for patients with asthma in emergency units. Methods: Meetings of experts were used to develop a scenario based on actual patients and textbook material. An evaluation protocol was developed to evaluate the simulation learning. The scenario was used in 2006 with six groups of 26 senior nursing students who participated voluntarily. Results: The scenario was developed according to the nursing process for 15 minutes of simulation learning. The nursing students were able to demonstrate their knowledge and skills. The results showed a need to improve problem solving ability. In the self-evaluation, the students reported that simulation learning helped them to integrate their knowledge to practice and recognize their weaknesses and strengths. However, the scores for self-confidence about patient care after the simulation learning were low (4.8/10). Conclusion: The scenario in this study gave the students the experience of providing qualified and secure nursing care under conditions similar to reality. Further development of a variety of scenarios for simulation learning is needed.

  • The goal of this study is to suggest policy tasks for the public library in Seoul. For this goal, researcher compared macroscopically the gap between the Seoul city and the global competitiveness city using the core index of the public library, and analyzed microscopically the level of the Seoul city and the metropolitan cities and provinces focusing on the public library infrastructure and service index. Next, researcher evaluated the public library policies by linking the "2030 Seoul City Master Plan" and the "Library and Reading Culture Revitalization Plan". Based on the results, researcher proposed branding for global knowledge culture capitals, advancement of core competencies and systems of libraries, composition of citizen centered knowledge culture ecosystem, maximization of citizen's service satisfaction and expected benefits as future-oriented policy tasks of public libraries in Seoul.

  • This aim of the study is to show the necessity of implementing an industrial innovation strategy with consideration given to characteristics of the industrial technology. The relationship between industrial technological characteristics and innovation performance is analyzed by using an innovation survey as well as a human capital corporate panel (HCCP). The time-lag effect is also examined. Findings of the analysis show that high-tech industries have entered the post catch-up technology innovation stage in the mid-2000s, but low-tech industries still seem to stay in the catch-up stage. In terms of technology policy, the additional technology innovation support policy should focus on enhancing the innovation capability of the middle and low technology industries, since high technology industries are already developing their own innovation capability. It is necessary to strengthen capacity building through technical cooperation with technology consulting, rather than providing technical support through suppliers.

  • This study deals with the policy proposals focusing on the addiction for the rapidly growing social media service (SNS) and its diagnosis. Researcher intends to define the SNS addiction and develops a diagnostic measure, which is a valuable subject. The reason is why the SNS becomes more convenient with prevalence of smart phones and the SNS addiction becomes enough severe to suggest internet addiction policy. Researcher presents the subjects into three parts. Firstly, the SNS addiction variables are derived and validated. Secondly, the path model between the SNS addiction variables is verified and discussed. Thirdly, researcher proposes the diagnostic results and the group comparison. Therefore, the result of this study is that the SNS addiction can be measured by the four elements, which are the failure in stopping the use of the SNS, time tolerance, living disability, withdrawal and anxiety. Researcher verifies the sequential impact of each variable and figures out the SNS addict through the presentation of a realistic measurement for the addiction index and the determination of the level of the addiction. By the above result, the researcher proposes the public relations of the government policy for the sound usage of the SNS and the self management of user. Finally, various proposed in this study will help to prevent juvenile crime, social problems in the future.

  • The quality of healthcare in Korea is very good, especially in life threatening disease. However, the level of healthcare research in Korea is not good relative to that of engineering. International university rankings also were showed that engineering was generally higher ranking than medicine. The reason of this phenomenon was deeply related to expenditure on research and development (R&D). Although Korea had a lot of gross domestic expenditure on R&D (GERD), 75% of GERD was from business enterprise that was related to engineering. Healthcare expenditure of R&D from business enterprise is small. Healthcare expenditure from government budget allocation on R&D (GBARD) was smaller than engineering. Higher education expenditure on R&D of GERD was also small and the quantity and quality of researcher in higher education was not enough. For Korea's healthcare to become the growth engine for future, GBARD should be invested heavily in the healthcare, a large part of the increased GBARD must be invested in higher education, and the higher education should invest to secure the higher quality researcher stably.

  • The government is continuously expanding its national R&D investment to actively respond to the advent of the $4^{th}$ industrial revolution era and to develop the national economy. The R&D structure is likely to be liberalized as the paradigm shifts from the pursuit type R&D to the leading type R&D, and R&D capacity enhancement that focuses on researchers' creativity is emphasized. Such changes in R&D environment will increase the risk of security accidents such as leakage of research information. In addition, security policy for protection of research result should be the Researcher-Centric Security and security policy should be changed. This study explored transforming the research security system into the Researcher-Centric Security system so that researchers can voluntarily implement necessary security measures in the course of conducting research.

  • The purpose of this essay is to explore the methodological standpoint and the meaning of 'Discourse Analysis' in policy science. I discussed it in three dimensions including: 1) the ontological point of view, 2) the epistemological perspective, and 3) researcher's position in policy research. 1) From the ontological standpoint, I explained the policy as a text, context, discourse, and ideology, that is focused on being constructed by the formative power of language. 2) The ontological standpoint produced "the argumentative turn" in the policy analysis, and many policy analysts emphasize the argumentative process of policy making and evaluation. This argumentation process includes the interpretative and critical viewpoints as well as the normative and ethical characteristics of policies in the discourse analysis. We should reexamine reality critically because discourse is ultimately influenced by the prevailing cultural and social norms. Therefore, an interpretative and critical viewpoint is an epistemological perspective in the discourse analysis. This critical approach creates an awareness of the limitations on our thinking under the particular major discourse, and requires the self-reflection within and beyond the discourse. This process leads to the human emancipation. 3) In order to achieve this emancipation, the last approach suggests that we need to scrutinize "the subject" as a researcher, who is also influenced and subjectified by the major discourse and, thus must deconstruct his or herself. Last but not least, we should emphasize the researcher's role as a listener of the minor voice(discourse) and even the silence of the clients.

Kim Jin-soo analysed 'Engineering Education Research' on methods of research and contents. However, there are an in crease in quantity since then, it needed to analyse and arrange. This study analysed all 417 papers which were published from 1998 to 2012. The conclusion is as in the following. First, the number of collections published has been increasing up to 6 per year. 75.5% of the lead author's institution are universities, and Engineering Education Innovation Center researcher has been increasing steadily up to 8.9%. Research about Engineering Education Methods and Programs are being mostly studied. Apart from classified field in this, a study on the psychological characteristics of technology students are being steadily researched. In papers, the literature/development research method is used the most frequently (54.6%), the research study (39.9%) is the next and the experimental research method (5.5%) is followed by. Since 2006, study using the experimental research method is the growing lately. Second, characteristic of study between institution of lead author, a field of study, a number of study and methods of research by cross analyzing. The result is as in the following. In case of university and Engineering Education Innovation Center researcher studied much more about Engineering Education Methods and programs, research laboratory researcher tend to study about Engineering Educational Philosophy and Policy. Also, foreign researcher tend to introduce Engineering Education Example and Lecture. In case of university and foreign researcher used the literature/development research method frequently. Engineering Education Innovation Center and research laboratory and school researcher used the research study much more. There is no difference between a field of study and research methods.
