Evaluating Economic Feasibility of Solar Power Generation Under the RPS System Using the Real Option Pricing Method: Comparison Between Regulated and Non-regulated Power Providers (실물옵션을 활용한 RPS 실시에 따른 태양광 발전의 경제성 평가: 공급의무 발전사와 일반 발전사와의 비교)

  • This study reviewed how the changes of the government policy on solar power generation projects affected the annual mandatory quotas of the regulated power providers under the RPS (renewable portfolio standard) system and analysed economic feasibility of the investment for meeting their quotas as compared to the case of non-regulated power providers. The analysis results showed that under the discount rate of 7.5%, which was used for the annual national electricity plans for the recent years, both the regulated and non-regulated power providers achieved economic feasibility under both the NPV (net present value) method and the real option pricing method. It was also shown that higher profitability was attained by non-regulated power providers than by their regulated counterparts, which can be attributable to the fact that regulated providers are required to out-source 50% of the total quota. The results of this study are considered to be useful for establishing a meaningful mid term or long term strategy for the future of solar power generation linked to the current RPS system.

  • Japan's manufacturing is mostly dependent on the automotive industry in Toyota-Kariya cities. However, the nearby city of Hamamatsu is the home of a start-up ecosystem known as Japan's Silicon Valley. How is it possible to evaluate the innovative potential of each regional industry? What kind of guidelines exist for continuing R&D investment when companies' net incomes are negative in the face of the 'Valley-of-Death' or financial crisis? Is it possible to measure the regional resilience ability in the context of the financial crisis? Entrepreneurial innovation is defined as a real-option portfolio consisting of investment decision to commercialize R&D findings. The subcontractor system implies a vertical and tight industrial group. However, a start-up ecosystem means a platform for horizontal and flexible partnership. In this research, the data include the financial indices of each of 18 public companies in both regions between FY2009 and FY2017. The objective of this paper is to clarify the call option or resilience function of equity for R&D investment in the context of the financial crisis in both regions by using Bayesian MCMC analysis.

  • Floating solar power markets are rapidly growing worldwide. The main policy instrument utilized to expand renewable energy use in foreign countries with many floating solar power installations is Feed-in-Tariffs (FITs). Foreign countries apply FIT to projects that have a secured grid connection, and lately, there has been a change in the direction of introducing or expanding auction systems. Vietnam and Taiwan give higher FIT to floating solar installations than land solar ones, and China, Vietnam, and Taiwan have higher FITs for certain regions. Compared to foreign countries where large-scale floating solar power installations have been installed, Korea has utilized Renewable Energy Certificate (REC) weights for residents' participation are provided additionally under the Renewable Portfolio Standard (RPS). In contrast to Korea, where residents' participation and benefit profit sharing are emphasized, the Netherlands provides opportunities for local residents to participate in floating solar power projects through cooperatives to improve the residents' acceptance.

  • In line with the international community's movement to reduce greenhouse gas emission, Korea implemented FIT(Feed in Tariff) in 2002 as part of its renewable energy development project. Although the policy had shifted to full-scale RPS(Renewable Portfolio Standards) in 2012, policymakers are still seeking changes due to policy ineffectiveness. While previous studies explain sudden policy changes through external factors, recent research sheds light on internal factors in the process of policy transition. The purpose of this study is to investigate the factors that are responsible for rapidly changing policies in latecomer nations. In order to find this, we look at the case of transition from the FIT to the RPS in Korea's expansion of renewable energy policy. As a result of the research, it is confirmed that the Top-Down decision making system of Korea and the external regulatory change cause rapid policy transition. By looking at these variables, we propose useful implications for policymakers to minimize the policy failure in future policy design and evolution.

  • This paper aims at analyzing the characteristics of performance and asset management system of listed property trusts(LPT) in Australia, and elucidating the implications for Korean real estate indirect investment market. The main results of this paper are as follows. Firstly, LPT have a leading position among the real estate indirect investment systems in Australia, through the rapid growth of market capitalization. Secondly, LPT achieved superior risk adjustment performance than other financial products, and had valid portfolio diversification effect. Thirdly, many LPT have used stapled securities structure as a asset management system, and stapled LPT revealed superior risk adjustment performance than unit LPT. Finally, implications and policy measures such as using the stapled structure and activating the development activities were examined for the development of Korean real estate indirect investment market.

  • Bio energy development by using Low Calorific Gas Turbine(LCGT) has been developed for New & Renewable energy source for next generation power system, low fuel and operating cost method by using the renewable energy source in landfill gas (LFG), Food Waste, water waste and Livestock biogas. Low calorific fuel purification by pretreatment system and carbon dioxide fixation by green house system are very important design target for evaluate optimum applications for bio energy. Main problems and accidents of Low Calorific Gas Turbine system was derived from bio fuel condition such as hydro sulfide concentration, siloxane level, moisture concentration and so on. Even if the quality of the bio fuel is not better than natural gas, LCGT system has the various fuel range and environmental friendly power system. The mechanical characterisitics of LCGT system is a high total efficiency (>70%), wide range of output power (30kW - 30MW class) and very clean emmission from power system (low NOx). Also, we can use co-generation system. A green house designed for four different carbon dioxide concentration from ambient air to 2000 ppm by utilizing the exhaust gas and hot water from LCGT system. We look forward to contribute the policy for Renewable Portfolio Standards(RPS) by using LCGT power system.

Analysis about relation of Long-term & Short-term Financial Market, Stock Market and Foreign Exchange Market of Korea (한국 장단기 금융시장, 주식 및 외환시장 연관성)

  • The results of analysis on foreign exchange market, stock and financial market after January of 1997 are that foreign exchange market will be affected by stock and financial market volatility about 1999. This means that stock and financial market are more stable than foreign exchange market. This also is supported by ‘financial market forecast of 1999 in Daewoo Economic Research Institute’. After won/dollar (end of period) will be increasing in 1,430 at second quarter of 1999, this is to downward 1,200 fourth quarter of 1999. This is somewhat based on government's higher exchange rate policy. But, after yield of corporate bond is to 11.0% at first quarter of 1999, this will be stable to 10.2% at fourth quarter. During the first quarter of 1999, yield of corporate bond is to somewhat increasing through sovereign debt and public bonds, technical adjustment of interest rate. After this, yield of corporate bond will be stable according to stability of price, magnification of money supply, restucturing of firms. So, stock market is favorably affected by stability of financial market. But, the pension and fund of USA, i.e., long-term portfolio investment fund, are injected through international firm's management. It is included by openness of audit, fair market about foreign investors. Finally, Moody's strong rating on the won-denominated bonds suggest that Korea's sovereign debt ratings could be restored to an investment grade in the near future. It sequentially includes inflow of foreign portfolio investment fund, fall of won/dollar foreign exchange rate (appreciation of won) and stability of yield of corporate bond.

  • Currently, the RPS(Renewable Portfolio Standard) is the policy which supplies new and renewable energy. Power generation companies with large capacity should produce renewable energy or secure through the purchase of REC (Renewable Energy Certificates) as mandatory. The government has revised the REC weight several times, which weights each energy source by evaluating the economic and social value of renewable energy sources, and revised the mandatory supply ratio to gradually increase. This study helps to find the impact of policies on related industries. In this study, time-series analysis and regression analysis on the capacity of PV(Photovoltaics) facilities as a dependent variable were performed to analyze the effect of the revision of the REC weight for photovoltaic power generation and the amount of mandatory supply for renewable energy. As a result, it was statistically assessed that the revision of the REC weight and the increase in the mandatory supply has a significant effect on the increase in the amount of PV facilities.

  • With limited resources, proper allocation of the national R&D budget is very crucial matter for reinforcing the national competence, and the importance of selecting strategic R&D fields have been increasingly emphasized by technology policy-makers and CTOs. This paper deals with technology relevance/cluster analysis, which measures technological dependency and relevancy among technologies, and how it can be used for selecting the strategic R&D fields especially satisfying SMEs(small and medium enterprises)' specific needs. As a result of this study, technology-product tree composed of 7 major technology fields, 22 clusters, 41 groups, 335 core-need technologies and hundreds of related business items are produced that can be used for designing SMEs' R&D/business portfolio as well as R&D investment decision-making of the Ministry of Small and Medium Business Administration.
