Due to the growth of container traffic and port competition, ports have increasingly been under pressure to improve their efficiency in port operation and port management for competitive edge. The purpose of this study is to compare the technical efficiency among major container terminals in China, Korea and Singapore using Data Envelopment Analysis (DEA). This paper analyses the returns-to-scale using the output orientation of VRS and CRS model. The benefits of this study examining the relative performance of container terminals will enable container terminal operating companies or port policy makers in those countries to identify current slacks and to set up a proper port management and operation plan to improve their productivity.

Recently several LCD TV makers including Samsung, LG and Sony actively have released LED LCD TV models on market. LED LCD TV is just which applied LED BLUs so that its color contrast ratio fairly enhance up to 1 million:1 and its thickness minimize to a few mm. Even this aspect seems somewhat to be each panel maker's strategies for prior market occupations on whole TV market. Without regard to the reasons, we do obviously meet a new era of technically advanced LCD TV. However we have still lots of problems or issues which we must overcome technically including LED chip/packaging process, secondary optics treatment, heat managements and cost reduction issues. Here I would like to forecast market volume and trend of LED LCD TV first and then discuss above almost of technical issues and suggest their possible solutions. Even these solutions looks better technologies and if they may increase production cost significantly, we will not prefer to choice that technology since lower cost policy can open the market. Finally I'm trying to suggest how well LED, as future light source, can apply to future LCD TV technologies.

There is tremendous increasing demand on spectrum resource which is boosted by spread of cloud computing and M2M telecommunication as well as smart phone and tablet PC. Recently, spectrum sharing technology has drawn attention to the spectrum policy makers as a promising way to overcome limitation of scarce spectrum resource. To succeed in commercialization of spectrum sharing technology, it is necessary to prospect the future business ecosystem of spectrum sharing and develop appropriate policies and laws at the same time along with the advance of spectrum sharing technology. The purpose of this paper is to prospect future spectrum sharing ecosystem and analyze business ecosystem of spectrum sharing with casual loop map. With the causal map and system dynamics method, it is possible to analyze feedback loops which is not limited to linear thinking and build policies which optimize positive dynamics in business ecosystem of spectrum sharing.

Buildings, energy and the environment are key issues that the building professions and energy policy makers have to address, especially in the context of sustainable development. With more tall buildings constructed in China, the impact on energy consumption and carbon emission would be great from buildings (2% increase of carbon dioxide annually between 1971 and 2004). The imperative was to investigate the building energy performance of high-rise in different climate zones and identify the key design parameters that impose significantly influence on energy performance in sustainable building design. Design implications on glazing performance, sizing of the ventilation fans, renewable energy application on high-rise building design are addressed. Combination of effective sustainable building design strategies (e.g., building envelope improvement, daylight harvesting, advanced lighting design, displacement ventilation, chilled ceiling etc.) could contribute more than 25% of the total building energy consumption compared to the international building energy code.

The worldwide proliferation of regional trade agreements combined with rising interests of 37countries has led to the emergence of a possible GSTP between each country. Although there are many obstacles to GSTP, its effect, if a realized, will go beyond trade related issues. This study was to specify and estimate a model of Korea-GSTP Ground in Korea that can be used to evaluate and improve management decisions. The development of the model relied on several submodels. On the trade negotiation side, a import demand function was estimated in order to account for the increasing amount of import. In terms of margin of preference(MOP)s, they were used to estimate values after decreasing tax based on scenarios I, II, and III. The results showed that the highest effects for increasing value and amount of import are a freezing crab(HS code 0306143000) and freezing hairtail(HS code 0303793000). This paper will be provide to help policy makers understand the Korea-GSTP Ground in the Korea fishery.

Railroad transportation system has experienced major changes due to KTX introduction. Kyungbu corridor especially Seoul to Cheonan has line capacity problem and its solution has been a primary concern to researchers and policy decision makers. This study explored pattern of train operation between Seoul and Cheonan after the introduction of KTX in 2004. Both the number of trains and available seat capacity per day have increased but maximum number of trains per specific hour has not been changed much. Demand for train shows that if concentrated in a specific time, so number of trains during the peak hour should be increased. But, it is difficult ? 새 line capacity, so increasing seat capacity per train might be an option. An increase in an avaliable sear should be considered the characteristics of each train lines.

The Mobile agent-based distributed systems become obtaining significant popularity as a potential vehicle to allow software components to be executed on heterogeneous environments despite mobility of users and computations. However, as these systems generally force mobile agents to use only common functionalities provided in every execution environment, the agents may not access environment-specific resources. In this paper, we propose a new framework using Aspect Oriented Programming technique to accommodate a variety of static resources as well as dynamic ones whose amount is continually changed at runtime even in the same execution environment. Unlike previous works, this framework divides roles of software developers into three groups to relieve application programmers from the complex and error prone parts of implementing dynamic adaptation and allowing each developer to only concentrate on his own part. Also, the framework enables policy decision makers to apply various adaptation policies to dynamically changing environments for adjusting mobile agents to the change of their resources.

Social Network Analysis is an increasingly important part of a broader 'toolbox' of evaluation methods available to R&D policymakers to support decision-making. The aim of this research is to be an accessible, 'beginner's guide' to social network theory and application in the area of mobile telecommunication research and development (R&D) decision-making. This research suggests the methodology of investigation into new technology, and the methodology suggested by this research is believed to be a meaningful first step toward the establishment of the information analysis structure, which is in desperate need.

According to increasing the number of rice farm households, it is important to find optimal farm scale, farm crops, and labour constraints depending on growth time. The study aims to analyze the optimal farming system using the linear programming in Seosan county, Chungnam. The survey was conducted in-depth interview to collect data from one farm household. Results show that farmers change their some crops in dry filed into ginger and hire farm labours in April. The findings should be of interest to rice farmers and policy makers to manage their farm effectively and to support them.

The study aims to identify residents' perceptions of tourism impacts according to the demographic characteristics. The analysis was based on 366 questionnaires given to residents of six rural communities in rural Korea. A series of data analysis such as factor analysis, t-test, and ANOVA was conducted to investigate the residents perceptions of tourism impacts. Results showed that whereas younger, less educated and poor could perceive a negative impacts. older, educated and richer were more likely to perceive a positive impacts of economic, social and environmental spheres. Especially male was more likely to perceive a positive socio-cultural impacts, whereas female was perceive a negative impacts. The results suggest that it is important for policy makers and community leaders to consider social-cultural and economic impact when decision making on development planning.
