Technological innovations, as the key to building competitive advantage, need a comprehensive review to address the issues related to transformation of the Indian industries. The present paper reports the broad findings of the first National Innovation Survey undertaken by the Department of Science and Technology, Government of India. The findings presented here highlight the status of innovation related activities in different industrial sectors, its weaknesses, and areas requiring institutional interventions. The survey results underline the fact that the innovation activities in Indian industries are more for survival in a competitive market conditions than to create market advantage. A sort of disconnect between the innovation support system and the production system is a discernible fact that surfaces from the study. The study also indicates certain characteristics of the innovation behaviour of firms that brings out developing country issues of innovation.

Recently, an industrial production-distribution planning problem has been widely investigated in Supply Chain Management(SCM). One of the key issues in the current SCM research area is reverse logistics network. This study have developed a simulation model for the reverse logistics network. The simulation model analysis reverse logistics network issues such as inventory policy, manufacturing policy, transportation mode, warehouse assignment, supplier assignment. Computational experiments using commercial simulation tool ARENA show that the real problems. The model can be used to decide an appropriate production-distribution planning problem in the research area.

While child care policy has mainly focused on the financial support for child care centers, the Ministry of Health, Welfare and Family Affairs recently announced the introduction of a child care allowances. The purpose of this study is to investigate how mothers and directors of child care centers perceived this child care allowance. One hundred and seventeen directors and one hundred and fifty six mothers in the Seoul, Kyunggi-Do, and Cheonbuk-Do areas participated in the survey. The results demonstrated that both the mothers and the directors of child care center exhibit more differences than similarities in terms of their views of child care allowances. Moreover, the perception on some issues of child care allowance differed significantly depending on the types of child care center in question, the mother's economic participation or family income. Issues of importance to the successful introduction of a child care allowance system were also discussed.

The study examined some statistics of children with disabilities, relevant research and education, and welfare policies undertaken for the last three decades. The changed perceptions regarding children with disabilities have led education and legislation to great improvement. As a result, the number of children who are registered as having disabilities has been increased. Also, children who received any benefits of education and welfare have been consistently risen. The noticeable features of the existing studies are summarized as follows : An increase in number, a variety of the contents, specification of the topics, and a close connection to the basic studies. In spite of the progression and improvement observed in the areas of education and welfare policy making, more practical approaches are needed in order to reflect various needs of children with disabilities and their families.

Korean society has been facing many challenges and promises resulting from the rapid population shifts into multi-cultural and multi-ethnic family composition. Government strived to respond to the impending demands and needs of Korean cultural families, in terms of marriage and birth, caring and educating children, and labor and work. This paper overviews the current state of Korean multicultural trends and facts in terms of family, marriage, children, and work. It also overarches major issues of multicultural studies of family relations and child development. By wrapping the facts and issues in current discourse and studies, pragmatic policy points were provided and condensed into some suggestions for the policy-making and program implementation.

After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.

Inter-regional free trade agreements (FTAs) - notably between Asia and Latin America - are growing in numbers and complexity. There is an absence of an agreed methodology for empirical assessments on the content of FTAs and little research. This paper proposes a framework to assess liberalization in FTAs in goods and services and new trade policy issues relating to regulatory barriers. Next, it applies this framework to studying the 22 Asia-Latin America FTAs in existence. The findings suggest that Asia-Latin American FTAs have laid the foundations for inter-regional integration by liberalizing the trade in goods and services and reducing some regulatory barriers. Deepening FTAs and adopting structural reforms will enhance Asia-Latin American integration in the future.

This paper introduces the environmental economic studies in Korea, focused especially on the environmental regulation policy and valuation of environmental resources in Korea. It can be seen from this survey that the Korean environmental economists have had most of their interests in socially hot issues such as the evaluation and alternatives of the existing environmental policy instruments, and the impacts of both the environmental regulation and greenhouse gas reduction policies, as well as economic valuation of environmental assets including air, water, and ecosystem. We need more intensive research on issues of the evaluation of individual public investment, enforcement, transaction costs and income distribution and inter-generational equity. More attention should also be paid to the valuation methods and environmental data.

Jointness is a core concept of ROK military reform plan. ROK military has pursued to transform its military organization and capability for enhancing jointness and joint operation after the 1990s. It has strengthened the organization of JCS(Joint Chief of Staffs), introduced joint education, and acquired modernized weapons and equipment proper for joint operation. The 1986 Glodwater-Nichols Act of the U.S. military and lessons of the recent war provided a good direction how ROK military should take measures to enhance jointenss. In fact, defense reform efforts for jointness has produced invaluable fruits for transforming industrial age military forces into information age one which possesses more strong combat capabilities and develops joint business for efficient defense management. Nevertheless, there are many issues ROK military should address for stepping up the jointness. This paper well analyzes practical problems and issues ROK military faces to develop jointenss and draws policy recommendations for the policy makers.

Recently, as change in global logistics environment, various issues have been presenting. These issues are including the pursuit of low cost-high added value, the realization of sustainable logistics system, the protection of environment, and the development of ubiquitous techniques. To cope with these environment changes and improve the national logistics system, the government have carried out various logistics policies and pushed ahead development of national logistics information network. But still, from a view-point of national logistics, there are several inefficient elements such as information connection and utilization, code/data standardization. In this paper, the survey result of global logistics environment change, logistics policy of a developed countries, domestic logistics policy and information system status will be presented. And from these status, suggestive points are mentioned. Finally the status of railway logistics information and future developments are presented.
