A Study on Need Analysis for User-Customized Policy Information Services (이용자맞춤형정책정보서비스 수요분석 연구)

  • This study proposed to develop a model for user-customizable policy information services, based on an assessment of policy users' demands and a case analysis of customized services. To do this, we analyzed literature related to user customized services, performed case studies, and carried out a survey targeting policy information consumers. In this way, this study suggested that information retrieval and data offerings, reference information services, policy information network services, library marketing services, and personalized service are details which user-customizable policy information services must provide.

  • Despite huge significance of public policy information to a country and its people, it seems that Korean government lacks a nationwide service that specializes in managing those information. Nowadays the organization of the central government is very complicated and the amount of information and data they are producing is massively growing. Naturally, without any advanced knowledge, it is not easy to find the information you want from the government information service. Besides, government publications are scattered and not under control of unified collection. This study suggests an efficient policy information service model that can i) provide stepping stones for a competent knowledge-based government by providing necessary information for policy-making process in government ministries and public organizations, ii) build national policy information infrastructure by incorporating policy-related information dispersed over different ministries, and iii) identify new approaches to improve policy information services.

Influence of Public R&D Information Service Image on the Value and Satisfaction of Users

  • The aim of this study is to investigate the relative impact of the image of information service on customer's perceived value and satisfaction of R&D information. It also seeks to assess the moderating effect of service users' skills on the value of the service image on the customer. For this purpose, a field study was conducted on users of a public R&D information service called NTIS (National Technology Information Service) in Korea. The findings show that the information service image has a significant impact on customers' perceived value and satisfaction. In addition, customers' perceived value is found to be an important indicator in strengthening customer satisfaction. Findings also reveal that individual personal computer skills moderate the relationship between service image and information value. Further research is needed to strengthen the independent variable in view of the increasing pressure to improve public service quality and customer management.

  • The aim of this study was to suggest a classification system adapted to provide policy information services. For this purpose, this study completed the following processes; BRM taxonomy analysis, document analysis, analysis of classification systems providing policy information, consulting classification experts, surveys and interviews with policy information consumers, and an empirical validation process through the actual construction of policy information materials. Finally, this study complemented and modified the BRM taxonomy system and proposed a classification system appropriate to policy information resources. Through the procedures of experts discussion, the steps of BRM analysis appropriate to provide policy information services is determined as three steps. The domestic institute websites for policy information services has confirmed the appropriateness of the BRM taxonomy system through the analysis system and service research to provide policy information resources. Also through the specialist interview, the confirmation of BRM and the improvement has been drawn. Through the questionaires, the study analyzes the appropriateness of available BRM taxonomy system and the requirements by subjects. And through the empirical verificaion, it determines the subject of BRM taxonomy system for policy information services.

  • In this study, to expand and develop the policy information portal (POINT) of the National Library of Korea Sejong. This study conducted a survey and in-depth interview with government officials and policy researchers. The suggested ways to support the policy information portal (POINT) in the future. As a result of the analysis, the use of the current policy information portal service was found to be low, and it was found that improvement of information access, integrated search, and expansion of information provision data were more necessary. It was suggested that a one-stop service should be implemented to provide various information, systematic information on related data for each task, overseas trend data, core service data, promotion activation, data linkage by strengthening cooperation with various government ministries and research institutes, and easy information provision and menu composition.

  • The organizations and companies establish personal information protection policy under the law and guidelines. They carry out access control without consideration for distinctiveness of the information although the damage degree varies when the information is leaked. Considering the distinctiveness, a policy needs to be made for individuals to protect his personal information. However, he is not able to write the policy because of lack of understanding the system. To write his own policy efficiently, the system that authorizes ones according to service list provided by organizations is necessary. This paper suggests the model and method that write personal policy for his information protection based on the service list provided by organizations. Through this model, fine-grained authorization and policy change are easily made and ultimately the access control customized according to one's own information is possible.

  • The purpose of this study was to identify the subarea of customer complaints handling service and to accomplish the data for an improvement of complaints handling get service through the evaluation of the importance and performance on customer handling service as subdivisions of customer complaints handling service. The data were collected 303 female/male, 20-30 age by outline survey. The major findings of this study were as follows: 1) The subdivisions of customer complaints handling service were classified into four different factors ; promptness, empathy, information, policy factors. 2) As the subdivisions factors, importance was promptness, empathy>information>policy factor and performance was empathy>information>promptness>policy factor in order. 3) There were question asking the performance evaluation of influencing the total satisfaction of customer complaints handling service. There were promptness, empathy of performance evaluation of influencing the total satisfaction.

Policy Adjuster-driven Grid Workflow Management for Collaborative Heart Disease Identification System

  • This paper proposes a policy adjuster-driven Grid workflow management system for collaborative healthcare platform, which supports collaborative heart disease diagnosis applications. To select policies according to service level agreement of users and dynamic resource status, we devised a policy adjuster to handle workflow management polices and resource management policies using policy decision scheme. We implemented this new architecture with workflow management functions based on policy quorum based resource management system for providing poincare geometrycharacterized ECG analysis and virtual heart simulation service. To evaluate our proposed system, we executed a heart disease identification application in our system and compared the performance to that of the general workflow system and PQRM system under different types of SLA.

  • One of the key factors in knowledge based economy is knowledge and information. Accordingly, public service policy for related knowledge and information is well equipped in Korea. However, policy has rarely been evaluated. This study analyzes usage and satisfaction of knowledge information service policy among broadcasting and video industry employees. Results shows low in usage as well as satisfaction among employees. Reliability of the service is relatively high, comparing to timeliness and usability. The fact that most respondents individually pay their efforts to collect and analyze information and knowledge means high need for them. This study recommends, instead of providing complete fixed data, to provide means to acquire knowledge, market oriented data to improve the effectiveness of the policy.

South Korean Universal Service and Korean Reunification: A Policy Analysis (한국의 보편적 서비스정책과 남북한 통일: 정책분석)

  • The purpose of this study is to redefine the concept and scope of universal service and to develop universal service policy of South Korea for Korean reunification. The basic assumption of this study is that well developed universal service may contribute to the eventual reunification by ensuring equal access to information resources for the two peoples. The theoretical foundation of this study includes social capital and diffusion of innovations theory. This study uses policy analysis as both data collection and data analysis, more specifically qualitative policy analysis with triangulation for improving credibility. Data for the analysis were collected through legislation, other policy documents, and major agreements between North and South Korea related to informatization and unification. This study, identified the major characteristics of universal service and explored the current universal service in South Korea by analyzing major poicy instruments of South Korea. In addition, this study presented a great possibility of cooperating in telecommunication policy and telecommunication infrastructure. Consequently, this study proposed policy recommendations in five areas: 1) redefining the scope of universal service, 2) developing a unified telecommunication infrastructure, 3) developing policy instruments, 4) restructuring government organizations, and 5) creating a participatory universal service model for Korean reunification.
