The ultimate intention of this research is to identify the factors that have a significant effect on the perceived importance of information security as the antecedent of intention to information security policy compliance. We found that the effectiveness of information security training program did not have statistically significant effect on the perceived cost of policy compliance. Second, the effectiveness of information security policy has significant influence on the perceived cost of policy compliance. Third, perceived vulnerability has a significant effect on the perceived cost of policy compliance. Fourth, perceived cost of policy compliance has a significant effect on perceived importance of information security. Fifth, supervisor's attitude toward information security silence has a significant effect on employee silent behavior towards information security. Sixth, communication opportunities towards information security has a significant influence on employee silent behavior towards information security. Finally, it was shown that employee silent behavior towards information security had a significant influence on the perceived importance of information security.

Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

We consider supply chain which consist of one manufacturer, one distributor and N retailers for a single product. This paper determines inventory replenishment period of supply chain using heuristic method and propose order policy through re-coordination of inventory replenishment. Also, We develops inventory management model to calculate total cost of supply chain under assumptions of constant demand. The computational results show that the proposed inventory replenishment period and inventory management model is efficient.

The present study was conducted with aim for establishing the framework of integrated veteran policy for unified Korea through the analysis of the North Korea's veteran policy. For the purpose, this study reviewed the legal system and implementation process concerning the North Korea's veteran policy and analyzed the establishment of fundamental framework of unification and the implications from the North Korea's veteran policy for unified Korea. The review of the North Korea's veteran policy covered the beginning of the North Korea's veteran policy to the present. Based on the findings of the review, this study revealed the necessity of re-establishing the principle of veteran policy in preparation for unification and proposed a plan for unified veteran policy. The results from this study are expected to be a meaningful milestone to unified veteran policy after unification. It is reasonably expected that there will remain considerable differences and conflicting factors, which could block the path to national integration, between two countries and their peoples after unification. Therefore, it is more important to make a thorough preparation and form social consensus than any other. In this respect, national policy for veterans should go back to basics and be reviewed to be ready for unification. Although different in time, the North Korea's veteran policy was and is the base of the nation's system and source engine for development every period. Re-designing the principle of veteran policy should reflect both symbols of the unified nation and the national identity, but also of socially integrated spirit. Therefore, it must include the spirit of patriotism and awareness of national security. Furthermore, as for the integration of veteran policies for unification, it is especially important for two countries to possess and share common historical consciousness. The unified veteran policy should be integrated on this base.

This paper analyzes whether social welfare services converge across the regions. We tested whether local social welfare services converge considering the congestion rate of local social welfare services during the 1985-2013 periods in Korea, using the sixteen higher level local governments panel data. The main findings are as follows. First, the absolute level of local social welfare services converge so that the -convergence exists. Second, the growth rate of local social welfare services increases as the intial level of local social welfare services is lower so that there exists -convergence. The policy implications of our findings are as follows. The local government had better consider the presence of local social welfare services in policy decision making. Also, fundamentally the social welfare policies had better be executed by the central government rather than local governments, since the national minimum welfare must be provided.

The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

The purpose of this Study is to analyze the economic effect of the project for the establishment of the Convergence Zone of the Gyeongbuk Industry-University Convergence Area aimed at activation of R&D of companies within the Kumoh Technology Valley. As the result of the analysis, the investment of 56.837 Billion Won in the establishment of the Convergence Zone of the Gyeongbuk Industry-University Convergence Area had the effect on production inducement valued at 133.582 Billion Won, effect on added value inducement valued at 41.764 Billion Won, effect on import inducement valued at 16.794 Billion Won and the effect on employment inducement numbered at 4,992 persons.try.

The volume of electronic banking service via smart phone is expected to increase dramatically under smart convergence environment. Under such circumstances, the effort to establish the mobile electronic banking culture which took a major step forward from the conventional electronic commerce method is essential. It is necessary to standardize the mobile payment infrastructure in order to resolve the initiative conflicts between financial institutions and newly launched non-financial institutions. Furthermore, a domestic and international strategy is required as the number of NFC technology based smart phone transaction business is increased. As various types of business enter the electronic commerce field, efforts to resolve the dissatisfaction of the customers are critical. Additionally, security is one of the significant issue due to the conversation process to open-type operating system. This study surveyed and analyzed the current domestic and foreign status, the problems in Korea, and suggested an effective counterplan and policy, which could be helpful in governments' preparation for electronic commerce policy.

The purpose of the study is to come up with counter plans to the spatial change caused by an aging society. To achieve the purpose of this study, research methods are conducted in the literature survey and the census data are compared. This study focuses on an aging society, the current status of space and related problems, based on political economic spatial concepts, and then presents five countermeasures as follows. First, the planning considering the aging populations. Second, increase in total fertility rate and increase population absorption. Third, increased economic vitality of the elderly due to increased participation in the production of senior citizens. Forth, establishment and implementation of regional development plan for the elderly. Fifth, needs to transform the spatial policies of the aged to prepare a large gap in space. The result of this paper proposes the need to change the living space policies and planning to avoid mismatching between them, reducing the aging speed simultaneously. The study is expected to contribute to the establishment of a space plan for areas where the aging population is rapidly increasing.

By nature, smart construction technology is a convergence technology, therefore aptly constructing and running an information system is needed in order to effectively develop and maintain it. Thus, in this study, an information system prototype was developed for the creation and linking of high precision digital maps at road construction sites for the effective performance of the development of the Information Collecting and Analyzing Techniques in the Construction Site (ICAT). For this, (1) defined input/output (I/O) data of each technical detail of ICAT, (2) analyzed the data flow, (3 ) proposed an information system prototype for high precision digital maps development and connection. Based on the information system prototype constructed in this study, it was inferred that each technique and its information for the Smart Construction Technique Development Business was in a consistent flow. Developed information system prototype would enable effective cooperation between subjects directly involved in the technique development, by defining I/O data in advance. Moreover, it would be of value to practitioners for refining the output data from each technique, thereby linking databases and forming Entity Relationship Diagram.
