A Macroprudential Approach to Financial Supervision and Monetary Policy in Emerging Economies (금융시장의 안정과 통화신용정책의 효율성을 위한 거시건전성 감독의 방향)

  • This paper attempts to define, construct a policy framework, and analyze interactions with monetary policy of macroprudential policy. The available pieces of evidence suggest that the effects of the LTV and DTI regulations for financial stability are rather unclear in Korea. It also shows that when financial markets exhibit instability in a stable inflationary environment, macroprudential policy could run into conflict with monetary policy. This paper proposes an appropriate modality of macroprudential policy to minimize the potential conflict with monetary policy.

  • ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. Through the analyses and discussions, we found the policy implication for the future ICT policies which can mediate the conflict between a data opening and the protection of privacy. Finally, we suggest a new governance approach for the better ICT policy contrary to top-down approach.

Analysis of the Influence of the Conflict Management Policy of the Transactional Memory on the System Performance and Bus Traffic (시스템 성능 및 버스 트래픽에 대한 트랜잭셔널 메모리의 충돌 관리 정책 영향 분석)

  • The transactional memory was proposed to solve the problems of the conventional lock-based synchronization methods in the shared memory multiprocessor system. Various implementation methods for putting the high performance transactional memory to practical use have been continuously studied. However, these studies focus only on the commercialization and performance enhancement of the transactional memory. Besides, there have been few studies to analyze the system overhead of the transactional memory according to the conflict management policy. Thus this paper classifies hardware transactional memory, which is one kind of transactional memories, into four types according to the conflict management policy, and then compares and analyzes their performance and system bus traffic through their modeling and simulation. In addition, the most effective conflict management policy for the hardware transactional memory is presented through these comparison and analysis.

  • This study aims to implement analyses of types of conflict perceived by teachers and coping methods. Researchers analyzed 561 survey responses of elementary and secondary teachers using independent t-test and ANOVA. Results are as follows. First, regarding perception of teacher conflict, there were statistically significant mean differences by teacher role, status, and location for conflict toward colleague, parents, and policy, by teacher role and status for conflict toward students, by location for conflict toward administrators, and by teacher role and location for conflict toward staff. Second, in regard to coping methods, gender and teacher status in coping methods for students and gender and teacher role in coping methods for policy showed different aspects in the number of responses. Researchers suggested principals' understanding organizational conflict and enhancing conflict management skills and teachers' discussing strategies for conflict resolution.

The Performance and Implication of Policy Coordination of Prime Minister's Office (국무총리실의 정책조정 성과와 함의)

  • Effective policy coordination is necessary function for successful policy implementation. Korean government, for effective policy coordination, had developed the policy coordination system in the Prime Minister's Office. The Prime Minister's Office had successfully implemented policy coordination tasks during 35 years. The Prime Minister's Office had systemized policy coordination institutions and developed organizational capacity for effective coordination, and utilized various strategies, such as power, persuasion, and technical strategy. Based on the system, capacity, and various strategies, ]the Prime Minister's Office had achieved 90% of the asked policy conflict problems and completed 85% of coordination tasks within 6 months. The purpose of this study is for reviewing the performance of successful coordination of Prime Minister's Office and searching for some implications. For the study, the author analyzed the 429 policy conflict problems which had been recorded in 8 Policy Coordination White Papers.

  • This article aims to derive problems of the national conflict management from analyzing aggravation and spread stage in conflict process and to improve the national conflict management. For achieving the purpose, this article deals with sources of conflict, conflict damage, conflict management institutions, conflict management strategies, and the obstacles of conflict management as the domain of policy target in the national conflict management. This paper, also, analyzes the trucker's strike in 2003 as a complex conflict. Finally, the improvement of national conflict management needs to establish the specialized organization for conflict management, to develop indicators and manuals according to conflict stage and environment.

  • Maritime tourism destinations need to improve image as well as enhance competitiveness through development of new marine tourism attraction due to the decrease of the number of passengers. The maritime city is trying to combine dynamic marine leisure activities as an alternative. For this purpose, it is possible to realize clear marine tourism activation policy and improve the identity of local community through the accurate analysis of the interest of the stakeholder groups of local residents in Songjeong beach in Busan. In this study, we first analyzed the language network based on the expression language related to the conflict between the stakeholders of Songjeong beach. Second, we analyzed the individual characteristics of the structure of conflict frames of stakeholders and suggested solutions by comparing the differences and similarities between perception frames of conflict parties. Third, we distinguish and compare differences of perception among the conflict parties through the detailed frame type. Based on the relationship structure between the detailed frame types of the conflict parties, we suggested an alternative for conflict resolution by restructuring the conflicts and negative perceptions among the stakeholders.

  • This research emphasizes the necessity of the understanding and cooperation among focal governments to preserve the water quality of the Nak-dong river that runs through four local governments. First, this research considers the status of water-pollution in the Nakdong river, describes and finds problems within the central government's. "Clean Water Supply Plan" and local governments' water quality-related policies. Second, it deals with the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. With stressing the necessity of the understanding and cooperation among local governments, this research emphasizes roles of central government, of academic experts, and of local news-media in preserving the water quality. Key words : the Nakdong river, water quality policy, the conflict among local governments, the activation of local autonomy, Wicheon Industrial Complex, the cooperation among local governments.

  • The downing of the MH17 reminds the world that the international civil aviation is not as safety and security as people expected. Such tragedy is partly due to the risk and danger of the armed conflict zones, but is more attributed to the ignorance to the international law by the responsible parties concerned. International laws applicable to the armed conflict zones shall be strictly followed, and the reparation shall be provided to the victims, otherwise such disaster could not be avoided in the future.
