Recently, due to the global economic crisis and prolongation of slow growth period, many countries have proposed creative economy as an important policy for economic growth. Korea has also progressed important policies such as development of creative industries, start-up activation and employment creation through creative economy as a key policy. However, each country has a different definition of creative economy and detailed field to promote, and there is a lack of research on creative economy of industrial complexes and activation plans of creative industries. This study derived the priority order and importance of development plans to develop into creative clusters through AHP analysis base on Gumi National Industrial Complex that have had a significant role in the national economy since the 1970s. As a result, the creativity enhancing factor was the highest priority, followed by creative infrastructure and network. These results mean that it is necessary to promote creativity in order national industrial complexes to continuously lead national economy and for this purpose it needs to prioritize the development of creative human resources and to extend the creative R&D. This study can be provided to government and local policy makers and innovation agencies as basis data and practical policy guide to establish a successful creative cluster by deriving the priority order in reflection of both hardware and software policies such as infrastructure to develop national industrial complex into creative cluster.

In this research, we analyze about the effect of the traditional market supporting policy about 16 large unit self-governing bodies and effeciency through DEA analysis. The plan for supports of the traditional market were shown. Now, the object of the traditional market supporting policy was any more not improvement of facilities and the thing which is the attraction of customer activity for the sales increase of the traditional market could be confirmed. For the sales increase, supporting of the field like the client information center, source indicator, autonomic packing stand, and the broadcasting facility are effective more. In addition, for the visiting customer inducement activation, we could know that supporting of the field like client information center, broadcasting facility, broadcasting advertisement, and the premium event for gift certificate were required. The method including the customer distribution service operation, which is the various product development and cross sellings and client friendly based on data which it investigates the actual conditions the market merchant on the Incheon area and consumer with the concrete plan for support gift certificate activation, the market information system construction, and etc. was shown.

There are three forms of REITs company in Korea that was first introduced in 2002. Each REITs have been listed on the KRX, its characteristics are different, but it is classified as a REITs company in all events. REITs current methods are applied uniformly manner that does not reflect the characteristics of the individual. REITs some, that is not seen unlike legislative intent, it is delisted, such as generating an investment loss of investors. In this study it is an object of the invention from the point of view of REITs business validity, to draw up operational support aggressive plans of the scheme. By improving the PF assesment system, to improve the relevance of REIT business and presenting policy direction to the activation of REITs. Through the sophistication of real estate finance utilizing REITs, policy for proper investment of general investors REITs funds were listed with the smooth flow must be realized. The results of this study, it can be utilized as basic data for policy to reflect the real estate policy for activation of the indirect financial investments.

The purpose of this study is to examine the lifelong education policy in Korea and Germany, focusing on the historical transition process, and to explore desirable ways to develop the lifelong education policy in Korea. To this end, We compared and analyzed Korea and Germany's lifelong education policy using research papers on lifelong education and practical data published by BMBF, DIE, DVV, EAEA, UIL, and NILE. As a result of the study, German lifelong education policy has improved social and vocational professionalism running programs suitable for the characteristic of region, Korean lifelong education policy lacks civic education in terms of local lifelong education due to political sensitivity. In addition, Germany is expanding the participation rate of lifelong education by constructing an environment where it is easy to participate in lifelong education, while Korea's participation rate in lifelong education is lower than that of advanced OECD countries. At last, the German lifelong education policy pursues a natural change in the needs of the society, the ideological principle of which require education be independent. On the other hand, the study confirms that Korean lifelong education policy tends to be controlled by the central government. As a result of this study, Germany's lifelong education policy provide the following implications for Korea's lifelong education policy. First, This dissertation emphasizes the need for the learner-centered operation as the needs of educational consumers become more diverse. Secondly, It highlights the need for activation of lifelong education in career education. Third, The expansion of the lifelong education budget to support good quality lifelong learning. Fourth, Holistic and long-term system for sustainable lifelong learning society needs to be structured.

In the construction industry, off-site construction (OSC) is drawing attention as a production method due to changes in working hours and the supply and demand of manpower. In 1991, there was a policy of spreading and expanding the use of precast concrete (PC) apartment homes, but they have not been actively used so far since they were discontinued due to quality problems. In this study, policy tasks were analyzed to motivate the application of OSC-based PCs in the apartment housing sector, and policy directions were derived by conducting focus group interviews (FGI). Nine policies are suggested regarding the following topics: PC apartment supply quantity provision, priority application of public housing, priority supply of public housing, preferential floor area ratio, funding, tax support, improvement of business area structure, improvement of delivery method, factory certification system, and training of experts. The results of the FGIs are as follows. First, in order to revitalize PC apartment homes, leading efforts from the public sector are required. Second, rather than reorganizing the business sector or introducing a new delivery method, a policy direction that induces the strengthening of cooperation is desirable. Third, PC activation should be promoted on an institutional basis for securing appropriate construction costs and quality.

Medvedev administration has adopted new foreign policy line because of Obama administration's 'Reset' policy and Global economic crisis. The objectives of Medvedev's new foreign policy are the creation of a favorable external environment and the efficient use of external resources for Russia's economic modernization. To achieve these goals, Medvedev's government fleshed out such specific action plans as the avoidance of conflicts with other powers, the prevention of conflicts around Russia's borders, the activation of capital investment, and the introduction of advanced technology from the outside. This foreign policy line takes shape in the building of a foundation for strategic cooperation with the United States, the preparation for 'Modernization Alliance' with Europe, the management of cooperation and conflict with China and Japan, and the introduction of a dual strategy of strategic stability and economic integration in relations with post-soviet states. In Russia's new foreign policy line the strengthening of relations with the United States and Europe acquires highest priority. However, this does not mean a return to a 'pro-Western liberal line' in the early 1990s. The ultimate goal of Russia's 'modernization' program still lies in the rebuilding of a powerful Russia in accordance with the multipolar world order that was Putin administration's foreign policy line. In this context, foreign policy change under Medvedev administration could be defined as a 'program change at international level' that signifies a change in the means to achieve goals without changing them.

This study deals with the proposition of the diversification strategy for participation contents service based on the open IPTV policy, and the strategic implication for IPTV players. This paper demonstrates implication for activation of participation contents to IPTV players with reference to differentiation of usages and needs to internet and television. Thus this paper proposes for diversification of player's competency (1) variety of production channels for contents, (2) enhanced accessibility, and (3) the strategic consistency for industrial eco-system. Moreover, this paper suggests that device differentiation for creation of demand, boosting customer satisfaction & immersion through closely interlocking contents.

Recently, T-Commerce is emerging to provide new services, with the proliferation of digital broadcasting services. However, T-Commerce market and TV home shopping market are being classified as a legal policy on other markets, such as regulated in the service of live broadcasts. The factor that has inhibited activation T-Commerce related to the lack of appropriate institutions and legal systems in the market, despite the environment with the digital broadcasting service is being spread. We were performed conjoint analysis. For this analysis, we select attributes as a quality attractive factors that significantly affects the satisfaction of TV based shopping customers through previous studies. The results showed that the TV-based shopping customers are important to think 'Responsive', 'Playfulness', 'Live broadcast', 'Convenience' and 'Bidirectional' in the order. The 'Responsive' and 'Live broadcast' of such attributes are served as possible only in TV home shopping, because these attributes don't service due to legal and institutional regulations in T-commerce market. The cluster analysis result also showed that TV shopping consumers are more important to think 'Responsive', 'Playfulness', 'Live broadcast' than 'Convenience' and 'Bidirectional', except one of the classification clusters. If real-time broadcast service is impossible because of the legal and institutional regulations, it seems to require the expansion of the services linked the terrestrial broadcasting to the activating T-Commerce market.

This paper aims to provide a critical assesment of Conservatives's and new Labour's social assistance reforms in the U.K. and their differential impacts on low income groups. During the period of 18 years in power, the Conservative governments enforced benefit recipients being capable of work to be out of benefits and to get into work. They employed not only 'carrots' to encourage beneficiaries being capable of work to have full-time work, but also 'sticks' to discourage them to depend on benefits. The reforms under the Conservative governments were closer to the workfare model. The new Labour government has continued to emphasize work regarding social security reform. It has raised 'from welfare to work' as the main reform objective. However, it has not necessarily focused on 'carrots and sticks' in order to get beneficiaries into work. Instead, the new Labour government has put its priority regarding social assistance reform on human capital development in order to develop the capability of beneficiaries for work. Britain under the new Labour government seems to be moving from workfare to activation model. These differentials between the Conservative governments and the new Labour government regarding social assistance reforms bring about the different policy outcomes. Under the Conservative government, social assistance programmes were prone to strengthen the state's control over benefit recipients and to increase stigma to them. Punitive, demeaning, stigmatising programmes of work and unending job search activities harm the bases of self-respect. On the contrary, the activation programmes under the new Labour government has contributed positively to both socially significant participation and autonomy of beneficiaries.
