The major objective of this paper is to study the receding contact problem between two functional graded layers under a flat indenter. The gravity is assumed negligible, and the shear moduli of both layers are assumed to vary exponentially along the thickness direction. In the absence of body forces, the problem is reduced to a system of Fredholm singular integral equations with the contact pressure and contact size as unknowns via Fourier integral transform, which is transformed into an algebraic one by the Gauss-Chebyshev quadratures and polynomials of both the first and second kinds. Then, an iterative speediest descending algorithm is proposed to numerically solve the system of algebraic equations. Both semi-analytical and finite element method, FEM solutions for the presented problem validate each other. To improve the accuracy of the numerical result of FEM, a graded FEM solution is performed to simulate the FGM mechanical characteristics. The results reveal the potential links between the contact stress/size and the indenter size, the thickness, as well as some other material properties of FGM.

The G20 summit is the premier forum for international economic cooperation and it will be held in Seoul in November 2010. However, protests are expected during the Seoul summit, as a part of the deepening global war against capitalism. The Korean Police need to deal with these protests effectively in order to provide security to the participating leaders and make the meeting run on wheel as planned. The current study attempts to analyze the death of Ian Tomlinson who died in the context of a heavily policed protest during 2009 G20 London summit. There are number of unique features regarding this incident, such as the public scrutiny of police conduct through video footage, the police use of excessive force, and the process to hold the police to account for misconduct. This incident caused serious damages to the public's faith in the British police. Based on the analysis, this study found that during the G20 London summit British police had the problems such as the lack of the clear standards on the use of force, improper training in the use of force, poor communications with the media and protesters, inappropriate use of the close containment tactic, and the failure to display police identification. Therefore, this study suggests the inducement of peaceful protests, the adoption of a set of standards on the use of force, public order training that is more directed and more relevant to the public order challenges facing the Korean police, improvement of the communication with the media and protesters, enhancement of individual officer's accountability as public order policing strategies for G20 Seoul summit meeting. However, the most fundamental principle is that Korean police must place a high value on tolerance and winning the consent of the public.

In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.

Almost of all the impediments to enchancing ship safety and preventing vessel-source marine pollution arise from the interaction between direct and indirect factors. The direct factors come from human errores and failure in complince with the international convention standards for the operation of vessels. The indirect factors derive from the will and attitudes of the countries taking little responsibilities with appropriate seriousness for policing their fleets. By focusing in these aspects, this paper intends to propose a new international regime to improve the implementation capability of national maritime administration of each member government of IMO(International Maritime Organization).

Policing is regarded as a stressful occupation. Police Officers have been reported to have increased rates of cardiovascular and gastrointestinal disorders, divorce rates twice the average, and suicide rates two to six times the average. The aim of this study is to identify the effect of psychological burnout on job satisfaction and turnover intention among police officers. In the regression analysis, psychological burnout have significant relations with job satisfaction and turnover intention. In the correlation analysis, psychological burnout have a negative relation with job satisfaction and a positive relation with turnover intention. And job satisfaction have a negative relation with turnover intention.

ATM protocol has the techniques such as cell discarding priority, traffic shaping and traffic policing. ATM based MPLS(Multiprotocol Label Switching) is discussed for its provisioning QoS commitment capabilities, traffic engineering and smooth migration for BcN using conventional ATM infra in Korea. This paper proposes preventive congestion control mechanism for detecting HTR(Hard To Reach) LSP(Label Switched Path) in ATM based MPLS systems. In particular, we decide HTR LSP using real time signaling information(etc., PTI,AIS/RDI) for applying HTR concept in circuit switching to ATM based MPLS systems and use those session gap and percentage based control algorithm that were used in conventional PSTN call controls. We concluded that it maximized the efficiency of network resources by restricting ineffective machine attempts. Proposed control can handle 208% call processing and more than 147% success call, than those without control. It can handle 187% BHCA(Busy Hour Call Attempts) with 100 times less than use of exchange memory.

In this paper, we propose the fairness improvement leaky bucket (PILB) algorithm as a traffic policing mechanism. In the proposed algorithm, there is a cell buffer for every ATM connection in order to store date cells. Network decides whether an ATM connection obeys the contracted traffic parameter, and stores data cells in the cell buffer if the connection obeys but is considered as violated the contract due to temporary lack of network resource. By using the proposed algorithm, we can obtain the statistical multiplexing gain that is the superiority of packet switching network. Moreover, when a connection tries to transmit more data cells by violating the contracted traffic parameters, the connection is prevented from using excess network resource, which incurs all connections sharing network resource fairly. The performance of the proposed FILB algorithm is investigated by using the simulation. The result shows that the proposed algorithm provides superior performance and all connections within a group share network resource fairly. The proposed algorithm can be applied not only the ATM network but also IP network.

Lighting improvements are needed for adequate operation of security installations according to the turn of scientific policing instead of human policing. The basic principles of security lighting is to provide sufficient lighting over a specific area so that anyone moving in or around can be seen easily. Also, in security lighting, illuminance and uniformity are to be considered for clearing of CCTV screen through the lighting improvement. To achieve such goals, each pole is to be considered of the height and the space of luminaries as well as the wattage and the type of lamps. In this paper, the lighting designs show the adequate operations of fence security systems through the actual measurement of illuminance by mock-up and the illuminance analyses for obtaining proper illuminance and uniformity value to keep brightness of CCTV screen able to confirm objects considering characteristics of CCTV monitor by simulations.
